RECOMMENDATION
Staff recommends City Council (1) waive the bidding requirements as the City is utilizing the GSA Federal Acquisition Service Contract, (2) approve a purchase order in the amount of $215,047.20 to Crime Point, Inc. for the purchase of a “net new” Police Department surveillance vehicle, and (3) approve an appropriation from the Organized Retail Theft Prevention Grant Fund for the purchase of specified vehicle utilizing funding from the Organized Retail Theft (ORT) prevention grant.

INTRODUCTION
The Public Works Fleet Services program supports City efforts to provide exceptional service to the community by procuring and maintaining over four-hundred and fifty (450) fleet vehicles and equipment. The Public Works Fleet Services program is supporting the Beverly Hills Police Department’s purchase of a covert surveillance van.

Starting October 1, 2023, the Beverly Hills Police Department (BHPD) was awarded a reimbursement grant from the California Board of State and Community Corrections (BSCC) for Organized Retail Theft (ORT) prevention in the amount of approximately $4.5M. The BEVERL

purchase, maintenance and operating cost of this vehicle are eligible expenditures for reimbursement under this grant.

DISCUSSION
The City of Beverly Hills was awarded a grant from the State related to Organized Retail Theft (ORT) reduction. As part of this grant, the City is introducing a net new and specialized covert surveillance van. This vehicle will serve as a critical tool in enhancing investigative capabilities, deterring criminal activity, and supporting law enforcement operations. The vehicle will be equipped with advanced technologies, including closed-circuit television (CCTV) and remote monitoring capabilities – features that enable discreet surveillance of crime hotspots and the collection of evidence critical for investigations and prosecutions. The purchase of the vehicle and associated surveillance technology are fully funded by the grant on a reimbursement basis.

After careful evaluation of various purchasing options, pricing, and vehicle availability, staff determined that it is in the best interest of the City not to proceed with its own bid process and to utilize the GSA Federal Acquisition Service Contract # GS-07F-0053X (Attachment 1). Due to the highly specific use and specialized nature of the vehicle, including a large amount of integrated technology, the City determined it was extremely important to utilize a turn-key purchasing option from a single specialized vendor, as opposed to engaging multiple vendors to integrate and install specialized systems. Therefore, staff determined that leveraging the GSA Federal Acquisition Service Contract pricing to purchase a turn-key vehicle from a known local vendor is both the best price and in the best interest of the City. The City’s request for an exchange to a more cost-effective camera substitution has been accounted for in the proposed pricing.

FISCAL IMPACT
A summary of the vendor’s price quotes for the vehicles specified by the City of Beverly Hills (Attachments 2 and 3) is as follows:

The total available grant funding for the purchase and ongoing maintenance and operation of this vehicle is $218,000. The City received pre-approval from the BSCC for the purchase of this specialized vehicle on March 25, 2025.

The purchase price of $215,047.20 for the vehicle will be reimbursed in the quarter following the City’s payment to the vendor and invoice submission to the BSCC. The City will invoice the BSCC on a quarterly basis until all available funds are exhausted or through the remaining grant period of October 2026.

It is recommended that the Council approve a one-time FY2024-25 appropriation from the ORT Grant Fund for this vehicle purchase. The City will request reimbursement per the terms of the grant agreement.
