Subject: Update on Homelessness Response Planning for Metro D Line Opening
Attachments: 1. Trespass Authorization Form
INTRODUCTION
The Metro D Line extension will open stations at Wilshire/La Cienega and Beverly Drive Station. Metro offers significant transportation benefits for the community, but its expansion also brings new challenges particularly around late-night activity, passenger offloading, and the need for coordinated service responses. Beverly Hills will see an increase in foot traffic mid-day and will temporarily become an end-of-line location until the completion of Phase 2 moving end-of-line services to Constellation and Phase 3 moving end-of-line services to the West Los Angeles VA Hospital. The City anticipates an increase in passengers walking into the city, including unhoused individuals seeking places to sleep, riders experiencing mental-health crises, passengers unfamiliar with the area, and individuals disconnected from services or experiencing safety concerns.
Common challenges observed in nearby cities that operate end-of-line stations reveal several predictable issues once trains offload riders at the final stop. These jurisdictions consistently report increased early-morning loitering, a rise in individuals with complex service needs, greater demand for behavioral-health interventions, sanitation impacts in and around station areas, and elevated calls for service from adjacent businesses.
These trends underscore the importance of proactive preparation. In response, Beverly Hills is taking deliberate steps to mitigate potential impacts. Through coordinated outreach, targeted business education, sanitation readiness, and clearly defined interdepartmental protocols, the City aims to support positive and dignified outcomes for individuals experiencing homelessness while safeguard the quality of life for all visitors, residents and businesses.
DISCUSSION
The Human Services Division is proposing a coordinated End-of-Line Response Strategy focused on safety, outreach, engagement, and connection to appropriate services. Key components include:
Internal Coordination & Response:
Meeting Date: December 16, 2025
Beverly Hills is already ahead of many jurisdictions with end-of-line stations due to our established Beverly Hills Homeless Collaboration Team and the City’s consistent One City, One Team approach. This model is grounded in 24/7 responsiveness, coordination, and early intervention which provides a strong foundation for developing an effective response strategy. The existing structure brings together all City and regional partners responsible for safety, outreach, behavioral-health support, and environmental maintenance. Participating partners include BHFD Human Services, the Beverly Hills Police Department (BHPD), the Beverly Hills Outreach Team (BHOT), contracted security, and the Department of Mental Health clinician, who collectively provide engagement and support. Service providers and Rangers also offer on-the-ground visibility, while Public Works and Sanitation address environmental and maintenance needs around station areas.
Metro Engagement:
The City is working with Metro and learning more about its current outreach partners to establish communication pathways and clarify roles ahead of station opening. Metro currently partners with six contracted agencies with 24 multidisciplinary outreach teams on the rail and busway system. Meto partners include People Assisting the Homeless (PATH), Christ Centered Ministries, HOPICS, LA Family Housing, Union Station Homeless Services, and Helpline Youth Counseling. Metro System Safety personnel and Metro-contracted outreach teams will monitor activity on platforms and along the transit corridor and provide proactive response. Metro provides 24/7 weekday coverage and modified weekend coverage. Metro has access to dedicated shelter beds through a variety of partners. City staff will be available to coordinate directly if needed. Through this unified structure, each partner operates with a clearly defined role, ensuring Beverly Hills remains prepared, aligned, and proactive for the station openings.
Operational Plan during Peak End-of-Line Response Hours:
The City has been provided differing accounts of End-of-Line activities. Based on typical operational patterns, an influx in offloading generally occurs within 20 minutes after the last posted train. Based on these conditions, it is expected that most passengers will offload between 12:30 a.m. and 2:30 a.m. Based on isolated accounts and observations, such as surge enforcement, it is possible passengers may be offloaded with each arriving train; 10-15 minutes during peak hours and 20-30 minutes during non-peak hours. Given the City’s existing 24/7 coverage, staff will ensure response coverage during these windows through coordinated on-call and field deployment. In addition, our overnight contracted staff will actively monitor offloading patterns to help refine our understanding of the true scale and character of the activity at the Wilshire/La Cienega Station. Since Metro cannot definitively determine the ridership that will be offloading, and the consideration that offloading may differ during specific operational conditions, this approach allows for real-time monitoring to provide an accurate assessment of the conditions our city will be managing. Our outreach focus will be for notification of municipal codes engagement, violations, referral support, and data collection. Municipal code enforcement is primarily a BHPD function, but teams will be available to ensure people pass through the city without setting up encampments and quickly act to notify BHPD should issues arise.
Proactive Business Outreach:
Prior to station opening, BHFD-Human Services will conduct proactive business engagement along the Wilshire Corridor (La Cienega to Santa Monica Blvd), South Beverly and throughout the Beverly Hills business district. Efforts will include:
• Face-to-face business outreach
Meeting Date: December 16, 2025
• Contacting private property owners of vacant properties to work cooperatively with BHPD to implement Trespass Enforcement Authorizations (Attachment 1) to deter overnight camping
• Safety education and guidance on when to call non-emergency vs. emergency services
• Direct connection to BHOT, Human Services, and Ambassadors • Distribution of educational materials, safety messaging, and outreach cards Ongoing evaluation and data collection:
Through the collective efforts of the Beverly Hills Homeless Collaboration Team and our response management software, key indicators will be tracked such as the number of individuals engaged, including during late-night and early-morning hours, service linkages, repeat contacts, and early morning calls for service. Staff will also monitor environmental indicators, including sanitation needs and patterns of loitering or congregation around station areas.
Weekly collaboration meetings will allow staff to evaluate arrival frequency, deployment strategies, identify service-resistant individuals requiring heightened intervention, and adjust operations based on real-time conditions. Findings will be shared across departments to support coordinated problem-solving and ensure the City’s “One City, One Team” approach continues to guide operational decisions. Collectively, this ongoing evaluation framework will provide the City with timely, actionable information to refine its strategy and to ensure that outreach efforts, business engagement, and public safety operations remain aligned with community needs and conditions as the Beverly Hills stations become fully operational.
The opening of these stations represents a significant shift in mobility and foot-traffic patterns within Beverly Hills. Implementation of a coordinated End-of-Line homelessness outreach strategy ensures community safety, provides dignity and support to individuals in crisis, promotes efficient use of public resources, and strengthens communication with stakeholders.
FISCAL IMPACT
There is no immediate financial impact anticipated, as the proposed outreach strategy will rely primarily on existing City resources.
Based on ongoing discussions with Metro and other partners, additional resources may be requested on a temporary basis for each station opening, such as the first 30 days of operations, or as-needed during the interim period when Wilshire/La Cienega operates as an end-of-line station.
Staff will monitor resource demands and return with operational recommendations and budget refinements if necessary.
RECOMMENDATION
Staff recommends that the City Council:
1. Support staff’s ongoing preparations for a Citywide Readiness Plan, including development of internal response protocols, field deployment strategies, and cross-departmental coordination procedures for late-night and early-morning hours.
2. Authorize Human Services to continue conducting business outreach along the Wilshire Corridor and within the business triangle, gathering feedback, Meeting Date: December 16, 2025
documenting concerns, and providing educational materials to ensure businesses are informed and prepared prior to station opening.
