AGENDA REPORT
Meeting Date: August 5, 2025
Item Number:

To: Honorable Mayor & City Council
From: Mark G. Stainbrook, Chief of Police
Subject: APPROVAL OF APPROPRIATION FROM THE ASSET
FORFEITURE FUND IN AN AMOUNT NOT TO EXCEED $150,000

TO SUPPORT POLICE DEPARTMENT RECRUITMENT, DELL

ISILON SERVER MAINTENANCE
Attachments: None

RECOMMENDATION
Staff recommends the City Council approve an appropriation in the amount not to exceed $150,000 from the Asset Forfeiture Fund (Fund 326). The funds will be allocated as follows:
• $100,000 to support recruitment and outreach activities • $50,000 for Dell Isilon forensic server maintenance

INTRODUCTION
The Police Department has identified four high-priority needs that are eligible for funding under Asset Forfeiture guidelines: recruitment and hiring activities, digital forensic infrastructure renewal, deployment of less-lethal equipment, and enhanced officer safety through improved outer carrier vest systems for sworn personnel. Each initiative supports the Department’s core values of readiness, transparency, innovation, and safety.

DISCUSSION

1. Recruitment & Outreach – $100,000
The Department is preparing a competitive and modern recruitment campaign to meet urgent staffing goals and expand public outreach. This includes:
• Multi-channel advertising and digital outreach
• Peer- and influencer-led promotion
• Development of branded materials and recruitment media • Testing coordination and candidate logistics

These efforts target underrepresented applicant demographics and align with the Council's goals of a well-equipped and diverse law enforcement workforce.

2. Dell Isilon Server Maintenance – $50,000
The High-Tech Crime Unit (HTCU) relies on the Dell Isilon system for secure, highcapacity storage of forensic data. Initially purchased in 2020 with a three-year support agreement, which has since expired. Renewal is necessary to preserve chain-of-custody data integrity for criminal cases that demand forensic examination. A recent quote estimates annual support at $8,600, but a higher appropriation (up to $50,000) is recommended to enable multi-year support or system upgrade if needed.

FISCAL IMPACT
The requested action will authorize a total appropriation of $150,000 from Asset Forfeiture Fund 326, which has a sufficient balance to support the request. The proposed expenditures are eligible under federal and state asset forfeiture rules, and no General Fund dollars are required.

Purpose Amount Funding Source
Recruitment, Incentives &
Outreach
$100,000 Asset Forfeiture Fund (326)
Dell Isilon Maintenance &
Support (HTCU)
$50,000 Asset Forfeiture Fund (326)
TOTAL APPROPRIATION $150,000

CONCLUSION
Approval of this appropriation will provide critical support for hiring, digital forensic continuity, modern less-lethal tools for officers. Each item strengthens the Department’s readiness, transparency, and operational safety posture.
