RECOMMENDATION
Staff recommends that City Council approve amendment No. 1 to the agreement with STAR Sports Theatre Arts and Recreation, Inc. DBA STAR Education (STAR) to provide afterschool programming at various Beverly Hills Unified School District (District) sites in the amount of $700,000. Approval of a change purchase order in the amount of $700,000 for a total not-to-exceed amount of $1,400,000 for fiscal year 2024-2025.

INTRODUCTION
In 2022, the City partnered with the Beverly Hills Unified School District (BHUSD) to provide afterschool programming for their Expanded Learning Opportunities Program (ELOP) participants. At its inception, the City was able to absorb the eligible students as the enrollment numbers were low and the space in existing after school programs at school sites could accommodate the additional participants. In August 2023, the number of eligible students nearly doubled, and the City’s current programming had extensive waitlists. City staff heard from many parents at the conclusion of the 2022-2023 school Subject: APPROVAL OF AMENDMENT NO. 1 TO THE

year that there was an increased need for afterschool programming for non-ELOP students as well. To accommodate the needs of the community, the Community Services Department entered into an agreement with STAR Education to provide afterschool and enrichment programs for ELOP students allowing waitlist participants to join Adventure Camp and determine if this would provide adequate programming and meet the needs of the District and City.

DISCUSSION
Today, the ELOP program provides services to approximately 270 students, which the City is unable to absorb into its existing Adventure Camp programs due to space and staffing. STAR’s programming is comparable to Adventure Camp and includes daily enrichment, homework space, games, activities, recreation and physical education, and special event programming. STAR’s Site Director and Staff are trained in student conflict resolution, positive reinforcement-based classroom management, and creative lesson planning.

Recreation instructors are exempted from City bidding requirements under BHMC 3-3- 113 (E): "any contract for professional services such as attorneys, physicians, architects, engineers, consultants, accountants, specialized printers or other individuals or organizations possessing a high degree of professional, unique, specialized or technical skill or expertise.”

FISCAL IMPACT
Funds are currently available in the Community Services Department operational budget for this expenditure, which is offset by program revenue from BHUSD for the ELOP program.
