INTRODUCTION
The City of Beverly Hills is seeking approval for an agreement with TV Pro Gear, Inc. to implement critical upgrades to its television production systems. This initiative addresses the need to modernize the City’s audio-visual (AV) and television production infrastructure, which has reached the end of its operational life. The proposed upgrades will enhance the functionality, reliability, and integration of AV systems across key municipal facilities, including the Council Chambers, Room 280-A, Municipal Gallery, City Hall Control Room, Foothill Studio Control Room and Foothill Data Center. These improvements are essential to maintaining high-quality public meeting broadcasts and ensuring seamless telecommunication capabilities.
The current AV systems, while functional, are outdated and no longer meet the technological demands of modern video production and teleconferencing. The proposed E-11

upgrades include the installation of a centralized video production center, advanced video switchers, graphics stations, teleconferencing systems, robotic cameras, audio mixing stations, and confidence monitors. These enhancements will enable the City to broadcast, stream and capture public meetings with greater efficiency and quality.
Additionally, the new system will integrate teleconferencing capabilities, allowing for improved connectivity between in-person and remote participants. The infrastructure will be built on a Q-Sys platform, replacing the existing AMX system, and will feature userfriendly interfaces tailored to the needs of the public meeting and production staff. This design ensures flexibility and ease of operation, both locally and remotely.
The agreement with TV Pro Gear, Inc. follows a competitive procurement process initiated by the City. A Request for Proposals (RFP) was issued on October 21, 2024, with a site walk conducted on October 30, 2024, and the bidding period closing on November 22, 2024. After evaluating submissions from three bidders, TV Pro Gear, Inc. was selected based on its technical expertise and ability to meet the City’s requirements.
The proposed contract spans three years and includes a purchase order not to exceed $1,606,051.00 for annual services, with an additional contingency of $160,000.00 to address unforeseen needs, as outlined in Exhibit B. This financial structure ensures that the project remains within budget while accommodating potential adjustments during implementation.
The upgrades align with the City’s strategic goals to enhance public engagement and transparency. By modernizing its television production systems, Beverly Hills will continue to provide high-quality broadcasts, live streams and archives of public meetings, ensuring that residents and stakeholders have access to accurate and timely information. Furthermore, the improved teleconferencing capabilities will support hybrid meeting formats, fostering greater inclusivity and participation.
In compliance with applicable legal and regulatory frameworks, the City has adhered to procurement standards and public notice requirements throughout the project’s planning phase. The upgrades also align with the City’s broader technological infrastructure plans, ensuring compatibility with existing systems and future scalability.
In summary, the proposed agreement with TV Pro Gear, Inc. represents a significant investment in the City’s AV and television production capabilities. These upgrades will enhance operational efficiency, improve public access to municipal proceedings, and support the City’s commitment to transparency and innovation. Approval of the agreement and corresponding purchase order will enable the City to proceed with this critical modernization effort.

CONSULTANT SELECTION PROCESS
The City initiated a competitive procurement process to identify a qualified vendor for this project. A Request for Proposals (RFP) was issued on October 21, 2024, through PlanetBids.com, inviting submissions from vendors with expertise in AV and television production systems. A mandatory site walk was conducted on October 30, 2024, to provide prospective bidders with an overview of the facilities requiring upgrades, including the Council Chambers, Room A, Gallery, and Foothill Studio Control Room.
The bidding period closed on November 22, 2024, and the City received four proposals.
Each submission was evaluated based on technical expertise, ability to meet project requirements, and cost-effectiveness.
Following a thorough review, TV Pro Gear, Inc. was selected as the preferred vendor.
The firm demonstrated superior technical capabilities, a comprehensive understanding of the City’s needs, and a proven track record in implementing similar projects. TV Pro Gear, Inc.’s proposal included detailed plans for integrating advanced AV systems, ensuring compatibility with existing infrastructure, and providing user-friendly solutions for City staff. Their expertise in Q-Sys platform integration and Zoom teleconferencing systems was particularly noted as a key differentiator. The selection process adhered to all applicable procurement standards and public notice requirements.
TV Pro Gear, Inc. is currently engaged in other projects that showcase its technical proficiency and reliability. These include AV system upgrades for municipal facilities in neighboring jurisdictions and private-sector projects requiring high-quality video production capabilities. The firm’s experience in managing complex AV installations ensures that the City of Beverly Hills will benefit from a seamless implementation process.
Staff is requesting approval of this agreement and purchase order for a not-to-exceed amount of $1,606,051.00 for annual services and $160,000.00 in contingency funds.
Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code Section 3-3-110 and in the Contract, upon adequate written justification and substantiation. The funding allocation aligns with the City’s broader technological infrastructure plans and supports its strategic goals of enhancing transparency and public engagement.
SCOPE OF WORK
The proposed upgrades encompass a wide range of improvements to the City’s AV and television production systems. Key components include the installation of a centralized video production center, advanced video switchers, graphics stations, teleconferencing systems, PTZ cameras, audio mixing stations, and confidence monitors.
The infrastructure will be built on a Q-Sys platform, replacing the existing AMX system, and will feature user-friendly interfaces designed for ease of operation by the City Clerk’s office and production staff. The upgrades will enable the City to capture and stream Meeting Date: March 18, 2025
Council meetings with enhanced efficiency and quality, ensuring greater public access to municipal proceedings.
Additionally, the new system will integrate Zoom teleconferencing capabilities, allowing for seamless connectivity between in-person and remote participants. This feature supports the City’s commitment to inclusivity and adaptability in public engagement. The design also prioritizes flexibility, enabling local and remote control of AV systems to accommodate various operational scenarios.
SUMMARY
The proposed agreement with TV Pro Gear, Inc. represents a significant investment in modernizing the City of Beverly Hills’ television production systems. By upgrading outdated AV infrastructure, the City will improve the quality and reliability of public meeting broadcasts, enhance telecommunication capabilities, and support hybrid meeting formats. The selection of TV Pro Gear, Inc. as the consulting firm ensures that the project will benefit from technical expertise and a proven track record in AV system integration. Approval of the agreement and corresponding purchase order will enable the City to proceed with this critical modernization effort, reinforcing its commitment to transparency, innovation, and public engagement.
FISCAL IMPACT
The proposed agreement between the City of Beverly Hills and TV Pro Gear, Inc. for television production system improvements will have a fiscal impact of up to $1,766,051, which includes $1,606,051 allocated for annual services and $160,000 designated as contingency funds to address unforeseen needs during implementation. This financial commitment is structured to ensure the modernization of the City’s audio-visual (AV) and television production systems while maintaining budgetary flexibility. Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code Section 3-3-110 and the Contract upon adequate written justification and substantiation.
This initiative is a budgeted expenditure, fully funded through CIP 00901 (Video Production Equipment Replacement). The costs associated with this initiative will be entirely covered by the Cable Television Fund (Fund 420).
The financial structure of the agreement includes a three-year term, during which TV Pro Gear, Inc. will provide annual services to maintain and optimize the upgraded systems.
This arrangement ensures that the City benefits from ongoing technical support and system reliability, reducing the risk of operational disruptions. The agreement also includes provisions for integrating advanced technologies, such as the Q-Sys platform and Zoom teleconferencing capabilities, which are critical to achieving the project’s objectives.
The competitive procurement process conducted by the City further supports the fiscal integrity of this initiative. By selecting TV Pro Gear, Inc. as the preferred vendor, the City has ensured that the project will be executed by a firm with demonstrated expertise and a proven track record in AV system integration. This decision minimizes the risk of inefficiencies or delays, contributing to the overall cost-effectiveness of the project.

The Audio Video Racks (AVR) shall be installed side by side and have one meter of clearance to the front and rear and to at least one side. The equipment racks shall be attached to the floor using isolation mounts or a rubber mat to prevent ground loops that Docusign Envelope ID: 35E988EC-F408-4438-9CFB-71A9F2C5B60D B0785-0001\3072515v4.doc
18 may occur should the metal rack come in contact with the building concrete.
3. Room for expansion and a work area for maintenance staff shall be considered when sizing the EER.
4. Cable ladder tray shall be above the equipment racks. If the cable comes from the floor the excess lengths shall be enough to rise from the bottom of the rack it enters to the top and then to the end of the group of racks. This will provide the installers with the excess they need to properly and neatly dress the AV cable in place.
5. The EER/Remote storage locations shall be climate controlled.
6. An air conditioning system shall be provided at all AVC (Audio Video & Control) equipment locations. Each system shall be capable of dissipating the BTUs/Hr indicated in the AV facility impact reports.
The BTUs/Hr listed shall represent the heat produced by the AVC equipment only and shall not include ambient room conditions. The air conditioning system shall be able to maintain an environment where the temperature does not rise above 75° Fahrenheit, and the relative humidity is below 75%.
7. All electrical transformers, breaker panels, and lighting dimmers shall be a minimum of two meters away from the equipment racks, preferably in another room.
8. All equipment specified shall operate on local electrical power standards (120 V AC 60 Hz) unless otherwise noted.
9. The Video system requires a ground isolated type power system.
10. All AVC circuits shall be supplied from the same electrical panel. This panel shall derive its power from an isolation transformer. The power panel shall not furnish power to any other equipment.
11. Each AVC circuit shall have a ground and neutral conductor equal in size to the current carrying conductor.
12. All conduits entering AVC Equipment Racks shall be electrically isolated from the rack.
13. It is standard practice in our industry that AV systems use isolation transformers and isolated (technical) grounding to prevent interference from other systems installed in the facility.
14. It is standard practice that the isolation transformers are specified and designed into the system by the Electrical Engineer (EE) based upon the estimated power loads provided and supplied as part of the Facility Impact Estimated Power and Heat Load reports generated by the AVC designer.
15. To maintain the highest quality presentation, it is recommended that CONSULTANT use an isolation transformer and isolated ground between all AVC system outlets and the first breaker panel after the transformer to prevent any potential electrical interference in the audio and video systems. Without using a separately derived power source (transformer) for all AVC show system racks and field equipment such as projectors, there is the potential for interference Docusign Envelope ID: 35E988EC-F408-4438-9CFB-71A9F2C5B60D B0785-0001\3072515v4.doc
19 from electric motors used in Window Treatments, Show Action Equipment (SAE), the HVAC systems, or other subsystem
electronics that we cannot be aware of at this time.
4. AV PANELS
AV Panels shall be black anodized aluminum brushed in the direction of the aluminum grain. Lettering shall be 1/8” engraved with white paint fill. Panels with connectors that are not square to the panel will not be accepted. CONSULTANT is responsible for submitting scaled engineering drawings for all AV Panels prior to fabrication. P-Touch or similar non-permanent labeling shall not be acceptable. Care shall be taken by the CONSULTANT that the different requirements of surface mount panels versus flush mount panels shall be factored. All flush mount panels shall be approximately 1⁄4” larger all round than the related back box to ensure a professional finished look.
5. OPERATION AND MAINTENANCE TRAINING

Docusign Envelope ID: 35E988EC-F408-4438-9CFB-71A9F2C5B60D B0785-0001\3072515v4.doc
20 2. Physical inspection of the rack and field wiring shall be done by the CITY to ensure neat and orderly installation practices have been upheld.
3. Verify the performance parameters of the individual systems following established professional procedures. CONSULTANT shall document all acceptance testing, include the date the tests were performed, who performed the tests and the equipment used in testing. Where discrepancies are found in testing, CONSULTANT shall go back, fix the discrepancy, retest all the affected areas and/or systems, and document the date, the new test results, what was done to fix the problem, and the persons responsible for fixing and retesting.
4. For audio testing CONSULTANT shall follow EIA standards RS160 and RS219, and make all necessary corrections to bring systems into compliance. Testing shall include but is not limited to:
a. Measuring all speaker line impedance at 250, 500, 1k and 2k Hz with loudspeakers connected to each line. Turn all volume controls (where installed) to maximum setting before testing. b. Checking phasing on all speakers in every zone.
c. Correcting any variances for the entire zone and then retesting.
d. Testing all line and microphone (wired and wireless) level signals for polarity and continuity.
5. Verifying all video signals utilizing forward and reverse sweep and balance, hum modulation, outlet levels at high and low channel of pass-band and complete comparison of calculated values vs. observed values of tap outlets.
6. The process of testing and equalization of the systems may necessitate the moving, re-aiming, adjusting or reconfiguring of system components. This shall be done at CITY’s request with no additional claim for payment.
7. Upon completion of the installation and all preliminary testing, CONSULTANT shall submit in writing all test results, and submit notification that the system installation is complete and in compliance with the contract documents and is ready for inspection by the CITY.
PART 4 - AV CABLING CLARIFICATION
1. AV CABLE SIGNAL SEPARATION WITHIN CONDUIT - CLARIFICATION Signal separation refers to providing physical distance among cables carrying various signal levels. This protects weaker low voltage signals from noise and interference. Signal separation principles apply to cable routing and installation. According to EIA/TIA, network cabling has a mandated signal separation from power cables of 21⁄2 inches (60mm).
Docusign Envelope ID: 35E988EC-F408-4438-9CFB-71A9F2C5B60D B0785-0001\3072515v4.doc
21 When grouping cables together in a bundle, all cables in that bundle should be intended for only one signal type. Generally, cables should be grouped according to these categories:
1. Microphone
2. Line Level and communications (includes theatrical intercom)
3. Control and data
4. Speaker
5. Video
6. RF (includes wireless microphone and assisted listening antennae)
7. AC Power
Above all, keep the microphones cables separated from the others. They are the most susceptible to interference since microphone signal level is so low.
If signal lines must cross, it is best if they do so at 90 degrees to minimize cross coupling.
The same grouping and separation also apply to cable tray paths and open cable routes (J-hooks).
Cable bundling:
It shall be noted that where multiple cables of the same type, that conform to the groups above, are to transit from a common source point to a common termination point, larger trunk conduits should be used to carry these cables in bundles. Distribution boxes shall be added where CONSULTANT feels that costs can be saved by doing so. This note also applies to the use of cable trays and J-Hooks.
This approach shall be used wherever CONSULTANT sees the opportunity, and they shall provide suitably sized junction boxes as part of their scope. Note: it is still the responsibility of CONSULTANT to install the cable all the way from the source point to the termination point, regardless of the conduit methodology used.
