DISCUSSION
On June 24, 2021, a contract in the amount of $10,175,000 was awarded to Los Angeles Engineering, Inc. on the basis of sealed competitive bids received after public advertising for the Burton Way Median Green Street and Water Efficient Landscape project.
Additionally, a contingency of $1,017,500 (10%) was approved, for a total purchase order amount of $11,192,500. During construction in 2022, the contractor and staff encountered many project challenges related to special disposal of soil, shoring modifications, utility conflicts, and design changes. On December 6, 2022, City Council approved a purchase change order of $800,000 bringing the total to $11,992,500 to accommodate the change

orders. Construction was completed on June 23, 2025, for a total cost of $11,980,841.99, leaving a purchase order balance of $11,658.01.
The project, which has several benefits including regulatory compliance, water conservation, and groundwater recharge, successfully demonstrates the functions of green streets and water efficient landscape to the community. Of the nearly $12 million in construction costs, about $7.2 million or 60% came from grant funding. Key features of this project include:
Two (2) 15-ft. wide by 2,300-ft. infiltration swales; Three (3) diversion structures (Rexford Drive, Foothill Road and Oakhurst Drive); Two (2) pre-treatment systems;
Three (3) pump stations with PLCs (programmable logic controllers); Replacement of 3.7 acres of turf with drought-tolerant plants; 1.1-million-gallon concrete underground storage tank; Rainwater Harvesting System pump station for irrigation using captured water; and Rexford Drive intersection improvements such as traffic signals, ADA ramps and safer crosswalks.
The systems and environmental benefits featured in the Burton Way median project have been recognized locally and nationally. In the last year, this project has received the following awards:
1. Westside Urban Forum – Design Award for Open Public Space category (2024);
2. APWA (American Public Works Association) Southern California Section Stormwater Project of the Year Award. – Downey, CA (2024);
3. Water Environment Federation (WEF) Utility of the Future of the Year Award – Chicago, IL (2025); and
4. CASQA (California Stormwater Quality Association) Outstanding Stormwater Capture and Use Implementation and Project Award – Pasadena, CA (2025).
Engineering Division staff inspected all the work and is satisfied that the work was completed according to the contract documents approved for this project.
