INTRODUCTION
This report provides information and requests City Council’s acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion (Attachments 1-2) with the Los Angeles County Recorder.

DISCUSSION
345 N. Beverly Drive Parking Structure Traffic Coating Project City parking structures are heavily used year-round; the structures are on an ongoing maintenance and rehabilitation schedule for waterproofing and slab repairs. The condition of waterproofing and concrete slabs is evaluated, and projects are prioritized, as needed.

Applications of waterproofing coating are necessary to protect commercial tenant spaces below parking levels within parking structures, and resurfacing is recommended on fiveto-seven-year cycles. 345 N. Beverly Drive parking structure was identified as a priority.

The structure’s existing concrete slab on level 2 was evaluated by Brandow and Johnston structural firm, and they determined that the existing slab is in sound condition and did not require any repairs. The traffic coating, however, was needed, as it had shown signs of wear and tear. The work consisted of new waterproofing/traffic coating on level 2 of the structure.

Staff from Public Works inspected the work and are satisfied that work has been performed consistent with construction documents.

Parking Access and Revenue Control System Replacement and Upgrade Project The City owns and operates fourteen (14) gated off-street parking structures. On June 1, 2021, a contract was awarded to SKIDATA, Inc. to replace the outdated Parking Access and Revenue Control System (PARCS) with a new system to provide a more efficient, reliable and accountable operation. The project was incrementally implemented in four (4) phases to ensure minimal impact on customers.

The project included removal of the outdated PARCS equipment and parking booths, and construction of new electrical and other site infrastructure to support the new PARCS equipment (gate arms, ticket dispensers, pay-on-foot kiosks, validation machines, and related hardware and software). Project construction was completed in 2024. The approved contract also included four years of annual licensing fees, which is due to expire in 2029.

Public Works Project Administration and Parking Services staff inspected all work associated with the project and have determined that the work was completed according to the contract documents approved for this project.
