DISCUSSION
The City of Beverly Hills remains committed to maintaining a state-of-the-art Emergency Operations Center (EOC) to support coordinated response and recovery during emergencies. The EOC’s audio-visual (AV) systems, initially modernized in 2009 and refreshed periodically, have now reached end-of-life, prompting the need for a comprehensive technology upgrade.

The primary objective of this initiative is to replace end-of-life AV equipment with modern, resilient solutions that enhance situational awareness, communication, and decision-making during emergency activations. The replacement will improve system reliability, enable real-time information sharing, and support remote collaboration, aligning with current best practices for emergency management.

The audio-visual components that comprise this purchase are crucial for the operations of the EOC. Beverly Hills Municipal Code 3-3-112 (D) provides for an exception to the City’s bidding requirements when equipment purchased is necessary to repair, maintain, or improve the City’s utilization of equipment related to an existing system. In lieu of bidding, this project delivers critical updates to the Emergency Operations Center's core audiovisual infrastructure, replacing a system that has reached its end-of-life. The new, state-of-the-art AV system is designed to provide comprehensive full-room control, advanced audio routing, seamless device integration, and robust signal distribution throughout the facility. The solution leverages the powerful QSC Q-SYS platform. This platform enables centralized management for streamlined oversight and decentralized control across all key operational areas, including the management, operations, planning, logistics, and finance sections, as well as the display walls and the crucial radio communications room. This essential upgrade will ensure enhanced reliability, efficiency, and long-term viability for the EOC's critical operations.

City staff conducted a thorough needs assessment and market analysis to identify a solution that meets operational requirements and integrates with existing City systems.

Following this process, RTS Solutionz, Inc. was selected based on its qualifications, relevant experience, and ability to deliver a complete, standards-compliant solution.

RTS Solutionz, Inc. has performed audio-visual upgrade and maintenance services for the City in recent years, and the company has a proven track record working with the City. They were also recently awarded a contract for the upgrade of the City’s Public Works office paging system upgrade.

Alternative approaches—including incremental repairs and partial upgrades—were evaluated but deemed insufficient due to reliability concerns and integration limitations.

A full system replacement was recommended to ensure long-term functionality and scalability.

As part of scoping this project, significant input was gathered from internal stakeholders, including emergency management personnel, IT leadership and staff. Lessons learned from past EOC activations also informed the project scope.

Meeting Date: September 16, 2025

This initiative reflects the City’s continued emphasis on reliability, interoperability, and operational excellence in managing critical public safety infrastructure.

FISCAL IMPACT
The proposed agreement represents a one-time capital expenditure with no recurring annual costs, as all labor, materials, taxes, and installation are included in the not-toexceed $323,093.41 contract amount. Funding for this project is allocated from the Information Technology Department’s Capital Improvement Program (CIP) budget, specifically under CIP #0901 (Video Production Equipment Replacement), with the full amount programmed for Fiscal Year 2025-26 to support the Emergency Operations Center AV system upgrade.

CONSULTANT shall not perform work with any subcontractor that is not registered with DIR pursuant to Section 1725.5.

CONSULTANT and subcontractors shall maintain their registration with the DIR in effect throughout the duration of this Agreement. If CONSULTANT or any subcontractor cease to be registered with DIR at any time during the duration of the project, CONSULTANT shall immediately notify CITY.

CONSULTANT shall diligently take corrective action to halt or rectify any failure.

Section 12.
