RECOMMENDATION
Staff recommends City Council approve a change purchase order in the amount of $28,000 for a total not to exceed amount of $128,000 to PDQ Enterprises, Inc. for the rental of forklifts.

INTRODUCTION
The City of Beverly Hills Public Works Department maintains responsibility for the deployment and management of safety barriers and protective measures throughout the City's public spaces as needed for special events, security purposes, and in response to emergency situations. The department holds purchase orders with various equipment vendors to provide necessary materials and equipment for these operations. At the request of the Beverly Hills Police Department and in preparation for the 2024 presidential election, the City initiated a purchase order with PDQ Enterprises, Inc. for forklift equipment rental to facilitate the deployment of concrete K-rail throughout the City's commercial corridors and Civic Center complex.

DISCUSSION
Prior to the 2024 presidential election, the Beverly Hills Police Department requested the strategic placement of concrete K-rail barriers throughout the City's commercial corridors and Civic Center complex as a preventative security measure in anticipation of potential civil unrest related to the election. In response to this request, the Public Works Department secured a purchase order with PDQ Enterprises, Inc. in the amount of One Hundred Thousand Dollars ($100,000) for the rental of forklifts and related equipment necessary to deploy these heavy concrete barriers safely and efficiently.

The initial equipment rental period was estimated based on an anticipated deployment timeline that would conclude shortly after the election results were finalized and inauguration was completed. However, due to ongoing security assessments and recommendations from the Beverly Hills Police Department, the concrete barriers remained in place significantly longer than originally planned, extending beyond the presidential inauguration on January 20, 2025. Additionally, after the main security deployment was no longer needed, a portion of the barriers was relocated to Beverly Gardens Park (Lily Pond) as part of a separate security enhancement project.

This extended deployment and subsequent relocation of concrete K-rail required the continued rental of specialized forklift equipment from PDQ Enterprises, Inc., resulting in rental costs exceeding the initial purchase order amount of $100,000. The additional $28,000 being requested will cover the costs associated with the extended equipment rental period.

The Public Works Department continues to work closely with the Beverly Hills Police Department to assess security needs throughout the City and adjust protective measures accordingly. Equipment rental from PDQ Enterprises, Inc. has proven to be cost-effective and reliable for these operations with the vendor providing responsive service and well-maintained equipment suited to the City's specific requirements.

FISCAL IMPACT
Funds are available in the existing City Council approved FY 2024-25 operating budget.
