RECOMMENDATION
Staff recommends that City Council approve the Agreement between the City of Beverly Hills and MHP, Inc. Structural Engineers for engineering design services for the Seismic Upgrade Project at 461 N. Bedford Drive Parking Structure and approve a purchase order in the not-to-exceed amount of $137,500.
INTRODUCTION
Constructed in 1981, 461 N. Bedford Drive is a four-story parking garage over three additional levels of subterranean parking. The building is a concrete framed building with concrete masonry unit (CMU) and brick shear walls and is presumed to have been designed to comply with the requirements of 1976 Uniform Building Code (UBC). A seismic evaluation study, utilizing state of art analysis methods including threedimensional computer modeling, has been performed and seismic strengthening would be required to satisfy basic performance objectives.
BEVERL
HILLS
Meeting Date: July 1, 2025
DISCUSSION
In 2024, the City commissioned MHP, Inc. Structural Engineers to perform seismic analysis and evaluation for 461 N. Bedford Drive following American Society of Civil Engineers (ASCE) 41 Tier 2 Deficiency-Based Evaluation procedures. ASCE 41 Tier 2 procedures examine the potential deficiencies through analysis and evaluation, including detailed three-dimensional computer modeling of the structure. There are currently no local ordinances triggering these structural upgrades, and the evaluation is being undertaken on a voluntary basis. However, based on the results of the Tier 2 DeficiencyBased Evaluation, while the structure is in fair condition, seismic strengthening of the building is recommended. Basic Performance Objective for Existing Buildings or “BPOE” based on the City of Los Angeles seismic ordinances will be the basis of upgrades for this concrete structure.
The new contract with MHP, Inc. Structural Engineers will include engineering services for design development of proposed upgrades, including developing material testing and condition assessment for a site-specific ground motion hazard analysis and evaluation of existing foundation elements. The services will also include full design development structural drawings depicting seismic strengthening work, as well as preparation of construction documents, structural calculations and specifications for building department review and approval. Once approvals are obtained from the building department, final documents will be prepared for bidding purposes.
The fee proposal for these services is $136,000, plus a contingency amount of $1,500 for additional scope if required. Should City Council approve a request to proceed with these consultant services, the total compensation under this agreement is a total not-toexceed amount of $137,500.
Beverly Hills Municipal Code 3-3-112 (G) allows an exception to the bidding requirement when the contract is for professional services such as attorneys, physicians, architects, engineers, consultants, accountants, specialized printers or other individuals or organizations possessing a high degree of professional, unique, specialized or technical skill or expertise. In this case, MHP, Inc. Structural Engineers will provide specialized professional services, which is an allowed exception to the bidding requirement.
FISCAL IMPACT
The $137,500 cost for structural engineering services for 461 N. Bedford Drive Parking Structure Seismic Upgrade Project is currently available in CIP project #00786 (Parking Program Upgrades and Improvements), Fund 130 – (in-lieu Parking District), which will be used for this project. No appropriation is requested at this time.
