INTRODUCTION
The City of Beverly Hills maintains over 200 lineal miles of public sidewalks that are integral to the City’s mobility and accessibility network and play an important role in supporting pedestrian safety and reducing potential hazards. As part of the City’s ongoing commitment to pedestrian safety, the Public Works Department performs regular inspections and repairs to ensure that sidewalks remain safe and compliant with accessibility standards.

Sidewalks deteriorate over time from weathering, ground settlement, subsurface conditions, and normal wear. Maintaining safe, accessible pedestrian routes requires periodic comprehensive repairs, including full removal and replacement. As part of the City’s multi-year strategy to address more than 600 locations requiring full sidewalk removal and replacement, Phase II includes 21 priority locations identified through citywide inspections. This project is one of several coordinated efforts to systematically address deteriorated sidewalk conditions and reduce liability exposure.

DISCUSSION
Sidewalk removal and reconstruction is required at various locations due to several conditions observed during routine inspections, including:
 Trip hazards from uplifted concrete slabs;
 Cracking and structural failure related to age, ground movement, and subsurface conditions; and
 Locations where prior mitigations (e.g., horizontal saw cutting) are no longer feasible due to insufficient concrete thickness for further treatment.

The City’s sidewalk network currently includes over 600 locations where full removal and replacement is required. Of these, 21 locations have been designated as priority sites for Phase II based on severity of damage, pedestrian exposure, and the inability to apply further temporary mitigation. The plans and specifications for this work are based on the City of Beverly Hills Standard Drawings and associated technical provisions for sidewalk reconstruction, which establish the design criteria and construction standards for these replacements and have been approved under the direction of the City Engineer, a California-licensed professional engineer.

To address this volume effectively with available resources, the City has implemented a multi-pronged sidewalk maintenance program, which includes:
 Internal City crews, who perform traditional sidewalk reconstruction at select locations that are smaller than a Capital Improvement Project;  California Uniform Public Construction Cost Accounting Act (CUPCCAA) projects, which allow the City to use prequalified contractors for efficient delivery of midsized reconstruction work such as this Phase II project; and  Inclusion of sidewalk removal and reconstruction within Capital Improvement Projects, such as annual street resurfacing programs and other corridor-level infrastructure projects.

The Public Works Department utilizes all three of the above strategies to efficiently address sidewalk deficiencies.

Meeting Date: December 9, 2025

Page 3 of 3 ends

As part of this combined strategy, the City used its CUPCCAA list to solicit bids for the Phase II project. CUPCCAA allows eligible public agencies to maintain a list of prequalified contractors and use streamlined bidding procedures, ensuring timely and competitive pricing for this type of work.

On October 10, 2025, bid invitations were issued to 19 prequalified contractors holding either a General Engineering (A) or Earthwork and Paving (C-12) license. On November 3, 2025, the City received four (4) bids, summarized as follows:

Bidder Bid Amount
Gentry General Engineering $145,723.00
Paveco Construction, Inc. $159,697.00
J. De Sigio Construction, Inc. $171,650.00
PALP, Inc. DBA Excel Paving Co. $219,872.00
This project followed formal bidding practices due to the estimated contract value and scope. Gentry General Engineering, Inc. submitted the lowest responsible bid and has demonstrated experience performing similar work for other municipalities, providing confidence in their ability to complete Phase II successfully.

ENVIRONMENTAL ASSESSMENT
The Beverly Hills Sidewalk Restoration Project Phase II has been reviewed under the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and applicable local environmental policies. The project qualifies for a Class 1 Categorical Exemption (Existing Facilities) under CEQA Guidelines Section 15301(c), which covers the maintenance and minor alteration of existing public facilities involving negligible or no expansion of use.

Because this project consists of the repair and replacement of existing sidewalks with no expansion of facility footprint or change in use, staff recommends that City Council find the project exempt from further CEQA review.

FISCAL IMPACT
A 25% construction contingency in the amount of $36,430.75 has been added to the base contract amount, bringing the total requested purchase order to $182,153.75.

Any change orders requiring use of this contingency shall adhere to Beverly Hills Municipal Code §3-3-110, which governs authorization and approval of contract modifications.

Funding for this project is available in the Fiscal Year 2025/26 Capital Improvement Program as follows:
