Subject: Update on Homelessness Response Planning for Metro D Line Opening
Attachments: 1. Trespass Authorization Form
INTRODUCTIONSince the previous report, provided December 16, 2025, staff has made measurableprogress advancing the End-of-Line Homelessness Response Plan in anticipation of the Metro D Line station opening at Wilshire/La Cienega. Work to date has focused on internal coordination, operational planning, Metro engagement, business outreachpreparation, and development of a monitoring and evaluation framework.
This update outlines key actions completed, ongoing work, and next steps, including a phased implementation timeline aligned with station opening and initial operations.
DISCUSSIONBeverly Hills will temporarily function as an end-of-line station until the Metro D Line extension shifts end-of-line activity west. It is estimated that Beverly Hills will be an end of line station for about a year. As a direct result, Beverly Hills is anticipating increased early-morning loitering, a rise in individuals with complex service needs, greater demand for behavioral-health interventions, sanitation impacts in and around station areas, and elevated calls for service from adjacent businesses. Underscoring the importance ofearly planning, coordination, and adaptive operation staff has further developed an Endof-Line Homelessness Response Plan with council’s direction.
Progress to Date
1. Interdepartmental Coordination
Staff has continued to leverage the existing One City, One Team framework and the Beverly Hills Homeless Collaboration Team to align roles, communication protocols, and response expectations across departments. Human Services hasbeen working collaboratively with the City’s Public Information Manager,Community Outreach Manager, IT Department to develop collateral outreach materials to ensure clarity of proactive steps businesses and residents can take to adequately prepare. Through a collective effort staff has developed a timeline for design, production, and distribution of these outreach materials as followed:
Meeting Date: January 21, 2026
• Week of Dec 22, 2025- Initiate Draft of Outreach Materials • Week of Jan 12, 2026- Internal Review of two-page informational flyer
• Week of Jan 19, 2026-Final Approval & Print Prep• Week of Jan 26, 2026- Print Completed Flyer• February 2026- Begin Distribution o Face-to- Face Business Engagemento Online resources available on City Webpage o Ads in Local Newspaperso Engage Chamber of Commerce
o Engagement with local schools
2. Business & School Outreach Preparation
These newly developed outreach materials will be critical for proactive engagement with businesses along the Wilshire Corridor, South Beverly, and within the business triangle. Outreach will include face-to-face engagement and written communication, and coordination with property owners to establish Trespass Enforcement Authorizations with BHPD prior to station opening. Direct face-to-face Business Outreach will commence February 1, 2026. The City’s Community Outreach Manager will be responsible for working with Chamber of Commerce and Local Schools.
3. Data Collection and Evaluation Framework
Staff has developed key metrics to be tracked through the City’s responsemanagement software and weekly collaboration meetings. Indicators include number of people who offload final train, late-night engagements, calls for service, and Outreach Calls for PD support. Staff will also be noting environmental conditions such as sanitation needs, congregation patterns near station areas, service linkages, and repeat contacts that require elevation ofservice.
Next Steps
With foundational planning largely complete, the City will now move into implementation of the End-of-Line Homelessness Response Plan using a phased approach. Thisstructure allows staff to deploy resources deliberately, monitor real-time conditions, and adjust operations as needed while maintaining flexibility during the interim period in which Beverly Hills functions as an end-of-line station. Implementation timeline is asfollowed:
Phase 1- Pre-Opening Preparation (Current — Station Opening) • Finalize interdepartmental response protocols.• Continue coordination with Metro and outreach partners.• Complete outreach materials and written communications• Begin proactive business outreach and Trespass Authorization collection.• Begin outreach to residents and schools.• Finalize data-tracking and reporting framework.
Phase 2- Initial Station Opening (First 30 Days of Operations) • Deploy coordinated outreach and monitoring during peak end-of-line hours.• Maintain consistent field presence and business check-ins.• Monitor offloading frequency and operational conditions in real time.
Meeting Date: January 21, 2026
• Hold weekly collaboration meetings to assess impacts and adjust deployment.• Provide internal updates on observed trends and service demands.• Return to Council with updates, operational recommendations, or resource needs if warranted.
Phase 3- Stabilization and Adjustment (30—90 Days Post-Opening) • Refine deployment strategies based on collected data.• Identify service-resistant individuals requiring heightened intervention.• Adjust outreach, enforcement coordination, and sanitation response as needed.• Continue business outreach and stakeholder communication.• Return to Council with updates, operational recommendations, or resource needs if warranted.
Phase 4 - Ongoing Operations
• Maintain routine monitoring and evaluation.• Continue adaptive response as conditions evolve.• Return to Council with updates, operational recommendations, or resource needs if warranted.
FISCAL IMPACT
There is no immediate financial impact anticipated, as the proposed outreach strategywill rely primarily on existing City resources.
Based on ongoing discussions with Metro and other partners, additional resources may be requested on a temporary basis for each station opening, such as the first 30 days of operations, or as-needed during the interim period when Wilshire/La Cienega operatesas an end-of-line station.
Staff will monitor resource demands and return with operational recommendations andbudget refinements if necessary.
RECOMMENDATION
Staff will continue preparing for station opening, conducting proactive business outreach, coordinating with Metro, and refining operational protocols. Council feedback anddirection received during this update will be incorporated as the End-of-Line Readiness Plan moves into implementation.
