INTRODUCTION
In 2017, the City purchased a property on S. La Cienega Blvd. in Los Angeles to construct a water well. At the time of the purchase, the property included three buildings:
(i) A single-family residential structure that was most recently used as an auxiliary office space by former owners;
(ii) A 16,000-square-foot two-story office building; and (iii) A smaller 5,039-square-foot two-story building of wood-frame construction built in 1950 that former owners had converted to office use from prior residential and/or motel use with the address 1959 S. La Cienega Blvd.
The single-family residential structure was removed, and a new well and pump station was constructed and has been in operations since May 2023. In 2021, the 16,000 square foot office building’s shell and core were upgraded in preparation for Maple Counseling Center’s tenant improvement, which was completed in early 2023. The last phase of improvements involves the small 5,039 square foot building demolition and site improvements for a new parking lot programmed to allow space for future water well infrastructure or well reconstruction staging area and additional parking to serve the office building when not in use for water infrastructure purposes. To fast-track construction, work was planned to be implemented in two phases. Phase 1 has been completed. The original building has been removed, and the site has been prepared for Phase 2 of construction.
The improvements include, a 13-stall parking lot, bike lockers, landscaping, lighting poles, vehicular and pedestrian gates, fencing and improved site drainage.
DISCUSSION
The firm of Kaplan Chen Kaplan Architects was engaged to prepare bid documents for the development of the site for the surface parking lot. The project has been reviewed by the City of Los Angeles Department of Building & Safety, and the permit is ready to be issued.
The bid documents were advertised in the local Beverly Hills newspapers, construction trade publications and PlanetBids. The bid documents were posted to the PlanetBids portal on June 13, 2025 (Bid #25-350-37). A total of 12 companies attended the mandatory pre-bid meeting held on June 23, 2025.
The bid documents included an alternate to allow for cost control as follows:
Alternate #1: Additive alternate to include relocating electrical work related to existing billboard (existing billboard is currently leased by the City).
On July 14, 2025, three bids were received as shown below.

HZS Engineering, Inc $770,484 $8,000 $19,000 $797,484

The bid documents specify that the low bid is determined by the sum of the base bid, all alternates, and the compensable delay cost for 20 days. After review of the bids, staff has determined Concept Consultant, Inc. is the lowest responsible bidder and has submitted a responsive bid and as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. Furthermore, references have been favorable for Concept Consultant, Inc., and the company has successfully completed projects of similar scope. Therefore, staff recommends City Council award a contract with Concept Consultant, Inc. for this work.
A contingency of $72,748, 15% of the contract amount, is recommended for changes due to unforeseen conditions to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process specified in the Beverly Hills Municipal Code upon adequate written justification and substantiation.
