RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY

HILLS EXPRESSING SOLIDARITY WITH THE IRANIAN PEOPLE

IN THEIR PURSUIT FOR FREEDOM, HUMAN RIGHTS, AND

ECONOMIC JUSTICE
Attachments: 1. Proposed Resolution

RECOMMENDATION
It is recommended the City Council adopt a resolution of the Council of the City of Beverly expressing solidarity with the Iranian people in their pursuit for freedom, human rights, and economic justice (Attachment 1).

INTRODUCTION
The proposed resolution expresses solidarity with the Iranian people in their pursuit for freedom, human rights, and economic justice; condemns the Iranian regime’s systemic human rights violations and violent suppression of peaceful protest; and calls upon the United States government to maintain maximum pressure on the Iranian regime.

DISCUSSION
Beginning December 28, 2025, mass public protests spread across Iran, driven by severe economic crisis as inflation skyrocketed over 50% across the board—over 70% for food— and the Iranian currency plummeted to 1.4 million rials to the US dollar. As citizens experienced soaring prices and limited purchasing power, everyday goods became unaffordable. Merchants began protesting at Tehran’s Grand Bazaar, which quickly spread nationwide to include students, workers, and everyday citizens, becoming the largest mass protest since the uprising following Mahsa Amini’s death in 2022.

Iranian security forces responded with violent measures to suppress protests that were initially peaceful, by firing live ammunition into crowds, tear gas, and indiscriminately conducting mass arrests. On January 8, 2026, the Iranian regime shut down most of the country’s internet and phone lines amid growing protests, marking the most severe digital censorship measures since the Mahsa Amini protests.

On January 9, 2026, Iran’s Attorney General Mohammad Movahedi Azad declared that anyone taking part in protests or aiding protestors will be considered an “enemy of God”, which constitutes a death-penalty charge, and that "proceedings must be conducted without leniency, compassion or indulgence". By January 10, over 200 deaths have been reported, including protestors, children, and bystanders. Over 2,000 people have been arrested and protests continue to occur in all 31 provinces.

The proposed resolution condemns the Iranian regime’s systematic pattern of human rights violations, its reprehensible use of violence to suppress protest demonstrations, and acknowledges that the Iranian American and Persian Jewish communities of Beverly Hills share ties with the land and deep concern for the Iranian people’s welfare.

The resolution reaffirms solidarity with the Iranian people in their pursuit for freedom, fundamental human rights, and economic justice. It further calls for the United States government to continue supporting the Iranian people’s demands for freedom and to maintain maximum pressure on the Iranian regime.

FISCAL IMPACT
There is no fiscal impact anticipated at this time.
