STAFF REPORT
Meeting Date: August 5, 2025
To: Honorable Mayor & City Council
From: Daren Grilley, Assistant Director of Public Works/City Engineer Jessie Holzer Carpenter, PTP, Transportation Planner
Subject: Conceptual Design Options for Additional Pedestrian Safety Measures on Certain Streets
Attachments: 1. Preliminary Conceptual Design Options

2. Public Notice

INTRODUCTION
Per the adopted City Council and Commission priorities for Fiscal Year 2025-26, the Public Works Department has prepared preliminary design options for increasing pedestrian safety for tourists and other visitors utilizing the roadway to capture photographs.

DISCUSSION
On June 17, 2025, City Council adopted the final City Council and Commission Priorities for Fiscal Year 2025-26. Under “Strategic Priority 1: Enhance Community Safety and Health” and “Goal 1.3: Increase Pedestrian Safety,” Work Plan item 1.3.1 is to “Study additional safety measures on certain streets.”
One specific priority that was identified is protecting tourists who pose for photos in the middle of Beverly Hills streets. Many visitors step into active roadways to capture iconic shots of the City's famous streetscapes, creating dangerous situations with moving traffic in both directions.

Such activity happens in several areas, but staff recommends exploring North Beverly Drive at Park Way as the first area for enhanced safety measures based on the popularity of street photography there due to its proximity to other tourist attractions.

City staff developed four preliminary design concepts for creating a separated pedestrian area in the center of North Beverly Drive at Park Way. These concepts, shown in Attachment 1 and detailed in the table below, are intended to initiate discussions with City Council and the community about potential design elements.

The four options explore different approaches to separating pedestrians from traffic, including various combinations of traffic control, landscaping, and streetscape elements. The elements in these options may be used as a “kit of parts” to be combined in different ways as desired. The

Next Steps
After receiving City Council direction on proceeding with developing a pedestrian space on North Beverly Drive, including preferred design elements, staff will prepare a more detailed plan and return to City Council for additional feedback.

If City Council approves a design for North Beverly Drive, the selected elements could serve as a "kit of parts" for similar installations at other locations – similar to the Open Air Dining Parklet Design Guidelines. Using a standardized kit of parts would allow the City to streamline design at multiple locations while also potentially reducing costs for materials and installation.

Community Outreach
To provide notice regarding this item at the City Council meeting, notices (Attachment 2) were mailed to 69 addresses along North Beverly Drive between Lomitas Avenue and Park Way, as well as Park Way between North Rodeo Drive and North Cañon Drive.

FISCAL IMPACT
There is no direct fiscal impact to this item currently. The cost will depend on the scope of the final project. Funds are available in the approved budget for CIP No. 0100 – Complete Streets.

Project: City Council Meeting –
Conceptual Design Options for
Additional Pedestrian Safety
Measures on Certain Streets
Dear Community Member,
The City invites your participation in the review of
conceptual design options for additional pedestrian
safety measures on certain streets.

At the request of the Mayor, the Public Works Department has prepared preliminary design options for increasing
pedestrian safety for tourists and other visitors utilizing the roadway to capture photographs.

These design options include a range of materials that
can be used to create a separated pedestrian space along the center of N. Beverly Drive north of Park Way. If a
design is approved by the City Council, the elements
could also be used as a “kit of parts” for similar
installations at other locations.

Each conceptual design option is shown on the back of
this notice.

When available, the meeting agenda with staff report
and details on how to participate and provide public
comment will be posted at:
