INTRODUCTION
Beverly Hills Civic Center comprises five of the City’s landmark municipal buildings and two public parking structures. The historical City Hall building is connected to the Police Facility with a bridge that spans N. Rexford Drive. Since construction of the Police Facility was completed in 1990, chilled water has been supplied to City Hall from the Central Plant located in the basement of the Police Facility. This network of piping lines reaches City Hall where it is circulated through Air Handlers that condition the building’s indoor air quality. Over time, sections of these pipes have deteriorated to require progressively increased maintenance and have been identified for replacement.
DISCUSSION
The network of chilled water lines that run between the Central Plant and City Hall thread their way through the Police Facility, across the bridge and into City Hall. The piping route travels both vertically within mechanical chases and cavity walls, as well as horizontally above ceilings and below floor slabs. The chilled water lines traverse multiple spaces each with various departmental programs. A recent investigation into the four air handlers at City Hall uncovered a build-up of sediment lining the inside walls of the chilled water line piping network. As such, deposits like these cause restrictions to the efficiency of the HVAC system. They can also lead to ruptures, which may cause leaks and potential damage to interior finishes, furnishings, equipment and archives.
The base scope of work for this project aims to remedy the aging chilled water lines by replacing them with a robust network of new lines that will optimize the energy and efficiency of the City Hall HVAC system as a whole. The strategic replacement of the piping system will be carried out in a way that keeps the system functional during the course of the construction, especially in phases of the work where piping is located in difficult to access areas of the building.
Staff engaged the professional engineering services of Wildan Energy Solutions to prepare design drawings and specifications. There were three alternates listed on the Bid Form as follows:
Alternate #1: Provide an additive alternate cost to replace the existing chilled watercooling coils in the Air Handler Units AHU-1, AHU-2, AHU-3 and AHU-4.
Alternate #2: Provide an additive alternate for temporary chillers and move in cool units to allow for uninterrupted cooling service while the piping is removed from the main vertical riser at the Police Facility building. Please refer to drawings M2.4 and M4.1.
Alternate #3: Include U.S.A. made piping in the base bid and provide a deductive alternate for piping manufactured outside the United States.
Additionally, there was an allowance of $40,000 stipulated for replacement of certain isolation valves should they be faulty or inoperable.
On October 7, 2025, bid documents (Bid# 26-350-8) were distributed via Planet Bids to all prequalified mechanical contractors on the City’s list. Three of those companies obtained bid documents and attended the mandatory pre-bid job walk held on October 14, 2025 as well as a second job walk on October 17, 2025. On October 29, 2025, two bids were received as follows:
Meeting Date: November 12, 2025
Air Conditioning
Solutions
AC Pros
Base Bid $472,545.00 $749,720.00
Alternate #1 $130,415.00 $136,180.00
Alternate #2 $30,435.00 $118,360.00
Allowance $40,000.00 $40,000.00
20 days delay $0 $0
Basis of Selection: $673,395.00 $1,044,260.00
There were three alternates specified for this project. Alternate #1 is for replacement of the coils for each of the four air handler units; Alternate #2 is for provision of 50 tons of temporary cooling that can be moved around for the various phases of the Work; and Alternate #3 is a deduct alternate for piping manufactured outside of the United States.
Staff recommend including Alternates #1 and #2 and not Alternate #3.
The bid documents specify that the low bid is determined by the sum of the base bid, the selected alternates, the allowance, and the compensable delay cost for twenty days.
After review of the bids, due to the large delta between the two bids received, staff contacted the low bidder and gave them an opportunity to review their bid amount to make sure that there have been no errors or omissions in their calculations. After confirmation that the bid amount is correct, staff has determined that Air Conditioning Solutions, Inc. (ACS) is the lowest responsible bidder and has submitted a responsive bid, and, as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. Furthermore, ACS has successfully been prequalified for the work and has performed similar work for the City in the past; therefore, staff recommends City Council approve an agreement with ACS for this work.
A contingency of $101,009.25, 15% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work.
Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code upon adequate written justification and substantiation.
The bid documents specify that all work under the contract shall be completed within one hundred (100) calendar days from the date of the notice to proceed, resulting in an estimated completion of approximately mid-May 2026.
ENVIRONMENTAL REVIEW
Approval of the Civic Center Chilled Water Lines Replacement Project was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines and the environmental regulations of the City. Staff believes the approval of the proposed improvements is exempt from CEQA pursuant to the ‘Existing Facilities’ Section 15301 of Title 14 of the California Code of Regulations because the work involves no expansion of use within the existing facilities. Based on the foregoing, staff recommends City Council find that the project is exempt from further review under the provisions of CEQA pursuant to CEQA Guidelines Section 15301 Existing Facilities.
Meeting Date: November 12, 2025
FISCAL IMPACT
The $774,404.25 for Civic Center Chilled Water Lines Replacement is available as part of Fund 405, Capital Improvement Project No. 00811, Major Building Systems Upgrades and Replacement. No additional funding is requested at this time.

Director of Public Works
