TO PURCHASE 40MM LAUNCHERS AND SUPPORTING

RECOMMENDATION
Staff recommends the City Council approve an appropriation in the amount not to exceed $76,500 from the Asset Forfeiture Fund (Fund 326). The funds will be allocated as follows:
• $66,500 to purchase 40mm launchers and supporting accessories for police vehicles.
• $10,000 to purchase an ID printer for Personnel and Training Section.

INTRODUCTION
The Police Department has identified the critical need that is eligible for funding under Asset Forfeiture guidelines: less-lethal force equipment procurement (40mm launchers) and supporting accessories.

DISCUSSION
40mm Launchers – $66,500
The 40mm launcher is the department’s primary less-lethal force option and a critical tool in the de-escalation process during volatile and potentially violent situations. These launchers fire foam baton rounds, allowing officers to address subjects who pose an immediate threat to the public or to police officers from a safe distance. This tactical advantage allows officers to slow down rapidly evolving situations, buy time, and avoid the need for deadly force when feasible.

The 40mm platform has proven to be more effective and accurate than the now-retired beanbag shotgun and has become the preferred standard across California law enforcement agencies. Officers use the system in encounters involving barricaded suspects, emotionally disturbed individuals, crowd control, and armed threats not yet meeting lethal force thresholds.

Currently, only 13 of the department’s 31 patrol vehicles are equipped with a 40mm launcher, which limits the tool’s availability during high-risk calls. To ensure that every patrol unit is properly equipped, and the appropriate force option is available when and where it’s needed, the Department seeks to outfit the remaining 18 patrol cars, and add 1 spare unit, for a total of 19 new launchers.

Each launcher system includes an optic, tactical flashlight, mounting system, and accessories for consistent functionality across the fleet. The mount retrofit ensures all units are stored identically for safety and training consistency. Cost breakdown is as follows:

Component Unit Cost Qty Total
Launcher $1,400 19 $26,600
Sighting System $900 19 $17,100
Flashlight $500 19 $9,500
Accessories (sling,
sidesaddle, grip)
$200 19 $3,800
Mount Retrofit $500 19 $9,500

REQUESTED
$66,500
ID Printer for P&T - $10,000
The Personnel & Training Section requires an ID printer to produce secure, departmentissued identification cards for officers, staff, and volunteers. This capability will streamline onboarding, enhance facility security, and enable rapid credentialing during training or critical incidents without reliance on external vendors.

FISCAL IMPACT
The requested action will authorize a total appropriation of $66,500 from Asset Forfeiture Fund 326, which has a sufficient balance to support the request. The proposed expenditures are eligible under federal and state asset forfeiture rules and no General Fund dollars are required.

ID printer for P&T $10,000.00 Asset Forfeiture Fund (326) TOTAL APPROPRIATION $76,500.00

CONCLUSION
Approval of this appropriation will provide critical support for modern less-lethal tools for officers and the acquisition of an ID printer for the Personnel & Training Section. The printer will enhance departmental efficiency and security by enabling in-house production Meeting Date: October 28, 2025
