If City Council conditionally approves the three-week Wilshire Boulevard closure for deck removal (in lieu of the 18-weekend road closures outlined in the Memorandum of Agreement, MOA), staff recommends that this approval be contingent upon terms that are still being discussed with Metro that would improve public safety. Additionally, staff requests that City Council authorize the City Manager to execute an agreement with Metro that achieves the goals of the City Council at the two Metro stations within the City no later than February 28, 2025, two weeks prior to the commencement of the three-week Wilshire Boulevard closure, which is scheduled to begin on March 17, 2025.
INTRODUCTION
The MOA with Metro for the Purple Line Section 2 Station, located beneath Wilshire Boulevard between Beverly Drive and Crescent Drive, outlines traffic control requirements, work hours, and holiday moratorium dates in Article XII and XIII. Any work conditions deviating from the MOA must be reviewed and approved by City Council.
In December 2024, Metro submitted requests for City Council approval to consider several proposed variances from the MOA in order to safely expedite deck removal, accelerate street restoration, and complete the project by 2025, rather than the original schedule of the first quarter of 2026, if work were to proceed according to the MOA conditions.
DISCUSSION
In 2025, Metro plans to undertake significant tasks, including the removal of deck panels and full roadway restoration of Wilshire Boulevard between El Camino Drive and Crescent Drive. Deck removal is planned to begin in February 2025 through continuous 18 weekends until August 2025 as per the MOA conditions for road closures. Construction for appendages, sidewalks, and curb restoration along Wilshire Boulevard is also set to begin in February 2025, which will include the installation of K-rails and a reduction of Wilshire Boulevard to two lanes in each direction.
However, Metro proposes to expedite the deck removal and street restoration by requesting the following variances from the MOA:
1. Full Closure of South Reeves Drive for Six Weeks: Per the MOA, a single lane must be maintained on all commercial and residential streets impacted by construction. Metro requests to fully close South Reeves Drive at Wilshire Boulevard up to the first alley for up to six weeks, starting as early as February 2025. This closure is necessary for safely removing structural supports extending into Reeves Drive prior to deck panel removal at the Wilshire/Reeves intersection. 16-ft-tall sound barriers will be installed on the south side of the fenced enclosure, and access to alleys and the adjacent Rolex building driveway will be maintained.
2. Three-Week Full Closure of Wilshire Boulevard instead of 18-Weekend Closures: Under the MOA, Metro is permitted to fully close roads over a span of 18 weekends, including up to 13 weekends on Wilshire Boulevard and up to five weekends on Beverly Drive. The work is set to begin as early as February 2025 with deck removal expected to complete by August 2025. During the first six weekends (February to April), Wilshire Boulevard will be closed between Beverly Drive and Crescent Drive. For the remaining 12 weekends (May to August), the closure will extend from El Camino Drive to Crescent Drive, including the Beverly Drive intersection. Work will be limited to Friday at 8 p.m. through Monday at 7 a.m. each weekend. This schedule would result in substantial completion, including street restoration and K-rail removal, by February 2026.
Meeting Date: January 28, 2025
As an alternative, Metro proposes an accelerated deck removal schedule involving a three-week full closure of Wilshire Boulevard from east of El Camino Drive to west of Crescent Drive, including the Beverly Drive intersection, from March 17 to April 7, 2025 (Attachment A). This schedule would allow deck removal to be completed by April 2025, significantly expediting the project and avoiding a seven-month weekend closure period. If Metro is granted approval to implement up to three contingency weekend road closures, and Metro uses the contingency weekends, then deck removal would complete by May 2025. With the contingency weekends, the threeweek closure would replace at least 15 weekends of road closures. This alternative schedule would also enable concurrent water main restoration, potentially saving three to four months of water work and daily lane closures, which would otherwise occur if deck removal were done only on weekends per the MOA. Work would be conducted 24/7 during the three-week closure. Street restoration would be finished by November 2025 with K-rails removed sooner.
3. Contingency for Up to Three Additional Weekend Road Closures: Per the MOA Article XIII, Metro is required to pay the City fifty thousand dollars ($50,000) per day, excluding a Friday or Monday, that Metro must close Wilshire Boulevard or Beverly Drive in order to continue deck removal beyond the respective number of authorized weekends. The MOA does not include provisions for additional full road closures as contingencies without monetary contribution to the City. Metro requests approval for up to three contingency weekend closures to address unforeseen issues that may impact deck removal. If the deck removal follows the 18-weekend closure schedule, Metro may request to close Wilshire Boulevard for up to three additional weekends, tentatively through the end of August 2025. If the three-week full closure is approved, Metro may request for up to three additional weekend closures on April 26, May 3, and May 17, 2025, avoiding Passover, Easter, and Mother’s Day holidays.
4. Waiver of Four Holiday Moratorium Dates: Under the MOA, Metro is prohibited from closing Wilshire Boulevard or Beverly Drive on weekends during the deck removal phase if the closure falls on a holiday weekend (Friday through Monday). Per the MOA, both 18-weekend and three-week deck removal options are planned to avoid closures during holidays and major regional events. However, Metro has requested approval to work during nine holiday moratorium dates in 2025, spanning from February to November (Attachment B). Following further discussion, Metro revised its request to seek a waiver for four of these nine holidays. Metro proposes allowing a full closure of Wilshire Boulevard and deck removal activities during the following four weekends to expedite work:
Presidents’ Day: February 17 (Weekend 2/14, 8 p.m. to 2/17, 7 a.m.) Academy Awards: March 2 (Weekend 2/28, 8 p.m. to 3/3, 7 a.m.) Mother’s Day: May 11 (Weekend 5/9, 8 p.m. to 5/12, 7 a.m.) Father’s Day: June 15 (Weekend 6/13, 8 p.m. to 6/16, 7 a.m.) Community Engagement
City staff completed the following stakeholder meetings and outreach to receive feedback on Metro’s MOA variance requests related to deck removal. Staff informed the Beverly Hills Chamber of Commerce (Chamber) and Rodeo Drive Committee (RDC) representatives through virtual meetings on January 6, 2025. Staff also emailed the Beverly Hills Conference & Visitors Bureau (CVB) in January 2025. Metro and City staff addressed their questions about the proposed Meeting Date: January 28, 2025
traffic control and mitigation measures during the deck removal and water restoration. The Rodeo Drive Committee opposed waiving the holiday moratorium for Father’s Day, as the Rodeo Drive Concours d’Elegance attracts a high number of visitors.
Staff presented at the Monthly Chamber of Commerce Stakeholder Meeting on January 15, 2025; in response to a stakeholder question, staff clarified that the moratorium waiver request applies if deck removal is completed over 18 weekends.
Staff presented at the Beverly Hills Chamber of Commerce Executive Committee meeting on January 22, 2025, and at the Beverly Hills Chamber of Commerce Government Affairs Committee (GAC) meeting on January 23, 2025. Additionally, staff will present at the Beverly Hills Chamber of Commerce Board of Directors Meeting on January 28, 2025, at 4 p.m., prior to the City Council meeting scheduled for 7 p.m. on the same date.
One-on-one contacts were made with stakeholders located near the project sites in January 2025. Some of the stakeholders include Two Rodeo Drive, Sterling Plaza, the Maybourne Beverly Hills, 9401 Wilshire (Douglas Emmett Management), Spago, East West Bank, 9420 Wilshire Boulevard – Rolex Building, Sixty Hotel, AKA, Brickstar Capital, Canon Properties, and 190 N Cañon Dr. Fred Hayman Building. See Attachment 4 for all letters and emails received from stakeholders regarding Metro’s requests.
Deck Removal 3-Week Closure Feedback
o Two Rodeo Drive, the Maybourne Beverly Hills, Brickstar Capital, and the Rolex Building support the three-week closure to expedite construction and simplify messaging for visitors. They shared a continuous closure will reduce confusion about which days Wilshire Boulevard is accessible, compared to an intermittent closure. Additionally, they note that an 18- weekend closure, followed by subsequent lane closures for the water main replacement over several more weeks, would significantly disrupt traffic during the busy summer and holiday seasons.
o Douglas Emmett Management opposes the three-week closure due to negative commuter traffic impacts for their tenants to access their office buildings particularly during weekdays.
o 9454 Wilshire Building supports the three-week closure, contingent upon Metro sequencing work to schedule the water shutdown between 9 p.m. and 6 a.m. on a single Saturday, providing fire watch during this time, coordinate with the Building Manager regarding the building’s leak, and reimbursing the cost of cleaning windows impacted by the construction. o Most stakeholders expressed concerns regarding noise, access, and detours when Wilshire Boulevard is closed, regardless of the closure options. City and Metro staff addressed these concerns and will continue to coordinate with affected businesses prior to the start of deck removal.
Holiday Moratorium Waiver Feedback
o The Maybourne Beverly Hills opposes waiving the holiday moratorium for Academy Awards weekend, as it is a peak hotel occupancy period with critical entertainment clients and events.
Meeting Date: January 28, 2025
o Two Rodeo Drive opposes waiving the holiday moratorium due to disruptions and impacts on overlapping events, such as Rodeo Drive Concours d’Elegance and Academy Awards, which fall on the requested holidays.
On January 15, 2025, City staff met with Southwest Beverly Hills Homeowners’ Association representatives. The Association raised concerns about the potential for increased cut-through traffic during the deck removal-related road closures.
The Association supported a three-week closure of Wilshire Boulevard as an alternative to the 18-weekend closure, contingent upon several conditions (Attachment 4). These conditions include enhanced traffic control measures and enforcement by the Police Department, particularly along Charleville Boulevard and Gregory Way, to reduce cut-through commuter traffic, ensure compliance with traffic signs and speed limits, and facilitate resident access. The Association also requested well-marked detours with Traffic Control Officers, a 24/7 hotline for issues, and comprehensive advance public outreach and notifications about the closure and detours be provided to the residents. Whether the 18-weekend or three-week closure is implemented, City staff and Metro planned and committed to release extensive public notices citywide and regionally and update the online GPS traffic applications to ensure residents and commuters are well-informed. Notices regarding Metro’s requests were mailed on January 21, 2025, to residents and businesses near the Wilshire Boulevard closure and detour area bounded by North Santa Monica Boulevard, Moreno Drive, Olympic Boulevard, Robertson Boulevard, Burton Way and Rexford Drive. These same notices were emailed to the City’s contact database in January 2025. Links to this notice and upcoming City Council meeting agenda items were posted on the City website and shared on social media platforms.
o A resident on South Rodeo Drive preferred the three-week closure to expedite the construction.
o ISAIA Boutique preferred the three-week closure to expedite the construction.
Metro’s weekly lookahead notices were emailed to Metro’s contact database during the week of January 20th.
Overall, the majority of stakeholders expressed a preference for expediting deck removal and project completion (Attachment 4). However, most raised concerns about noise and traffic impacts, requesting that mitigation measures be implemented for surrounding businesses and residential neighborhoods. They also emphasized the importance of maintaining access to all adjacent businesses and ensuring coordination with affected businesses. Some stakeholders opposed waiving the holiday moratorium due to potential impacts on their operations. No opposition was raised regarding allowing road closures for up to three contingency weekends or the six-week closure of South Reeves Drive.
Before the start of deck removal and road closures, comprehensive notices with detour maps will be distributed. Outreach efforts will continue throughout the duration of the closures, and staff will monitor community concerns via phone, email, and social media.
Meeting Date: January 28, 2025
Traffic Impacts of Wilshire Boulevard Closures for Three Weeks A peer-reviewed traffic study was conducted to assess the potential impacts of a threeweek full closure of Wilshire Boulevard from east of El Camino Drive to west of Crescent Drive, including the Beverly Drive intersection. Although the closure will take place during weekdays, the study indicates that the impact on traffic will not differ significantly from weekends, as the analysis is based on the traffic counts collected from the peak weekday traffic.
During the road closures for the deck removal, 80% of traffic, mainly regional through traffic, will be rerouted via Beverly Boulevard, North Santa Monica Boulevard, San Vicente Boulevard, and La Cienega Boulevard. The remaining 20%, local traffic from the Business Triangle, will be redirected via Robertson Boulevard and Burton Way, while residential traffic south of Wilshire Boulevard will be rerouted via South Beverly Drive, Olympic Boulevard, and Robertson Boulevard (Attachment 3).
The study focused on evaluating 19 intersections, including major and local detour intersections near the road closures. The study found that traffic volume in 2023 along Beverly Drive decreased by approximately 15%-20% compared to 2019 (pre-COVID) counts, and along Wilshire Boulevard by approximately 40% compared to 2017 (preCOVID) counts. When compared to the 2020 Traffic Management Plan (TMP), which considered traffic impacts during road closures based on pre-COVID conditions, the current forecast indicates that peak-hour intersection congestion and associated queues are expected to be lower at all studied intersections during the full road closure.
The study also assessed the potential impact of the closure relative to current traffic conditions. Although delays are expected at most analyzed intersections due to the redistribution of traffic onto regional and local detour routes, the severity of peak-hour congestions and associated delays is anticipated to be lower than the projections made in the 2020 TMP, as the traffic volumes have decreased since the COVID-19 pandemic.
To ensure safety and smooth traffic flow during the closure, the study outlines several strategies aimed at maintaining effective communication, minimizing disruption, and ensuring access for first responders. Access to adjacent properties will remain open via alleys and side streets throughout the closure. Regular coordination meetings with the Fire and Police Departments will be held, and Metro and City staff will conduct site visits to verify emergency access and fire hose connections near the work zone. Additionally, the study recommends pre-positioning response teams at key intersections near the closure area. This can be facilitated by having Traffic Control Officers (TCOs) present at all times to ensure continued access for Fire and Police Departments as needed.
To mitigate potential congestion in nearby neighborhoods, the study proposes targeted mitigation measures including additional detour signage, dynamic message signs, and coordination of alternate routes. This may involve implementing turn restrictions, barriers, and the addition of new detour routes. During the closure, City staff will maintain constant communication with TCOs to monitor traffic flow near the closures and in surrounding neighborhoods, as well as track the City’s askBH calls and Metro’s hotline. Traffic diversion measures will be promptly implemented as needed to minimize disruptions and maintain traffic flow.
Meeting Date: January 28, 2025
Staff Review and Suggested Conditions if Council Approves Metro Requests Metro’s request to waive the holiday moratorium was submitted less than the required six months prior to the start of deck removal, as outlined in the MOA. Additionally, the proposed closures on Academy Awards Day, Mother’s Day, and Father’s Day coincide with busy periods for local hotels and restaurants, and there are other regional events and road closures during these times. Furthermore, contractors typically do not work on labor union holidays, such as Presidents’ Day. For these reasons, staff recommends denying the holiday moratorium waiver to avoid imposing unnecessary burdens on residents, businesses, and travelers.
Aside from the holiday moratorium waiver, the remainder of the proposals, along with appropriate mitigation measures, would enable safe completion of deck removal and street restoration in a reduced timeframe with a consistent traffic configuration. Major road impacts would be less than one month, as compared to the seven months of weekend closures currently approved in the MOA. This approach would also expedite project completion by 2025 instead of the first quarter of 2026.
If City Council approves the six-week closure of South Reeves Drive, the three-week closure of Wilshire Boulevard in lieu of the at least 18-weekend closures, and up to three contingency weekend closures, Staff recommends the following conditions. Full Closure of South Reeves Drive for Six Weeks (tentatively February to March 2025)
o Maintain two-way access to the adjacent Rolex building driveway. o Maintain access to alleys.
o Maintain minimum 8-ft-tall sound blankets on all sides, with 16-ft-tall sound barriers on the south side of the work enclosure for additional mitigation. o During the temporary removal of the 20-ft-tall sound wall on the east and part of the north sides of the Reeves Staging Yard, Metro must implement targeted mitigation measures or restrict noisy work hours to daytime (8 a.m. to 8 p.m.) to minimize impacts (e.g., noise, light, dust) on surrounding residential and business neighborhood.
o Address public and stakeholder concerns.
o Compliance monitoring per the MOA.
o Additional Police Officers and Traffic Control Officers will be deployed as needed. Three-Week Full Closure of Wilshire Boulevard Instead of Weekend Closures o If approved, the closure is acceptable only between March 17 and April 7, 2025, to avoid holiday impacts.
o As directed by the City, Metro will implement traffic diversion measures, including additional signage, turn restrictions, barriers, and flaggers as needed to mitigate traffic impacts and reduce cut-through traffic in adjacent neighborhoods. o Deploy Police Officers and Traffic Control Officers as necessary to facilitate traffic flow and ensure drivers comply with traffic signs and speed limits. o Ensure continuous coordination with emergency responders. o Address public and stakeholder concerns.
o Compliance monitoring per the MOA.
o If any activities during the closure result in unreasonable impacts to the surrounding residential or business neighborhoods, targeted mitigation measures shall be implemented to reduce the impact to an acceptable level, as determined by the City. Should the impact persist despite these measures, the City may require the activity to be rescheduled to specific hours or impose additional mitigation strategies. Metro shall allocate sufficient resources to address any Meeting Date: January 28, 2025
necessary adjustments, including, but not limited to, temporary and movable noise barriers, noise-compliant equipment, the deployment of secondary crews as needed, and resequencing of work to minimize noisy activities during nighttime hours.
Contingency for Up to Three Additional Weekend Road Closures o City staff’s approval is required at least 10 calendar days prior to the proposed closure. Metro must justify each request for a contingency weekend closure. Also, as outlined in the MOA Article XIII, Metro must pay the City $50,000 per day, excluding a Friday or Monday, that Metro must close Wilshire Boulevard or Beverly Drive, beyond the respective number of authorized weekends or three weeks of deck removal related closure, whichever is applicable.
o At least one-week and 48-hour notice must be given regarding road closures, through mail, hand delivery, email to affected businesses and residents, e-blasts, websites, and other social media channels.
o Requested closure weekends must be continuous and follow the deck removal closure (e.g., if the deck removal follows the 18-weekend closure schedule with completion by August 2025, Metro cannot request a weekend closure in October 2025, as this would skip weeks and months).
Metro may raise additional deal points; however, the items outlined above are the known items at the time of this report.
If City Council does not approve the proposed three-week closure of Wilshire Boulevard, City staff will proceed with coordinating the original plan, which involves implementing 18- weekend road closures as outlined in the MOA. These closures will begin as early as February 2025, and staff will ensure timely communication with the public regarding the schedule and expected impacts of these closures.
City Council Ad Hoc
On January 23, 2025, the Metro Ad Hoc Committee, which includes Mayor Friedman and Councilmember Wells, was briefed on Metro’s requests related to deck removal and street restoration work in 2025. The committee reviewed each proposal, weighing the pros and cons of the alternative closure option and mitigation measures. Following this evaluation, the committee concurred with the staff recommendations to conditionally approve the sixweek closure of South Reeves Drive and up to three contingency weekend closures for safe street restoration as well as reject the holiday moratorium request for four designated weekends.
The committee recommended City Council consider the request of the three-week Wilshire Boulevard closure, in lieu of 18 weekend closures, only be approved if Metro agrees to the City’s conditions for public safety enhancements that are still being discussed as this report is being finalized. Staff will present the outcome of these discussions with Metro at the City Council meeting scheduled for January 28, 2025.
Meeting Date: January 28, 2025
FISCAL IMPACT
There is no direct fiscal impact associated with approving or denying this request. The terms of the MOA include provisions for Metro to reimburse costs for all staff and consultants performing work associated with design-build construction activities of the Purple Line Extension – Section 2 in Beverly Hills.

A CAUTION: EXTERNAL SENDER A
Be cautious when clicking links or opening attachments. Verify the sender's email address and be on the lookout for phishing attempts.
To Whom it may concern,
Maybourne Beverly Hills is supportive of Option 2, expediating the Deck Removal and Installation of the Main Line Water line.
However, it is critical that the Academy Awards weekend waiver not be granted and remains unaffected.
This is primarily due to high hotel occupancy and ADR, in addition to the City being at capacity with critical entertainment, clients and events.
For additional consideration is the closure of the Hotel Alleyway accessing the loading dock off of Wilshire.
Option 2: Wilshire closed between March 17 thru April 07 Option 1: Weekends only 02/01-08/02
To mitigate disruptions, the hotel will require an alternative plan for trash collection and deliveries via Canon Drive. This will necessitate the temporary removal of the center bollards near the roundabout at Canon and Clifton Way, allowing delivery trucks to reverse into the loading dock. Please note, this process will completely block the road during delivery times.
Additionally, a staging area for delivery trucks would be required. Blocking the street in front of Beverly/Canon Gardens and utilizing the cul-de-sac on the westside of the street beyond the roundabout (currently metered parking) would facilitate this and help minimize congestion on Canon Drive.
Please let me know if you require further clarification on these points. We appreciate the City and Metro's consideration of our concerns.

Chrstine et al-- I've respectfully slightly revised your text. We suggest that our comments yesterday be summarized as follows:
"On January 15, 2025, City staff met with two Southwest Beverly Hills Homeowners Association representatives.
The Association raised concerns about the potential for substantially increased cut-through traffic during the deck removal-related road closure of Wilshire. The Association supported a 3-week closure of Wilshire Boulevard as an alternative to the 18-weekend closure, contingent upon several conditions that would be in place regardless of which option was selected.: These include
1. Traffic Control officers (TCO's) stationed at many (if not all) of the 16 southwest intersections along Charleville and Gregory to prevent gridlock, enforce full stops and enforce the speed limit. Also to temporarily hold traffic as needed to allow residents to access or exit their homes/driveways.
2. BHPD onsite as needed for enforcement of stops and speed, and with extra presence to protect the southwest neighborhood homes from "curious" strangers; and the Police Department enforcing traffic regulations along Charleville Boulevard and Gregory Way near the closures to reduce cut-through commuter traffic, particularly on weekdays, and to ensure drivers comply with traffic signs and speed limits.
3. Well-marked detour signs to direct traffic to arterial routes, with TCO's in place as needed
4. Promulgation via advertising, email blasts and social media of the closures and detour routes.
5. Coordination of same (stressing the need for detoured traffic to take only arterial routes and not cutting through the Southwest) with Apple Maps, Google Maps and Waze.
6. A 24/7 manned hotline for complaints or issues.
The Association also requested, regardless of the option selected, that comprehensive advance public outreach and notifications about the closure and detours be provided to the residents. Whether the 18-weekend or 3-week closure is implemented, City staff and Metro planned and committed to release extensive public notices citywide https://outlook.office.com/mail/sentitems/id/AAMkADNkYTM2ZDYwLWUwNGMtNDExNi1i0DczLTFkMmY2MGYzYTU2NABGAAAAAAA3qwGXktlsR5... 1/3 1/17/25, 4:29 PM

1/21/25, 2:04 PM Metro's VOA Variance Requests - Christine Chung - Outlook Dear Perla:
After consulting with our tenants and building managers we are opposed to Metro's variance request for a 3 week Closure of Wilshire Boulevard. We favor staying with the original plan of 18 weekend road closures as outlined pursuant the MOA. The proposed 3 week variance would negatively impact the ability of our tenants to access their office space.
Best,

Good Afternoon,
We were informed to share any comments we may have regarding the upcoming project.
These comments are for: 155 N Crecent Dr, along with 9355 Wilshire Blvd. • Main entrance for 9355 Wilshire being blocked, with no sidewalk for long duration. • Noise levels. Current tenants @ Residential 155 N Crescent, along with Office tenants @ 9355 Wilshire have shared noise concerns, along with vibration of floors. • Alley way: if closing alleyway to exit at Wilshire, need assistance with keeping back alley clear of various vehicles being parked there. Already challenging for deliveries and if closed, they would have to back up to exit at Clifton.
Please reach out with any further follow-up.
Thank you.

Dear Honorable Mayor and Councilmembers,
I appreciate the city’s efforts to obtain stakeholder opinion regarding the upcoming deck removal. As we all know, Metro, per the Memorandum of Agreement (MOA), has the ability to shut down Wilshire Boulevard between Crescent Drive and El Camino Drive for 13 weekends and South Beverly Drive for 5 weekends. This translates to a closure of Wilshire Boulevard for 26 days (or 1,062 hours) and South Beverly Drive for 10 days.
Today, you are evaluating an alternate proposal from Metro that I urge you to seriously consider. This proposal offers several key advantages:
• Reduced Closure Duration: Wilshire Boulevard will only be closed for 21 consecutive days (515 hours), minimizing overall disruption. This approach restores public access to Wilshire Boulevard and South Beverly Drive in a shorter timeframe (3 weeks versus 18 weekends). • Expedited Completion: This plan allows for construction to be completed by November 2025, significantly earlier than the original February 2026 completion date. • Enhanced Clarity for the Public: The continuous closure eliminates confusion about which days Wilshire Boulevard is accessible, improving predictability for residents and visitors. • Improved Navigation and Ridesharing: Consistent closure, rather than intermittent closure, allows mapping and ride-sharing companies to update their systems accurately, ensuring smoother navigation and transportation throughout the deck removal.
Furthermore, many businesses within the "Golden Triangle" are restaurants that experience peak activity on Friday and Saturday nights. The original proposal's 13(for Wilshire) and 5(for S. Bev) weekend closures would severely impact these businesses, compared to the alternate proposal presented today. The alternate proposal, with only three Friday and Saturday night closures, significantly mitigates this impact.
While the continuous closure may present a temporary disruption that will be mitigated through careful planning and traffic management, the overall benefits of the alternate proposal, particularly the expedited completion and reduced disruption to restaurants within the triangle, strongly favor its adoption.
Thank you for your consideration.
Sincerely,
David Mirharooni

Metro's MOA Variance Request

Dear Honorable Beverly Hills Mayor and City Council,
I had the opportunity to attend a few of the Zoom meetings regarding Metro's request for waivers of the MOA for the purpose of completing the decking and water main replacement. Two Rodeo Drive prefers the three-week closure of Wilshire Boulevard and we thank Metro for proposing an alternative solution.
We find this option preferable because we believe it will be less disruptive to the businesses and residents in the affected area. We encourage you to closely monitor the project to ensure the 3-week goal is met and to discuss what steps will be taken if the 100% contingency period is exceeded.
The 18-weekend closure option and the subsequent lane closure for the water main replacement for several more weeks will disrupt traffic through our busy summer and holiday seasons. Weekends are the busiest time for most retailers and restaurants in the affected area. The request for closure on Father's Day weekend is particularly disruptive as the Rodeo Drive Concours d 'elegance typically draws about 40,000 visitors who bring significant business to city hotels, restaurants, and retailers. Disruptions to the Academy Awards would be significant as this is a particularly busy and important time for Rodeo Drive boutiques and Beverly Hills salons. We encourage you to not approve these waivers if the 18- week option is chosen. These moratoriums were agreed upon pauses in work in the MOA.
We realize that the redecking and water main replacement are necessary and disruptive but wherever possible, mitigation measures should be implemented. To this end, we encourage you to continue to monitor and enforce sound, vibration and air quality attenuation measures in the MOA during this work.
Overall cleaning and dust control throughout the process will lessen the impact and promote good health to everyone in the area. We respectfully request that you ask Metro to provide a plan for new, highquality signs, banners, and messaging signs as well as communication in traditional and social media.
These measures will be important to address in advance of and during the closure period.
I am available to you to help find cooperative solutions for whichever option is chosen. Thank you for your consideration and for the opportunity to participate in the process.
Respectfully,
Bill Wiley, CPM®

Good morning BC,
Per our previous conversation, as decking removal is scheduled to begin as early as February, Metro has submitted several proposals (attached) to help accelerate the construction timeline. Of particular note, Metro has proposed a three-week full closure (March 17 to April 7) of Wilshire Blvd between Crescent Dr. and El Camino Dr., including the Wilshire/Beverly intersection, in place of the planned 18 weekend closures (February to August) outlined in the agreement between Metro and the City. This change would allow deck removal to be completed by April instead of August and expedite water main restoration, saving 3-4 months of work.

I just received my notice today (1/23, 3 days after the printed deadline of 1/20. Since the City Council will hear Metro's proposal on 2/5, I am commenting now.
I am in favor of the shortened timeline for the construction. There is no way to avoid the inconvenience we will have to live with, but this is the lesser of two evils. https://outlook.office.com/mail/inbox/id/ AAMkADNkYTM2ZDYwLWUwNGMtNDExNi 1 iODczL TFkMm Y2MGYzYTU2NABGAAAAAAA3qwGXktlsR5N H1. . . 1/1 1/23/25, 9:47 PM Mail - Christine Chung - Outlook

Hello -
I want to register a positive opinion concerning the requested three week Metro closure of Wilshire Blvd.
Best to get it done sooner and quickly versus 18 weekends to accomplish.
Thank you !
