2. LA County RR/CC State Measure 50 Handout

INTRODUCTION
On August 21, 2025, California State Governor Gavin Newsom announced a Statewide Special Election for Tuesday, November 4, 2025. The Los Angeles County RegistrarRecorder/County Clerk’s (RR/CC) office will conduct the elections.

There will be one onsite vote center in Beverly Hills located in the Municipal Gallery at City Hall. Residents of Los Angeles County may vote at any vote center within the County. Similar to previous years, Sample Ballots and Vote by Mail ballots will be sent to all registered voters by the Los Angeles County RR/CC.

DISCUSSION
There will be a Statewide Special Election scheduled for November 2025. The Municipal Gallery (Second Floor) at City Hall is designated as the only vote center in Beverly Hills.

However, similar to previous elections, voters may cast their ballots through the United States Postal Service (USPS), voter drop boxes and onsite vote centers. Per the Los Angeles RR/CC there will be about 250 vote centers located countywide. All registered LA County voters will receive a ballot, beginning October 2, 2025.

Statewide Special Election
This special election does not fall within the City’s regular election cycle. Residents will vote on one ballot measure: State Measure 50.

According to the Los Angeles County RR/CC, this measure asks voters to consider a constitutional amendment permitting temporary adjustments to California’s congressional district boundaries through 2030.

Vote Center – Beverly Hills
Onsite voting: Saturday, October 25, 2025 – Tuesday, November 4, 2025. City staff will manage onsite logistics in coordination with the Los Angeles County RR/CC. Safety and security measures are also being enhanced to ensure voters have a safe and security voting experience.

Meeting Date: September 30, 2025

Outreach
An informational postcard regarding the special election and that City Hall is a vote center will be sent to all resident voters in Beverly Hills. Additionally, information about the special election and the City’s vote center will be promoted through social and print media, along with BHTV Channel 10.

Electioneering
Per Elections Code §18370 electioneering at both in-person and drop-off voting sites is prohibited within 100 feet of a polling place. Activities such as circulating petitions, asking for votes, discussing how to mark a ballot, audible information, non-permitted signage and engaging in general electioneering activities as defined under Elections Code § 319.5 are prohibited. These rules also apply outside the 100-foot zone for individuals near vote centers waiting in line.

Drop Boxes
While voters may drop off their ballots at any drop box within the county, Beverly Hills has two locations:
• City Hall on Rexford (next to Kelly’s Coffee)
• Roxbury Park (at the entrance)
Ballot drop off parking will be made available with marked meters next to the drop box.

Los Angeles County RR/CC staff will pick up ballots daily for all drop boxes.

USPS
All mailed ballots through the United States Postal Service (USPS) must be postmarked no later than November 4, 2025, the last day to vote.

FISCAL IMPACT
Elections Code § 12283 requires local government agencies to provide, at no cost, space for use as a vote center, and further requires that such facilities comply with applicable accessibility standards. While the Los Angeles RR/CC offsets certain expenses, including some facilities support and limited overtime staffing, the City of Beverly Hills remains responsible for most costs. Free parking will also be provided to all voters at the 450 N. Rexford and 450 N. Crescent parking structures.

Meeting Date: September 30, 2025

As this is an unanticipated election, estimated costs have not yet been determined. The City Clerk’s election budget will absorb the expenses for this election to the extent possible. However, it should be noted that two regularly scheduled elections will also take place in 2026 (June and November). Should additional funding be required, staff will return to the City Council with a formal request.

RECOMMENDATION
No additional action is requested at this time. This is an informational report for City Council review.

State Measure 50
• What it is: A constitutional amendment allowing temporary changes to California’s congressional district boundaries through 2030. • What it means for voters: If passed, some voters may be assigned to a different U.S. House district in future elections (including 2026). • What it does not do: It does not change voter eligibility, registration, or voting options.

FAQs
Q: Why is this election happening now?
A: The California Legislature passed legislation that officially called the statewide special election and placed State Measure 50 on the ballot. Because it involves proposed changes to the state constitution, it must be decided by the voters in a statewide election.

Q: What are voters deciding?
A: Voters are being asked to approve or reject State Measure 50, which would authorize temporary adjustments to California’s Congressional district maps through 2030.

Q: Is Measure 50 partisan?
A: We don’t take positions on ballot measures. Our responsibility is to provide neutral, factual information about the process and ensure every voter has equal access to participate.
