2025-26 FUNDED BY SB 1: THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
Attachments: 1. Resolution
RECOMMENDATION
Staff recommends City Council approve the Resolution to adopt a list of projects for Fiscal Year 2025/26 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017 (SB 1).
INTRODUCTION
The adoption of SB 1 increased fuel taxes and vehicle registration fees to raise additional funds for transportation infrastructure maintenance projects. Since November 2017, the State Controller has been depositing portions of these funds into the Road Maintenance and Rehabilitation Account (RMRA). The funds are apportioned by formula to eligible cities and counties for basic road maintenance, rehabilitation and critical safety needs on the local streets and roads system. The California Transportation Commission (CTC) is the agency responsible for administering this program in accordance with the Streets and Highway Code provisions as outlined in SB 1.

Meeting Date: May 20, 2025
The City must submit its Fiscal Year 2025/26 project list via an approved Resolution to CTC no later than July 1, 2025, to be eligible for funding. The project list does not restrict the flexibility of an eligible city or county to fund projects in accordance with local needs and priorities, so long as the projects are consistent with RMRA priorities.
Eligible RMRA projects can include, but are not limited to, the following:
Road maintenance and rehabilitation;
Safety projects;
Railroad grade separations;
Complete street components, including active transportation purposes, pedestrian and bicycle safety projects, transit facilities and drainage and storm water capture projects in conjunction with any other allowable project; and Traffic control devices.
FISCAL IMPACT
The Road Maintenance and Rehabilitation Account (RMRA) funding is an additional revenue source for the maintenance of local streets and roads as a result of SB 1, which the Governor authorized in April 2017. Since the program’s inception, the City has received a total of approximately $4.853 million dollars in RMRA funding with payments received on a monthly basis. The current available balance is approximately $2.3 million, and the Fiscal Year 2025/26 allocation for the City of Beverly Hills is projected to be $857,917. This projection was prepared in January 2025 by the California Local Government Finance Almanac based on California Department of Finance statewide revenue.
The RMRA program provisions allow agencies to accumulate SB 1 funding over multiple years to help cover the cost of planned projects. The City is currently using a combination of RMRA, Gas Tax, County Transportation Tax and General Fund monies to fund street repaving projects at various locations.
