RECOMMENDATION
Staff recommends that City Council waive the bidding requirements as the City is utilizing the City of Glendale request for quotation (RFQ) process and approve a purchase order in the amount of $185,527.20 to Long Beach BMW Motorcycles for the purchase of specified BMW Police Motorcycles.
INTRODUCTION
The Public Works Fleet Services program supports City efforts to provide exceptional service to the community by procuring and maintaining over four-hundred and fifty (450) fleet vehicles and equipment. Each fleet vehicle has an estimated life expectancy based on the type of vehicle, its operational use and the effectiveness of ongoing preventative maintenance and repair. Fleet Services staff perform routine preventative maintenance to help ensure that vehicles meet or exceed their estimated life expectancy. Each vehicle is thoroughly inspected when it meets the anticipated replacement period to assess whether replacement is warranted or if the vehicle can continue to be used past the recommended lifecycle. The vehicles in this report have met the criteria for replacement. These replacement vehicles will be used by the Beverly Hills Police Department as part of their efforts to keep the community safe.

DISCUSSION
Following an annual evaluation of the City’s vehicle and equipment fleet, Fleet Services staff has determined that the four Police motorcycles listed below have exceeded their life expectancy and should be replaced:

Following a joint deliberation with Beverly Hills Police Department (BHPD) staff, Fleet Services concurred with the Department’s request to replace four (4) existing motorcycles with like-vehicle selections of the BMW R1300 RTP Motorcycle. These replacement vehicles support fleet standardization and operational continuity, while incorporating upgraded systems that enhance reliability. Their acquisition is necessary to meet job-specific requirements and to ensure the City's fleet remains safe, dependable, and aligned with both current and future operational demands.
After careful evaluation of various purchasing options and pricing, staff determined that it is in the best interest of the City not to proceed with its own bid process and to utilize the bid process of the City of Glendale RFQ #404060 and subsequent purchase order #62502510 generated on April 7, 2025 (Attachments 1, 2). The City of Glendale found that Long Beach BMW Motorcycles provided the lowest responsible quotation for the BMW motorcycles specified. Staff determined that using the City of Glendale’s resources, staffing and purchasing power gives the City the best pricing opportunity.
Long Beach BMW Motorcycles has agreed to extend to the City of Beverly Hills the same terms, conditions, and pricing outlined in the RFQ and Purchase Order awarded by the City of Glendale on April 7, 2025 (Attachment 3). This extension includes modifications to the motorcycle specifications as detailed in the chart below.
Staff recommends the approval of a purchase order in the amount not to exceed $185,857.20 to Long Beach BMW Motorcycles for the purchase of four (4) BMW Police Motorcycles at the prices listed below, which is based on City of Glendale pricing.

All Motorcycles shall be certified by the manufacturer as a “Police Pursuit” motorcycle and shall be suitable for high- speed pursuit or emergency driving.
General Information
It is the intent of these specifications to describe parts and labor to up fit a quantity of (1) Police Motorcycle Vehicle. Up fitting installation work shall be consistently performed across all units and there should be no differences in design, layout, and installation from vehicle to vehicle unless approved by City of Glendale staff. The installation and parts list for each vehicle must consist of the specific parts listed (no substitutions) and be consistent in each vehicle. Parts that are described in the specifications but not listed on the parts list will be supplied by the City of Glendale. * Denote the make and description of parts provided by the City of Glendale. Successful up-fitting contractor must guarantee in writing that their installation will not void factor warranties.
A full description of the parts used for these instillations are included on an attachment. All wiring connections must be crimped and clearly labeled. Wiring needs to be run through the center of the vehicle, under the fuel tank and seat.
Vendor or Bidder shall indicate and request any variations and exceptions to any requirement listed herein. The exceptions and variations shall be stated.

Additional Equipment / Features:
55. Key fob (Keyless Ride): When an officer is away from the bike the rifle lock needs to remain in powered mode for 30 seconds and able to be unlocked from the hidden button. Once the key fob is away from the bike, the bike will still need to have auxiliary power for accessories for several minutes. After 30 seconds the power to the lock is shut off and the lock remains closed until the officer powers the system back up by activating the bike with the steering stem push button on/off.
56. Keyless ride transmitters: All motorcycles shall be equipped with (3) programmed and cut sets of keys.
57. Lower crash bar amber running lights: Lights to provide better nighttime visibility for officers. The lights must be integrated into the factory lighting system, so they can be turned off/on with a switch on the handlebars. These lights need to have a daytime lane splitting feature that allows the lights to slightly “wigwag” of flash to alert traffic.
58. GPS prep and Enhanced Smart Phone Connectivity:

61. Each motorcycle shall be delivered with a rider’s manual as well as warranty guide or consumer information guide necessary for proper operation and maintenance of the motorcycle.
62. The winning bidder shall provide a factory service manual covering repair of all components of the motorcycle.
63. The winning bidder shall provide an electronic parts catalogue to operate on agency PC giving service part numbers complete in every detail covering the vehicle purchased.
64. Dealer shall provide buyer with full wiring diagrams of ALL added accessories.

Motorcycle Delivery:
65. Dealer is not required to provide new motorcycle service.
66. The motorcycle shall be delivered complete, assembled, with a full tank of fuel and ready to operate.
67. Notification of pending delivery shall be made no less than 48 hours prior to the delivery date.
68. After approval, motorcycles are to be delivered Monday through Friday, between the hours of 7:00 A.M. and 2:00 P.M.
Warranty:
69. Warranty - The warranty offered shall be standard manufacturer’s warranty of 3 years / 36,000 miles. This warranty shall begin on the date each motorcycle is placed into service, not on the date of sale. Notification on the “In Service Date” will be provided in a manner agreeable to the buyer and seller. The motorcycle inservice date may be delayed up to 18 months after the actual delivery date.
70. All equipment manufacturers’ warranties shall be passed through to the customer.
71. Proposed bid to include - 6 years (with no mileage limitations) BMW Motorrad Extended Service Contract (ESC) Warranty.
Warranty to become effective from the date that the purchased motorcycle is placed in service.
