RECOMMENDATION
Staff recommends that City Council review and approve a request from the Associated Student Body (ASB) and parents of Palisades Charter High School (PCHS) 2025 Senior Class. The request is to waive field use, facility rental, and parking fees associated with hosting their annual Soccer Banquet, Senior Class Breakfast, and Senior Movie Night following the damage and displacement due to the January 2025 Palisades wildfire.
INTRODUCTION
During the recent wildfire events in Southern California, Palisades Charter High School was extensively damaged and was left without a place for its students to congregate and celebrate annual programming for the 2025 graduating class. PCHS is requesting a waiver of field use and facility rental fees to host several senior activities at Roxbury Community Center and Park, La Cienega Park, and Greystone Mansion and Gardens.
DISCUSSION
The Community Services Department was contacted by parents of the senior class members of PCHS ASB inquiring if the City of Beverly Hills would be able to host PCHS for these milestone events. Staff met to review the details of the requests and determine the most appropriate spaces that are available on their desired dates, and best suited for the proposed programming.
Senior Movie Night:
This event is proposed to take place at La Cienega Park Field 3, on Friday, April 25, 2025, from 6:00pm to 10:00pm, including setup and breakdown. PCHS would supply the movie, sound equipment, and snacks for the participants. The Senior Movie Night would consist of approximately 200 seniors participating sitting on blankets on the field Meeting Date: February 19, 2025
space while parents provide food and beverages. This request takes place during normal park operating hours and would not have a significant impact on staffing. Parking for this event would take place at the La Cienega Tennis Center garage and students would be encouraged to carpool to limit the impact on the Tennis Center Parking garage. Parking at 321 La Cienega is free for vehicles entering after 4pm through closing, so no request for validations would be required.
Senior Breakfast:
This event is proposed to take place at Greystone, on Saturday, March 8, 2025, from 11:00am to 1:00pm, plus setup and breakdown. PCHS would provide all necessary items including the tables and chairs for this event. The Senior Breakfast would consist of approximately 200 seniors participating while parents serve food and beverages provided.
This request takes place during normal park operating hours and would not have a significant impact on staffing. The courtyards would be closed to members of the public for this private event. As parking is limited at Greystone, students would be encouraged to carpool to limit the impact on the park patrons.
Soccer Banquet:
This event is proposed to take place at Roxbury Community Center, on Wednesday, March 5, 2025, from 6:30pm to 9:30pm including setup and breakdown. The Soccer Banquet is a standard facility rental, where tables, chairs, and audio-visual equipment is used. This request takes place during normal community center operating hours and would not have a significant impact on staffing.
Each of the requested programs have been vetted to limit the impact to the department’s standard programming.
FISCAL IMPACT
Fees and costs for the events are estimated at $8,876 and are requested to be waived by the parents of the 2025 Senior Class of Palisades Charter High School. These waivers include the security deposits and all rental hours, including setup and breakdown time for each event. Staff costs for the Movie Night and Breakfast include the use of Park Rangers to assist with the influx of patrons on the park grounds. Staff costs for the Soccer Banquet have not been included, as this program takes place during normal park operating hours and does not have an additional impact on operations.
