RECOMMENDATION
Staff recommends that City Council review and approve a request from the Associated Student Body (ASB) and parents of Palisades Charter High School (PCHS) 2026 Senior Class. The request is to waive use and facility rental fees associated with hosting their annual Senior Class Breakfast following the damage and displacement due to the January 2025 Palisades wildfire.

INTRODUCTION
During the January 2025 wildfire events in Southern California, Palisades Charter High School was extensively damaged. The school expects to be back on campus for second semester in 2026, but while they are still displaced PCHS is requesting a waiver of use and facility rental fees to host the senior breakfast at Greystone Mansion & Gardens in November 2025.

DISCUSSION
The Community Services Department was contacted by parents of the senior class members of PCHS ASB inquiring if the City of Beverly Hills would be able to host PCHS for this milestone event.

This event is proposed to take place at Greystone on Wednesday, November 19, 2025, from 11:00am to 1:00pm, plus setup and breakdown. PCHS would provide all necessary items including the tables and chairs for this event. The Senior Breakfast would consist of approximately 250-300 seniors participating, while parents and teachers serve food and beverages provided by approved food vendors, for a total maximum capacity of 350 people. This request takes place during normal park operating hours and would not have Meeting Date: September 30, 2025

a significant impact on staffing. The courtyards would be closed to members of the public for this private event. As parking is limited at Greystone, students would be encouraged to carpool to limit the impact on the park patrons.

The 2025 graduating class received permission from City Council to hold their senior breakfast at Greystone in March 2025. That event was successful and parents of the 2026 Senior Class have confirmed that details for this event will be the same.

FISCAL IMPACT
Expenses necessary to support the event are estimated at $7,133, and are requested to be waived by the parents of the 2026 Senior Class of Palisades Charter High School.

These fees include waiving of the security deposit and all rental hours, including setup and breakdown time. Staff costs include the use of Park Rangers to assist with the influx of patrons on the park grounds and to oversee set up and breakdown by the vendors.
