REPORTS FROM PRIORITY AGENCIES
Police Department Report
Lieutenant Renato Moreno addressed the public comment read earlier in the meeting regarding parking and traffic near the high school. He noted there is limited parking in the structure near the high school during construction and reported on numerous citations written in the area in the past year.

Using Office of Traffic Safety Grant Funds, the Police Department had great success at their December enforcement event, focusing on primary collision factors. Lieutenant Moreno reported on 55 traffic stops and 54 citations issued for distracted driving, disobeying posted signage, and speeding.

There has been a recent increase of parking permits issued, accommodating folks relocating to Beverly Hills after the wildfires.

The BHPD is also focusing on misuse of disabled placards and gave a reminder to be mindful when driving in the rain keep extra space between you and other vehicles.

The Commission voiced their continued support for the Police Department and suggested communicating routes from the parking to the sports fields.

Monthly Educational Speaker Series – Washington, D.C. Advisory Bike Lane Trial Transportation Planner Jessie Holzer Carpenter introduced Transportation Planner/Project Manager Will Handsfield from Washington, D.C. who spoke about Advisory Bike Lanes. The concept of this type of bike lanes is to share the road and integrate other bike lane treatments into the corridors. Benefits of this bike lane include reduced speeds, encouraging slower speeds through the design, and reduction of sideswipe accidents.

The Commission asked if they had temporary projects before finalizing theirs and asked for comments about how the community accepted the changes.

Phase 2, the on-street single space meter implementation was accomplished with informational decals on all parking meters, by zone. Credit card and coin payments are still accepted. Staff support and public outreach was included in both phases. Phase 3, to occur later in 2025, will add the 14 city-owned off street parking structures. There will be testing prior to implementation to ensure cellular connectivity and PARCS system integration.

3. Arts & Culture Program Associate, Brandy Scott, will present a report on the categories of art acquired by the City of Beverly Hills.

Arts & Culture Program Associate, Brandy Scott, presented a report on the categories of art acquired by the City of Beverly Hills. The report covered the four major categories of art that can be found throughout the City of Beverly Hills:
- 1. City Art Collection: Governance - Art & Culture Commission o Fine Art – Developer Owned Art:
▪ The City of Beverly Hills has a Fine Art Ordinance creating a dedicated Fine Art Fund for acquisition and maintenance. Any exterior construction over $500,000 triggers the Fine Art Obligation (FAO).

Developers can either:

1. Pay an in-lieu fee of 90% of 1% of project valuation.

2. Install artwork valued at 1% of valuation for projects between $500,000 and $1 million, and 1.5% for amounts over $1 million. ▪ A 1% deposit of valuation may be submitted while deciding. The deposit is refunded after Commission approval and installation. The developer selects the artist and artwork, subject to Commission approval. o Fine Art – Priority Exercise:
▪ Fine Arts and Public Art acquisition, including the Commission’s Fine Art Priority Exercise, is a permanent item on the Arts & Culture Commission’s Work Plan. This Arts and Culture Commission process selects proposed Fine Art for acquisition, after previous installations have been completed, and pending requisite funding availability.

Commissioners recommend and vet artwork, which is then voted on by the Commission. Selected artwork is then presented to City Council Liaisons for approval, followed by presentation to the full City Council for final approval.
o Fine Art – Loaned, Temporary Installations, and Public Art – Donations:
▪ Loans and temporary installations require Commission review and City Council approval. Agreements outline installation costs, which are to be covered by the gallery or donor. The donation process is under development and will involve Commission and City Council review for approval before implemented.
- 2. City Council Direction: Governance - City Council
o Art installed by the Policy and Management Department at the direction of City Council.
o Mayors Purchase Award/City Council Direction:

▪ The Mayor traditionally selects artwork at the Beverly Hills Art Show each Spring, this purchase is funded through the City’s operating budget. The City Council may also direct artwork installations at their discretion at any time, independently of the Commission review or input.
o City Partners:
▪ The City also collaborates with partners like the Beverly Hills Unified School District and Chamber of Commerce to enhance events with art work. Selections require recommendation to City Council for approval. o Council Initiatives:
▪ Initiatives that are temporary installations, and entirely at the discretion of the City Council.
- 3. Private Residential: Governance - Property Owner
o Art chosen and installed on privately owned residential property. o Private residential property owners in Beverly Hills are under no obligation to notify, or present their artwork displayed on their property, through the Arts and Culture Commission.
- 4. Private Commercial: Governance - Property Owner
o Art chosen and installed on privately owned commercial property that has NOT triggered the FAO, requires no notification, review, or input from the Arts and Culture Commission.
o Private commercial property owners are only subject to Commission review if they trigger the Fine Art Obligation with exterior construction work with a valuation over $500,000. There are, however, some guidelines on public displays of art that involve decency, light pollution etc. These restrictions and guidelines are under the purview of the City’s Community Development Department.
