INTRODUCTION
In late 1980s, five two-story parking structures were constructed in the east-west direction between South Santa Monica and Santa Monica Boulevards, stretching from Beverly Drive to Roxbury Drive, known as the Santa Monica 5 Structures. These municipal parking structures serve commercial retail and office buildings on the north side of the Business Triangle. Each structure is served with a lift and two sets of stairs providing vertical access from street level to split floor levels below and above grade.
The lifts also provide ADA access at these structures and are original to these buildings.

Meeting Date: October 28, 2025
The Capital Improvement Program (CIP #00937) addresses ongoing requirements for upgrades and replacement of aging elevators and lifts in order of priority. Fiscal Year 2024-25 prioritized ADA lift replacements at the Santa Monica 5 (SM 5) Parking Structures. The lift in SM 3, located at 485 N. Camden Drive, has become prone to lengthy out-of-service periods and will be the first lift to undergo replacement.
DISCUSSION
The services of HKA Elevator Consulting, Inc. were engaged to prepare drawings and specifications for the replacement project.
The City sought to obtain bids from experienced vertical transportation contractors through a prequalification/qualified bidders process following State guidelines. A Request for Qualifications was advertised in the local Beverly Hills newspapers and construction trade publications, as well as the PlanetBids portal. The prequalification package was posted to the PlanetBids portal. Four companies submitted their qualifications, and three companies were qualified to bid on various elevator and lift replacement projects. The qualified contractors are as follows: Liftech Elevator Services, Inc., Elevator Etc. and Otis Elevator Company.
Drawings and specifications were prepared for an ADA-compliant lift with up-to-date technology. Bid documents were issued to pre-qualified contractors on September 8, 2025. Two contractors attended the pre-bid meeting and submitted bids on September 22, 2025. Bid results are as follows:
Basis of Selection
The bid documents specify that the low bid is determined by the sum of the base bid plus the amount per diem for compensable delay cost for 20 days.
Liftech Elevator
Services, Inc. Elevators Etc
Base bid $ 349,850 $ 112,431.65
20 days delay $ 15,000 $ 20,000
Basis of Selection Total $364,850 $132,431.65
There were no alternates or allowances specified for this project.
After review of the bids, staff has determined Elevators Etc is the lowest responsible bidder and has submitted a responsive bid and, as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. Furthermore, Elevators Etc has successfully completed projects of similar scope. Therefore, staff recommends City Council approve an agreement with Elevators Etc for this work.
A contingency of $19,865.35 (15% of the contract amount) is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code upon adequate written justification and substantiation.
Meeting Date: October 28, 2025
Selected Bid
Base Bid $ 112,431.65
15% Contingency $ 19,865.35
Total $ 152,297.00
The bid documents specify that all work under the contract shall be completed within 180 calendar days from the date of the notice to proceed, resulting in an estimated completion of approximately May of 2026.
FISCAL IMPACT
The $152,297 for the ADA Lift Replacement project at SM 3 is available as part of Fund 810, Capital Assets Capital Improvement Project No. 00937, City Elevator Replacement and Upgrades. No additional funding is requested at this time.
