INTRODUCTION
This report provides information and requests City Council’s acceptance of contract work indicated below and authorization of the City Clerk to record the Notices of Completion (Attachments 1-2) with the Los Angeles County Recorder.

DISCUSSION
Civic Center Parking Garage Improvements for Secure Vehicle Parking Project The Civic Center Garage, located at 450 N. Rexford Drive, is a building with four stories over two-story subterranean levels. As part of the Police Department’s on-going efforts to enhance security, a need was identified to convert the two basement levels into secured parking. The base scope of work involved the installation of open-mesh metal security fencing with pedestrian egress gates, as well as two vehicular egress gates with openmesh roll-up curtains. The fencing material allows for natural ventilation, security and privacy. It is also located discretely so as not to affect the appearance of the building on the exterior. The work completed also includes infrastructure for the City’s key card access control system at all new pedestrian and vehicular gates. In addition, the scope of work includes quarterly inspection and service of the vehicular gates, as well as a two-year parts and one-year labor warranty. The project has been inspected by the departments of Community Development, Fire and Public Works, and staff are satisfied that the project has been constructed in accordance to permitted documents and complies with all applicable codes.

Shell and Core Improvements Project at 430 N. Camden Drive The City owns several properties leased to commercial tenants. In preparation for the restaurant tenant Marea’s occupancy of the tenant space at 430 N. Camden drive, a building assessment was performed, and shell and infrastructure upgrades were identified to be necessary. The improvements were required to be performed by the landlord, and the work included selective interior demolition work, upgrades to base building mechanical, electrical and plumbing systems, as well as fire/life/safety upgrades. The City also improved the ground floor façade and replaced the existing storefront system with one that is more consistent with the building’s architectural style.

The work also included performing phase I of building seismic upgrade while the tenant space was vacant; this work involved application of fiber wrap (FRP) to strengthen the existing building concrete shear wall. The work was substantially completed in November 2024, and the space was turned over to the tenant to perform their tenant improvements.

However, since the finish HVAC system was also within the landlord’s scope of work, the mechanical portion of the work could not be completed until the tenant improvements were ready for this portion of work. The tenant has completed their improvements, and the restaurant has been operating since January 2025.

The project has been inspected by departments of Community Development, Fire and Public Works, and staff are satisfied that the project has been constructed in accordance to permitted documents and complies with all applicable codes.
