INTRODUCTION
Built in 1990 as part of the Civic Center masterplan, the Beverly Hills Police Department occupies a three-story mixed occupancy public safety facility consisting of a noncombustible primary structural frame with two levels of underground parking. The building was remodeled in 2009 to house a new Emergency Operation Center (EOC).
The UPS serves as backup power for all operations in the EOC suite. The EOC includes a dedicated server room with a small capacity UPS, which serves as backup power for all operations in the suite. With the addition of the Real Time Watch Center (RTWC) within the EOC suite, a need has been identified to add a larger capacity UPS to increase the level of reliability of uninterrupted power supply for this critical function.
DISCUSSION
The services of California licensed electrical engineering firm, P2S Engineering, were engaged to design the new UPS system. The project includes furnishing and installing a new 50KVA unit; with internal backup modules for added redundancy, the work also includes modifications to existing power panels and miscellaneous electrical upgrades to support the new UPS unit.
The City sought to obtain bids from experienced electrical contractors through a prequalification/qualified bidder’s process following State guidelines. A Request for Qualifications was advertised in the local Beverly Hills newspapers and construction trade publications, as well as the PlanetBids portal. Three companies submitted their qualifications on September 11, 2025 as follows: Data Specialties, Inc., CSI Electrical Contractors, Inc., and GA Technical Services, Inc. GA Technical Services, Inc. did not meet the minimum qualifications requirements; as a result, two companies were qualified to bid on the City’s UPS replacement projects.
Bid documents were prepared and, on October 24, 2025, were distributed to the prequalified contractors. Both companies attended the mandatory pre-bid meeting.
On November 20, 2025, two bids were received.
Basis of Selection
The bid documents specify that the low bid is determined by the sum of the base bid, plus all the alternates, plus the amount of per diem for compensable delay cost for twenty (20) days.
Data Specialties,
Inc.
CSI Electrical
Contractors, Inc.
Base bid $ 380,215.00 $ 398,900.00
20 days delay $ 0.00 $ 13,340.00
Basis of Selection Total $ 380,215.00 $ 412,240.00
Meeting Date: December 9, 2025
After review of the bids, staff has determined Data Specialties, Inc. is the lowest responsible bidder and has submitted a responsive bid and as reported by the State Contractors Licensing Board maintains a license that is current and in good standing.
Furthermore, Data Specialties Inc. has successfully completed projects of similar scope for the City of Beverly Hills. Therefore, staff recommends City Council approve an agreement with Data Specialties, Inc. for this work.
A contingency of $45,625.00, 12% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency will be made utilizing the Change Order process in the Beverly Hills Municipal Code §3-3-110 upon adequate written justification and substantiation.
Selected Bid
Base Bid $ 380,215.00
Subtotal $ 380,215.00
12% Contingency $ 45,625.00
Total $ 425,840.00
The bid documents specify that all work under the contract shall be completed within 90 calendar days from the date of the notice to proceed, resulting in an estimated completion of approximately April 2025.
ENVIRONMENTAL REVIEW
Approval of the EOC’s Uninterruptible Power Supply (UPS) Project at Police Facility was assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines and the environmental regulations of the City. Staff believes the approval of the proposed improvements is exempt from CEQA pursuant to the ‘Existing Facilities’ Section 15301 of Title 14 of the California Code of Regulations because the work involves no expansion of use within the existing Police facility. Based on the foregoing, staff recommends City Council find that the project is exempt from CEQA pursuant to CEQA Guidelines Section 15301 Existing Facilities.
FISCAL IMPACT
The $425,840.00 for this project is available in the (CIP #00922) in Fund 405 - Replace UPS Equipment Projects. No additional funds are requested at this time.

Director of Public Works
