RECOMMENDATION
Staff recommends that City Council approve Amendment No. 8 to an Agreement with Psomas to provide as-needed engineering services related to the Purple Line Extension Project, Segments 1 and 2; approve a Fiscal Year 2025/26 appropriation of $4,350,400 from the General Fund to the ongoing contractual services account (No. 001-12401- 731220); and approve a purchase order in the amount of $4,350,400 for Fiscal Year 2025/26 for a total not to exceed contract amount of $37,918,000.
INTRODUCTION
On May 16, 2017, City Council approved an agreement with Psomas to provide asneeded engineering services for the Purple Line Extension Project, Segments 1 and 2.
The initial agreement (Agreement No. 217-17) provided funding for services in an BEVERL

amount not to exceed $5,997,265. Between 2018 and May 2024, City Council approved Amendment Nos. 1 to 7 providing additional funding through each Fiscal Year up to June 30, 2025, for a total contract amount not to exceed $33,567,600. The current proposed Amendment No. 8 provides additional funding through Fiscal Year 2025/26 for a total contract not to exceed amount of $37,918,000. In accordance with the terms of the Memoranda of Agreement (MOA) for the two project sections, Metro will reimburse the City for the cost of Psomas’ services associated with the Purple Line Extension Project.
DISCUSSION
Since 2014 when the Purple Line Extension design and utility investigation began, the City utilized transportation expert consultants to provide engineering design and construction management services to assist the City with review, oversight, outreach, and day-to-day coordination during the design and construction phases. Metro Purple Line projects require significant resources from the City and will continue to require resources for the remaining fiscal year of construction in the City of Beverly Hills’ rightof-way.
Psomas was selected through a Request for Proposals (RFP) process in 2017 to provide as-needed engineering, project management, public relations and related services for the City to facilitate the implementation of the Purple Line Extension Project.
The engineering support services related to this project include project management, review and development of interagency agreements, review and development of permit conditions, design review and coordination, geotechnical review, structural review, constructability and construction schedule review, construction agreement, field review, inspection services, preparing presentations, community outreach and public relations.
Although the Wilshire/La Cienega Station is expected to open by late 2025, Section 1 construction will continue into 2026 with street repair and rehabilitation work in the surrounding area. Final paving along Wilshire Boulevard between Stanley Drive and San Vicente Boulevard is anticipated in spring 2026. In Section 2, street restoration near the Wilshire/Rodeo Station is expected by November 2025 with additional repair and paving work continuing into summer 2026.
Based on the current schedule for the Section 1 and 2 Stations, staff has prepared a budget forecast using Metro’s Form 60 (Metro’s standard cost estimate form), which details all anticipated costs the City will incur in association with the Purple Line Extension project during Fiscal Year 2025/26. The Form 60 estimate of costs related to as-needed engineering services for Section 1 and Section 2 through June 30, 2026, is approximately $3,976,841. Both the Section 1 and 2 Form 60s for Fiscal Year 2025/26 have been pre-approved by Metro in May, and Metro anticipates to release an annual work order in the third quarter of 2025. Per the terms of the current MOAs for work at both the Section 1 and 2 Stations, Metro will reimburse the City for staff and consultant costs in furtherance of the Purple Line Extension Project through work orders.
Reimbursement will continue to be requested by the City monthly.
Certain work requested by the City is not eligible for reimbursement by Metro, as it is not considered essential to the completion of the Purple Line Extension Project. These non- Meeting Date: June 3, 2025
reimbursable items include additional engineering services near station entrances and enhancements specifically requested and approved by City Council.
To address construction impacts from the Purple Line, staff plans to start resurfacing along Wilshire Boulevard and adjacent streets in FY 2025/26 using the Metro violation fund. The scope of work includes curb ramp replacements, traffic signal relocations (as needed), asphalt resurfacing, and striping. The estimated construction cost for this work is approximately $5 million. Psomas has been engaged to provide design services for this effort with an estimated design cost of $270,000 — representing about 6% of the construction estimate. This is included within a broader estimate of approximately $400,000 for total design and construction-related services, which may also include intersection improvements and first/last mile enhancements around the stations. These costs will be funded directly by the City or the Metro violation fund, whichever is appropriate.
Considering Psomas’ work performance, long-term history, and in-depth knowledge of the Purple Line Extension project, along with the forecasted major construction and permanent City infrastructure restoration activities over the next fiscal year for Sections 1 and 2, staff recommends the City continue retaining the services of Psomas in order to maintain the current level of performance, quality, and day-to-day resources and coordination services for the City.
FISCAL IMPACT
Most costs associated with the design and construction coordination for the Section 1 and Section 2 Stations will be reimbursed by Metro. The terms of the existing DesignBuild Memorandum of Agreement (or MOA) for the Section 1 and Section 2 Stations both include provisions to provide reimbursement to the City for staff and consultants performing work associated with the design and construction of the Purple Line Extension project. Any other services that are not necessary for the completion of the Project will not be reimbursed by Metro, and $400,000 is estimated for any enhancements near the Metro site or other as-needed engineering services, which is paid for by the City.
This amendment will require an appropriation of $4,350,400 from the General Fund to the ongoing contractual services account (No. 001-12401-731220) and for a purchase order to Psomas in the not-to-exceed amount of $4,350,400.
