RECOMMENDATION
Staff recommends that the City Council adopt the Resolution so the City may continue to participate in the Los Angeles County Urban County Community Development Block Grant (CDBG) Program and receive funds for fiscal years 2024-25 through 2026-27.
INTRODUCTION
The Participating City Cooperation Agreement between the City of Beverly Hills and the Los Angeles County Development Authority (LACDA) outlines legal provisions and requirements for the City to participate in the Urban County CDBG Program and provides for automatic renewal of participation in successive three-year periods, unless the County or the City provide written notice electing not to participate in a new qualification period.
DISCUSSION
The City has historically used CDBG funding for its Housing Rehabilitation Program, and for certain senior citizen activities and programs. Staff is requesting a Resolution which modifies the previously adopted resolution on June 27, 2023, also known as Resolution No. 23-R-13462. At that time, staff had not identified a project to apply the funding to.
This resolution will allow for $714,168 of CDBG funding to be applied to the Will Rogers Park restroom renovation project scheduled for February 2025.

FISCAL IMPACT
The City may continue to receive CDBG grant funds, which are Federally funded, to implement programs. Should the City not receive these funds, there are sufficient funds in CIP #00315 (Park Facilities Maintenance & Improvements) in the Parks and Recreation Facilities Fund (Fund 160) to fund the Will Rogers Restroom Demolition and Replacement Project.

A RESOLUTION OF THE COUNCIL OF THE CITY OF
BEVERLY HILLS APPROVING PARTICIPATION TN THE LOS
ANGELES URBAN COUNTY PROGRAM FOR COMMUNITY
DEVELOPMENT BLOCK GRANT FUNDS BY AUTHORIZING
THE MAYOR, OR HIS DESIGNEE, TO SIGN A
COOPERATION AGREEMENT WITH THE COUNTY OF LOS
ANGELES
WHEREAS, the City of Beverly Hills (“City”) desires to participate in the Los Angeles Urban County Program for Community Development Block Grant (“CDBG”) funds, and ifapplicable, the HOME Investment Partnerships (“HOME”) Program, and the Emergency SolutionsGrant (“ESG”) Program, in the County’s Consolidated Plan for Fiscal Years 2024-2026, commencing on July 1, 2024 and through June 30, 2027; and
WHEREAS, the City authorizes the execution of a Cooperation Agreement with the County of Los Angeles in order to receive said CDBG funds.
NOW, THEREFORE, the Council of the City of Beverly Hills resolves as follows:
Section 1: The City Council adopts and approves its participation in the Los Angeles County Urban County Program and receipt of CDBG funds, and if applicable, HOME and ESG Program funds, and execution of the Cooperation Agreement between the City of Beverly Hills and the County of Los Angeles for the time period ofJuly 1, 2024 through June 30, 2027 and self-renewing thereafter.
Section 2: The City Council authorizes the City Manager, or her designee, to execute the Cooperation Agreement, and any and all related documents necessary for participation in the Los Angeles Urban County Program on behalf ofthe City of Beverly Hills.
Section 3. The City Clerk shall certify to the adoption ofthis resolution and shall cause this resolution and her certification to be entered in the Book ofResolutions ofthe Council ofthis City.

A RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY
HILLS APPROVING A FINAL STATEMENT OF COMMUNITY
DEVELOPMENT BLOCK GRANT OBJECTIVES AND PROJECTED

The Council of the City of Beverly Hills does hereby resolve as follows:
Section 1. That certain Fiscal Year 2024-2025 Community Development Block Grant (CDBG) Program and Budget, a copy of which is on file in the Office of the City Clerk and which consists of the following Community Development Block Grant (CDBG) 2024-2025 Planning Summary, is hereby approved, subject to the right of the City to amend the Community Development Activity Program.

ADA Improvements to Will Rogers Park Restroom $ 714,168.00 TOTAL: $ 714,168.00
Should the City’s final allocation of funds vary from the figure used in the 2024- 2025 Planning Summary, the Community Services Director is authorized to distribute the final allocation proportionally among the approved projects.
Section 2. The Mayor or City Manager is authorized to direct staff to submit the City's application package to the Los Angeles County Development Authority (LACDA), reflecting the funding allocations set forth herein.
Section 3. The Mayor or City Manager are authorized to execute the agreements necessary to implement the CDBG regular activity outlined in Section 1 of this Resolution.
Section 4. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolutions of the Council of this City.
