RECOMMENDATION
The Fire Department is requesting to add a three-year limited term regular part-time Program Operations Specialist position to support the Cardiopulmonary Resuscitation (CPR) and Stop-The-Bleed (STB) training classes for residents, businesses, schools, and the community as a whole, and authorize an appropriation from the General Fund in the amount of $92,610 to pay for the position in fiscal year 2025-26. If approved, the annual salary and benefits compensation costs to fund this personnel request will recur for the duration of the three-year limited term.
INTRODUCTION
For many years, the City of Beverly Hills has been committed to providing residents, businesses, and community members with access to critical lifesaving training. This has been accomplished through a successful long-term partnership with Beverly Hills CPR, a 501(c)(3) non-profit organization that has delivered Cardiopulmonary Resuscitation (CPR) and Stop-the-Bleed (STB) training on behalf of the City.

Meeting Date: July 15, 2025
The President of Beverly Hills CPR is retiring, and the non-profit will be winding down its operations. To ensure the seamless continuation of these vital public safety programs, the Fire Department proposes bringing the training services back in-house, a function the City has managed in the past. This report outlines a plan to establish a limited-term position to manage and deliver this training, ensuring these valuable services continue for our community without interruption.
DISCUSSION
To re-establish and manage the City-run community training program, the Fire Department proposes a three-year limited term, regular part-time Program Operations Specialist. This position will be responsible for all facets of the CPR and Stop-the-Bleed programs, including scheduling classes, community outreach to residents and businesses, maintenance of training equipment, providing hands-on instruction, and all related administrative functions.
Establishing this position now is critical to ensuring a smooth transition as Beverly Hills CPR concludes its operations. The projected three-year, fully-burdened cost for this position, if hired at Step 5, is approximately $280,000. The detailed annual compensation is outlined below:
RPT Program Operations Specialist
FY 2025-26 Costing at 35 Hours per Week
Base Salary (Step 5) $70,309
Benefits $22,301
FY 2025-26 Total $92,610
Estimated Three-Year Cost $280,000
FISCAL IMPACT
Upon the conclusion of its operations, Beverly Hills CPR, the City's long-time partner, intends to donate its remaining assets—estimated to be approximately $280,000—to the City's charitable foundation to support these public training programs.
The estimated three-year, fully-burdened cost for the requested Program Operations Specialist position is also approximately $280,000. This generous donation is intended to fully offset the entire cost of the position over its three-year limited term, making the program cost-neutral to the City's General Fund over that period.
Because the formal wind-down of the non-profit and the transfer of funds will take some time, an initial appropriation from the General Fund in the amount of $92,610 is required for Fiscal Year 2025-26 to establish the position and begin the program transition immediately. This appropriation serves as bridge funding and will be fully offset once the Meeting Date: July 15, 2025
donation is received. This structure allows the City to continue this valuable community program without interruption and with no net fiscal impact over the life of the position.
Gregory W. Barton,
Fire Chief
