RECOMMENDATION
Staff recommends that City Council accept the described contract work by PaveWest, Inc. in the final amount of $4,462,705.52 and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for the acceptance of the contract work in the final amount of $4,462,705.52 and authorization for the recordation of the Notice of Completion by the City Clerk with the Los Angeles County Recorder.
DISCUSSION
On September 10, 2024, a contract in the amount of $5,256,534.38 was awarded to PaveWest, Inc. on the basis of sealed competitive bids received after public advertising for the Roadway Rehabilitation Project on Coldwater Cañon Drive. Additionally, the City Council approved a contingency of $523,465.62 (10%) for a total project approval of $5,780,000.00. Construction was completed on December 29, 2025, for a total cost of $4,462,705.52 (22% below the authorized budget), leaving a purchase order balance of $793,828.86.

After the Water Main Replacement Project in Coldwater Cañon Drive was completed, this project provided a street rehabilitation between Beverly Boulevard and Monte Cielo Drive.
Improvements include:
Approximately 14,000 SF of full depth pavement spot repairs; Replacement of damaged concrete driveway approaches, curbs and gutters, cross-gutters, sidewalks, and curb ramps;
Replacement of over 300 LF of steel guardrails;
A grind and asphalt overlay of over 3,600 tons; and
Complete thermoplastic striping.
Engineering Division staff inspected all the work and is satisfied that the work was completed according to the contract documents approved for this project.
FISCAL IMPACT
The purchase order (which did not include the authorized 10% contingency of $523,465.62) was $5,256,534.38. With completed change order work and quantity adjustments, the final contract amount is $4,462,705.52, leaving a purchase order balance of $793,828.86, which will be returned to the Fund 600 balance.
The current amount paid on the contract is $4,239,570.24 with a retention balance of $223,135.28 due to be paid 35 days after the recordation of the Notice of Completion.
