RECOMMENDATION
Staff recommends that the City Council:
1. Adopt the resolution amending the City’s Schedule of Taxes, Fees, and Charges for Fiscal Year 2025-26 (“FY 2025-26”) last adopted on April 22, 2025.
Amendments include:
a. adding a new Paramedic Subscription Program Membership fee, b. adding new cancellation and cleaning fees for facility rentals at Coldwater Canyon Park and Roxbury Community Center,
c. eliminating a duplicate Building and Safety permit extension fee, d. updating a fee for Athletic Field Day Use and the Park and Recreation Construction Tax rate,
e. updating fees related to the City’s pickleball and tennis programs, and f. including verbiage changes to the Electric Vehicle Charging rates.

INTRODUCTION
The Schedule of Taxes, Fees, and Charges (or “Schedule”) was amended April 22, 2025 to adopt the FY 2025-2026 rates. Subsequent to adoption, during the review and implementation of the newly adopted fees, staff identified additional updates needed to accurately reflect new and ongoing services as well as the appropriate tax and fee rates in the Schedule. These updates impact various departments and programs, as discussed below. All updates will result in amendments to the Schedule of Taxes, Fees, and Charges for Fiscal Year 2025-26 and an associated resolution.
DISCUSSION
The recommended amendments to the FY 2025-26 Schedule include the following:
Community Development Department
Elimination of Duplicate Permit Extension Fee
The Schedule currently lists two Extension of Permit fees for Building and Safety, with amounts of $130 and $92. The $92 fee has appeared in the Schedule for several years; however, it has never been charged by the City and is identified as an erroneous duplicate of the $130 fee. Staff recommends eliminating the duplicate fee to prevent confusion for customers.
Community Services Department
Addition of Cancellation and Cleaning Fees for Coldwater Canyon Park and Roxbury Community Center
During the most recent Council adoption, new fees were established for the rental of Coldwater Canyon Park and the Clubhouse at Roxbury Community Center; however, the corresponding cancellation and cleaning fees were inadvertently omitted from the prior resolution. Staff recommends adding these fees to the Schedule to align with the standard charges applied to other City facility rentals.
Correction to the Park & Recreation Construction Tax
The Schedule currently lists the Park & Recreation Construction Tax rate at the outdated FY 2023-2024 rate, which was not correctly increased by CPI. Staff recommends correcting the rate in the Schedule to reflect the proper amount for FY 2025-2026, incorporating the intended CPI adjustment.
Correction to the Athletic Field Day Use – Non-Profit Fee The Schedule currently lists the Athletic Field Day Use – Non-Profit Fee for non-residents at an incorrect rate due to an inadvertent error. Staff recommends correcting the fee in the Schedule to reflect the proper amount for FY 2025-2026, incorporating the standing fee structure for the rest of the athletic fields, which is double the resident rate for nonresidents.

Update to Pickleball and Tennis Fees
At the direction of Council, staff analyzed the City’s pickleball and tennis program fees in order to improve cost recovery. Historically, these fees have received minor increases that have not kept up with increased operational expenses. Staff recommends increasing fees related to drop-ins and reservations as well as updating several fee names to better clarify their purpose for customers.
Fire Department
Addition of New Paramedic Subscription Program Membership Fee The Beverly Hills Fire Department (BHFD) is proposing a new Paramedic Subscription Program (PSP) to reduce the financial burden of emergency medical service (EMS) calls on residents. The PSP would give residents the opportunity to pay an annual membership fee to waive shared insurance costs incurred during a BHFD EMS call within the City limits.
In an effort to reduce the financial impact on participants and increase program participation over time, staff recommends the addition of an annual membership fee of $90 to the Schedule. Fire Department staff is planning to present this item to Council at Study Session on September 9th. Should Council decide on a different direction, the resolution can be amended to incorporate any changes.
Public Works Department
Update to the Electric Vehicle Charging Fee Descriptions The description for the Electric Vehicle Charging fees in the Schedule currently states that the City Manager, or their designee, has the authority to set the fees within a specified range. Staff recommends revising this description to grant fee-setting authority to the Public Works Director, consistent with other related parking fees.
Additionally, staff recommends updating the Electric Vehicle Station Fee description to clarify that the hourly fee applies for each hour a customer remains at a charging station beyond the initial two hours. This revision aligns the language with how the fee is collected in practice and helps avoid confusion for customers.
FISCAL IMPACT
The amendments to correct existing fee amounts and eliminate duplicate fees in the Schedule are expected to have minimal fiscal impact.
The new cleaning and cancellation fees for the rooms at Coldwater Canyon Park and Roxbury Community Center are expected to have a minimal fiscal impact on facility rental revenue. Room cancellations cannot be reliably predicted year over year, but are generally infrequent, collecting comparatively less revenue than the more consistent hourly rental fees. Similarly, the cleaning fees are significantly lower than the hourly rental fees and only charged once per booking, resulting in minimal revenue for the City.
The increases to the pickleball- and tennis-related fees are expected to have a moderate fiscal impact on recreation revenue. The courts experience a high volume of drop-ins, Meeting Date: September 9, 2025
reservations, and membership card purchases each year, amplifying the impact of fee adjustments on cost recovery.
The expected fiscal impact of the new PSP Membership fee will be determined by the adopted fee amount and the actual program participation rate. At the lowest predicted participation rate and recommended $90 fee amount, the program will have a net positive impact on the Fire Department’s total revenue.
The amendments to the descriptions of the Electric Vehicle Charging Rates will also have no fiscal impact because the changes do not change the amount or application of the associated fees.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY
HILLS AMENDING THE COMPREHENSIVE SCHEDULE OF
TAXES, FEES, AND CHARGES FOR FISCAL YEAR 2025-2026
The Council of the City of Beverly Hills does resolve as follows:
Section 1. The City desires to amend the Comprehensive Schedule of Taxes, Fees and Charges for Fiscal Year 2025-2026 as adopted on April 22, 2025. The language and rates for the existing Park & Recreation Construction Tax Rate, for the Athletic Field Day Use – Non-Profit fee for non-residents, for the Pickleball and Tennis reservation and drop-in fees, for the Community Development Department¶s Extension of Permit fee, and for the Electric Vehicle Charging Rates shall be amended using the language and rates as set forth in Exhibit A. Said language and rates shall be included and incorporated into the City¶s Comprehensive Schedule of Taxes, Fees and Charges and shall go into effect upon the adoption of this Resolution.
Section 2. Five new fees titled “Clubhouse Cleaning Fee´, “Clubhouse Cancellation Fee´, “Coldwater Canyon Park Cleaning Fee´, “Coldwater Canyon Park Cancellation Fee´, and “Paramedic Subscription Program – Annual Membership Fee´ shall be added with the language and rates as set forth in Exhibit A.
Section 3. The City Council is only taking action on those fees as described in this resolution and as set forth in Exhibit A.. The remaining taxes, fees, permit fees, City Service Charges, and other fees, charges, extractions, and required payments for municipal services, inspections, enforcement activities or for other indicated purposes set forth in the Comprehensive Schedule of Taxes, Fees and Charges have not been readopted and remain in place.
Section 4. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolutions of the City Council of this City.
