REPORTS FROM PRIORITY AGENCIES
Police Department Report
Lieutenant Eugene Kim updated the Commission on a recent DUI checkpoint on Friday, October 24th at Santa Monica Boulevard and Crescent Drive. Additionally, he reported on recent traffic violation complaints and a joint enforcement venture on Wilshire Boulevard with their partners at LAPD. Due to the success, they will plan future multi-agency operations, focusing on speeding and other traffic issues.
The Commission thanked him for his report. Commissioner Schwartz specifically asked about the exact location of the recent enforcement and noted her concern of the misuse of the bus lanes. In addition, she suggested if you “see something, say something;” call the Police Department to report racing or loud exhaust. Vice Chair Geller noted the care our Police Department takes in personally handling issues. Chair Afra Maghen asked if there were DUI checkpoints scheduled for November/December and their potential locations.
Monthly Educational Speaker Series
Transportation Planner Martha Eros introduced Sustainability Administrator Amanda Grossman presenting on the City’s efforts to promote climate-friendly actions including sustainable travel options.
Amanda reviewed the programs implemented over the past year, including overseeing the Climate Action and Adaptation Plan, revamped the Green Business Program, and coordinated events including Earth Day and the Hazardous Waste Roundup. Her team has been focusing on helping residents make sustainable improvements in their homes, including reduced water consumption and waste diversion. She also highlighted educational outreach regarding organic collection and what goes in which trash bin, food recovery, and the electric resilience program, “Power on BH.”
Traffic and Parking Commission Regular Meeting Synopsis November 6, 2025
Commissioner Karric encouraged all to investigate “Power on BH,” inquired about the local schools complying with SB1383, and asked if there were sustainability recommendations regarding transportation. Commissioner Kamara suggested visuals for the bins to easily identify what goes where to help with compliance. She asked how businesses are identified who participate in food recovery efforts and how other businesses can be educated about being involved in this program. Commissioner Schwartz asked about the criteria for the businesses that are enrolled in the food recovery program. She also commented about dog waste going in a bin by a person walking a dog. Amanda advised the “oops” tags are more of an educational tool and the resident should understand if the notification is about dog waste and they don’t have a dog then it is not their fault. Chair Afra Maghen asked about the Water Smart Notification. She also agreed with having a visual reference of what goes in each trash bin. Amanda noted they are checking the bins to make sure the tags are affixed, and they are doing follow up to the “oops” tags with residents. There were also questions about the school’s trash bins, the turf rebate program and the separation of trash at a processing facility after it is picked up.
Lastly, Martha reminded the audience to contact [email protected] or call 310.285.1000 for further questions or assistance.

Commissioner Schwartz commented on electric bicycles on school campuses. Chair Afra Maghen also commented about e-bikes and the reduction of fines for some violations due to financial hardship.
3. Clifton-Le Doux Corridor Mobility Study (Taken out of Order) Transportation Planner Jessie Holzer Carpenter gave an update of the project and noted she would be requesting a recommendation from the Commission after the presentation. Traffic and Parking Commission Regular Meeting Synopsis November 6, 2025
Overall, the Commission recognized the fewer responses to the survey and the notable reduction in speed. They suggested refinements to keep the project. Including having more permanent aesthetic solution and continuing to study traffic circles and stop sign issue. Due to Metro coming, slowing of traffic is a positive step.
Commissioner Karric recognized that most responses are not against the entire project, just against one aspect. Commissioner Kamara voiced her support for removing and restoring the street to the original design. Commissioner Schwartz noted that safety comes first and is in favor of the traffic circles and curb extensions. She asked if the traffic light timing on La Cienega and Clifton could be modified. Vice Chair Geller agreed that the proof of safety is strong, the results show that speeding numbers came down considerably, with no reported accidents, and trends look promising. Chair Afra Maghen also expressed her agreement with safety first and the reduced speeds She also noted that it takes time for motorists to adapt and agreed with upgrade ideas presented.
Motion: MOVED by Vice Chair Geller, SECONDED by Chair Arfa Maghen to recommend to City Council that the Clifton-Le Doux Traffic Calming measures be retained, recommend staff to refine the geometry at Clifton/Le Doux and Clifton Hamel, review concepts with upgraded permanent materials and landscaping to improve the safety and address the clarity and aesthetic issues (4/1).
