RECOMMENDATION
Staff recommends that the City Council approve a total appropriation of $383,127 from the Public Safety Grant Fund, specifically from Supplemental Law Enforcement Services Funds – Citizen’s Option for Public Safety (SLESF-COPS) program account #190-02109 (State COPS Grant), to fund purchases and personnel for the Police Department.
INTRODUCTION
The City receives approximately $100,000 annually under the State COPS grant program. As of June 30, 2025, the City has accumulated $884,109. In order for the City to utilize these funds, a request for appropriation must be submitted by the Chief of Police and approved by the City Council. The Police Department has identified the need for qualified expenditures to support frontline services. These purchases will be made in Fiscal Year (“FY”) 2025/2026 with funds acquired under the SLESF-COPS program.
Meeting Date: November 12, 2025
DISCUSSION
These funds may only be used for front-line municipal police services and must supplement and not supplant existing funding. The funds cannot be used for administrative overhead costs in excess of one-half percent of the total allocation. The allocation may not be used to fund the costs of any capital project or construction project that does not directly support front-line law enforcement.
The proposed expenditures align fully with the eligible uses under the SLESF-COPS program and directly support the enhancement of frontline municipal police services.
The identified purchases—including trauma kits for officers, AED batteries, and a contractor for the National Incident-Based Reporting System (NIBRS)—address critical operational and compliance needs that strengthen emergency response and data reporting capabilities.
In addition, funding allocations for a Civilian Investigator, 9mm Sub-guns for SROs, and advanced officer training will improve investigative capacity, ensure officer preparedness, and enhance tactical readiness for a variety of field operations. It should be noted that 9mm sub-guns are already issued to our Crime Impact Team (CIT) and K9 unit and have been approved by the City Council under the Military Equipment Use Policy (AB 481). These investments promote both officer safety and the effective delivery of public safety services.
The estimated annual salary and benefits cost to fund the Civilian Investigator is $187,433. Because the position is anticipated to begin mid-year, a fiscal year 2025-26 appropriation of $93,717 is requested to fund the position for a partial year. The position is proposed as a two-year limited-term assignment; therefore, it is not intended to continue beyond that period without future Council action to extend or provide ongoing funding. If approved, the full annual cost will be included in the fiscal year 2026–27 proposed budget for the second year of the limited-term appointment.
Expenditures for uniforms and vehicle rentals will sustain daily operational readiness and mobility, ensuring that personnel remain properly equipped and responsive to community needs. Collectively, these investments reinforce the Department’s commitment to professional excellence, officer safety, and the proactive protection of the public.
To further advance the Mayor’s public transparency and accountability initiative, the Department is requesting $120,000 for the AXON Draft One system. This cloud-based platform leverages artificial intelligence to streamline report drafting, improve documentation accuracy, and enhance officer efficiency. The integration of Draft One will not only reduce administrative burdens on sworn personnel but also support the City’s broader goal of leveraging technology to improve service delivery and transparency in policing.
