STAFF REPORT
Meeting Date: September 30, 2025
To: Honorable Mayor & City Council
From: Nancy Hunt-Coffey, City Manager
Subject: Report on First Quarter Progress on City Council Priorities and Review of Commission Work Plans for Fiscal Year 2025-26 Attachments: 1. First quarter report on priority progress
INTRODUCTION
The City Council established Citywide priorities and commission work plans on June 17, 2025. The City Council priorities have been adopted by the City departments as work plan items for the year. Significant progress has been made on multiple work plan items as can be seen in the attached first quarter report on priority progress. As laid out by the City Council, the Commission liaisons have been meeting with the various commission representatives to review the work plans. The Arts and Culture liaison (Vice Mayor Mirisch and Councilmember Wells) recommends modifications to that commission’s work plan as detailed in this report.
DISCUSSION

• Completion of the construction documents for the Public Safety Center at the La Cienega Metro station.
• Test flights of the pilot drone-in-a-box program by BHPD • Significant progress on the automated vehicle location system for public safety • Adoption of the Very High Fire Hazard Safety Zone map from the California Department of Forestry and Fire Protection
• Additional measures on commission streamlining
• Initial work on business tax analysis and progress on nexus and parking studies • Measures to maintain compliance with the Housing Element • Selection of a design for the 10/7 Memorial
• Significant progress on numerous capital improvement projects Council is asked to review the work that has been completed and provide any further feedback or direction.
Meeting Date: September 30, 2025
Additionally, City Council liaisons have been meeting with the various commissions to review their respective work plans for the fiscal year. The Arts and Culture liaison met and recommends modifications to the work plans of the commission. The modifications are summarized below in red. Since the Council approved the original commission work plans, modifications need to be adopted by the full Council.

The City of BH Strategic Priorities plan aims to drive effective, transparent governance and enhance city operations, infrastructure, and community services. The plan is currently showing significant progress, with 98.9% of efforts on track and minimal disruption.
Major strategic priorities include governance, housing, financial stability, quality of life, environmental stewardship, safety, and infrastructure development. Updates reflect substantial activity across numerous work streams, including public safety technology, infrastructure upgrades, affordable housing initiatives, and expanded public-facing programs. Project statuses range from initial planning and design to implementation and completion, reflecting an active, multi-year citywide transformation aligned with stated goals and objectives.
Accomplishments:
Notable accomplishments to date include expanding Wi-Fi connectivity across city assets, completing the first phase of publicfacing Wi-Fi at the La Cienega Tennis Center, library wireless upgrades, and expanded Wi-Fi coverage in key park areas. The Paley Center for Media archive move-in at the Public Library has been completed, public safety software environments have been configured and beta tested, and major cybersecurity initiatives, including compliance updates and disaster recovery planning, have been finalized. Early wins also include establishing project teams for major initiatives such as Metro station security, the 2028 Olympics, and memorial planning. The city has also finalized critical project scopes, begun necessary vendor negotiations for technology upgrades, and launched major automated and digital public service enhancements.
Roadblocks:
The plan is largely unfettered by significant roadblocks, as indicated by the status report. There are no major impediments currently noted, with only 1.1% of projects experiencing some disruption. Where pending City Council direction or coordination is required, work continues with preliminary planning or foundational design phases underway. Additionally, some projects await specific direction or approvals, while a number depend on external stakeholder collaboration or further vendor engagement, which may influence timelines but have not been identified as critical risks at this stage.
Recommendations:
To maintain momentum and strategic alignment, it is recommended that the city prioritize timely decision-making for projects pending City Council direction and ensure continued cross-departmental collaboration and communication. Expanding efforts to digitalize services, enhance public safety, and invest in infrastructure should remain central. Continued resourcing for housing studies, environmental initiatives, and technology modernization will support city resilience and community satisfaction.
Investments in transparency and community engagement, combined with agile project management and periodic review of progress, will strengthen public trust and long-term city performance. Finally, proactively addressing coordination or approval bottlenecks will help avoid delays and maximize the delivery of strategic objectives.
