The resolutions and ordinance take the following actions:
(a) Calling and giving notice of the City of Beverly Hills’ Regular Municipal Election to be held on Tuesday, June 2, 2026;
(b) Requesting that the Board of Supervisors of the County of Los Angeles consent to the consolidation of the election with the Statewide Direct Primary election on the same date and direct the Los Angeles County RegistrarRecorder/County Clerk to administer, manage, oversee, and canvass the results of the election;
(c) Adopting regulations for candidate statements, approve a candidate statement word-count and also waive Sample Ballot and online translations and filing and printing costs IF the candidate agrees to the City’s Contribution Limits and Volunteer Expenditure Ceiling;
(d) Adopt an Ordinance to increase the Campaign Contribution Limit and Voluntary Expenditure Ceiling for City elections.
Separately, staff requests the City Council also consider:
(e) Approval of additional funding for the June 2, 2026 Municipal Election and a request for City Council direction regarding costs associated with translating candidate statements ‘by request.’ (Resolution C)
INTRODUCTION
The City of Beverly Hills will be holding a Regular Municipal Election on Tuesday, June 2, 2026 to elect three (3) Members of the City Council and the City Treasurer. The seats for City Council are presently held by Mayor/Councilmember Sharona R. Nazarian, PsyD, Councilmember John A. Mirisch, and Councilmember Lester J. Friedman. The City Treasurer seat is currently held by Howard S. Fisher.
The City will again request that its election be consolidated with the primary election conducted by the Los Angeles County Registrar-Recorder/County Clerk (LA County).
Under the consolidation request resolution, LA County would conduct the election and canvass the results, with the City of Beverly Hills responsible for covering the LA County’s election-related costs.
Meeting Date: January 21, 2026
The election filing period for nomination papers and Candidates’ Statements is Monday, February 9, 2026 to Friday, March 6, 2026 at 5PM.
If an incumbent does not file by Saturday, March 6, 2026 at 5:00PM, then the extended filing deadline for non-incumbents is Wednesday, March 11, 2026 at 5:00PM. The writein candidate period is from Monday, April 6, 2026 to Tuesday, May 19, 2026.
DISCUSSION
On Wednesday, January 14, 2026, the City Council Liaison Elections Ad Hoc (Vice Mayor Craig A. Corman and Councilmember Mary N. Wells) met to review items that are provided in this report. After a lengthy discussion, the Ad Hoc members recommended the following:
Increase the City’s Contribution Limits and Volunteer Expenditure Ceiling The Ad Hoc recommended an increase to $500 per person/entity for both candidates who accept and do not accept the City’s voluntary contribution limits. The dollar amount was recommended based on legislation provided in the Levine Act.
Per California law under the Levine Act, public officials are prevented from making decisions on licenses, permits, or contracts for entities that have given them campaign contributions over $500.
The State has determined $500 as the point at which political contributions are potentially influential on an elected official. In addition, by keeping the contribution limit at $500, candidates who may become elected or appointed (commissioners) within the City will not need to provide additional reporting of donations per the Levine Act.
For candidates who accept the Voluntary Expenditure Ceiling, the recommended maximum allowed is proposed for $110,000 - an increase from $100,000, it was also recommended that the City pay the candidate’s fees for participating in the ballot and sample ballot and information on whether a candidate has accepted or declined the City’s voluntary contribution limits should be included on the Sample Ballot (pursuant to LA County approval) and the City’s Voter Guide and Website.
Funding for the June 2026 Municipal Election
Staff presented a request for additional funding for the upcoming June 2, 2026 Regular Municipal Election. Both costs and the number of elections have increased placing an increased strain on the election budget.
As discussed at the Ad Hoc meeting, when the City coordinates elections with Los Angeles County, whether for municipal or statewide elections, City facilities must be provided at no cost for use of in-person voting locations. The City may not charge for facility use pursuant to California Elections Code §12284.
The current election funding in the City Clerk’s Office is insufficient to cover costs for this election. Details are provided in the Fiscal Impact section of this report.
Meeting Date: January 21, 2026
Resolutions and Ordinance
The listed Resolutions and Ordinance provide the following:
Resolution A
The Election Code requires the City Council take formal action to call and give notice to hold an election.
Resolution B
This is a request to consolidate with LA County’s election and request the services of the County of Los Angeles for the administration of the election, data processing, street index/roster preparation, precinct consolidation verification, signature verification and canvass of the results. The City will cover costs associated with the consolidation of the election.
Resolution C
This resolution sets forth the rules for candidate statements, the candidate statement word-count and requires the candidates to pay the costs of filing and printing candidate statements if they do not accept the Volunteer Expenditure Ceiling.
Per the Los Angeles County Registrar-Recorder/County Clerk’s guidelines, candidate statements can be either 200 or 400 words. The City of Beverly Hills has historically approved a 200-word maximum for election-related candidate statements. Staff will continue with this recommendation unless the City Council directs otherwise.
The Los Angeles County Registrar-Recorder/County Clerk’s Office publishes the Official Sample Ballots, inclusive of candidate statements to all registered voters in Beverly Hills.
Candidate statements can be printed in the sample ballots, online, or in both forms print and online.
Should the candidate accept the City’s Volunteer Expenditure Ceiling, then the costs to file Candidate Statements with the Los Angeles County Registrar’s office are absorbed by the City of Beverly Hills.
Ordinance
The Ordinance adopts an updated regulation regarding the City’s Voluntary Campaign Expenditure Limit and Contribution Maximum as discussed above.
FISCAL IMPACT
Each year, the City Clerk’s Office is allocated $110,000 for elections. This fiscal year, the City participated in one unscheduled special election for the past November 4, 2025 Special Statewide Election; the remaining election budget is $85,000.
As the June 2, 2026 Regular Municipal Election falls within the same fiscal year, the remaining funds are insufficient to cover this election.
Historically, the City Clerk’s Office was allowed to carry over any unused election funds to subsequent fiscal years. Automatic carryovers are no longer permitted, and the current annual appropriation of $110,000 is insufficient to meet the minimum required election expenses. As an example, costs for the 2024 Municipal Election were $218,000.
Meeting Date: January 21, 2026
Staff requests $210,000 for the election budget, in addition to the funds already available, as final costs have yet to be determined. This would bring the budget to $295,000 ($210,000 [requested] + $85,000 [current]) for the June 2, 2026 election. The requested amount includes a buffer for unanticipated costs.

City Clerk

RESOLUTION NO. 26-R-_____
RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY
HILLS, CALIFORNIA, ADOPTING REGULATIONS
PERTAINING TO CANDIDATES’ STATEMENTS
SUBMITTED TO THE VOTERS AT THE REGULAR
MUNICIPAL ELECTION TO BE HELD ON TUESDAY, JUNE 2,
2026.
WHEREAS, §13307 of the Elections Code of the State of California provides that the governing body of any local agency adopt regulations pertaining to materials prepared by any candidate for a municipal election, including costs of the candidates statement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BEVERLY
HILLS, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. GENERAL PROVISIONS. Pursuant to §13307 of the Elections Code of the State of California, each candidate for elective office to be voted for at an Election to be held in the City of Beverly Hills on June 2, 2026 may prepare a candidate’s statement on an appropriate form provided by the City Clerk. The statement may include the name, age and occupation of the candidate and a brief description of no more than 200 words of the candidate’s education and qualifications expressed by the candidate himself or herself. In addition, a candidate’s photograph may be included in the statement. The photograph must be recent (taken within six months of the candidate filing) and be of the head and shoulders only, submitted in digital format. The statement shall not include party affiliation of the candidate, nor membership or activity in partisan political organizations. Pursuant to §13308 of the Elections Code, the statement also shall not in any way make reference to other candidates for that office or to another candidate’s qualifications, character or activities. The statement shall be filed in typewritten form in the office of the City Clerk at the time the candidate’s nomination papers are filed. The statement may be withdrawn, but not changed, during the period for filing nomination papers and until 5:00 p.m. of the next working day after the close of the nomination period.
Section 2. Pursuant to Section 13307(c) of the California Elections Code, the City of Beverly Hills authorizes the preparation of candidate statements for nonpartisan elective office for the purpose of electronic distribution. Candidates will prepare statements for electronic distribution pursuant to Section 13307(a) of the Elections Code. A statement prepared pursuant to this subdivision shall be posted on the internet website of the County Elections Official Pursuant to Section 13307.7(a) of the Elections Code, candidates shall provide payment of the requisite fee to cover the duties and procedures set forth in Sections 13307(b) and (d) of the Elections Code.

Section 3. PAYMENT.
(a) Filing and Printing.
Except as provided in Beverly Hills Municipal Code Section 1-8-4E for candidates who accept the voluntary expenditure limit, the candidate shall be required to pay for the cost of filing Candidates Statements with the Los Angeles County Registrar’s office and the cost of printing the candidate’s statement in the main voter pamphlet. (b) Estimated Costs.
The City Clerk shall estimate the total cost of printing, handling, translating, and mailing the candidates’ statements filed pursuant to this section, including costs incurred, if any, as a result of complying with the Voting Rights Act of 1965 (as amended) and California Elections Code Sections 13307 and 14201. If a candidate does not elect to file a statement of acceptance pursuant to Beverly Hills Municipal Code Section 1-8-4B the City Clerk shall require that candidate filing a statement to pay to the City at the time of filing his or her estimated pro rata share of having his or her statement included in the voter’s pamphlet. In the event the estimated payment is required, the estimate is just an approximation of the actual cost that varies from one election to another election and may be significantly more or less than the estimate, depending on the actual number of candidates filing statements. Accordingly, the City Clerk is not bound by the estimate and may, on a pro rata basis, bill the candidate for additional actual expense or refund any excess paid depending on the final actual cost. In the event of underpayment, the City Clerk may require the candidate to pay the balance of the cost incurred. In the event of overpayment, the City Clerk shall prorate the excess amount among the candidates and refund the excess amount paid within 30 days of the election. If the candidate alleges that he or she is indigent and unable to pay the costs, the provisions of Elections Code Section 13309 shall apply.
Section 4. No candidate will be permitted to include additional materials in the sample ballot package.
Section 5. The City Clerk shall provide each candidate or the candidate’s representative a copy of this Resolution at the time nominating petitions are issued.
Section 6. All previous resolutions establishing City Council policy on payment for candidates’ statements are repealed.
Section 7. This resolution shall apply at the next ensuing municipal election and at each municipal election after that time.

CITY OF BEVERLY HILLS
CITY CLERK’S OFFICE
MEMORANDUM
TO: City Council Elections Ad Hoc Committee Liaisons
(Vice Mayor Craig A. Corman/Councilmember Mary N. Wells) FROM: Huma Ahmed, City Clerk
DATE: January 14, 2026
SUBJECT: Request for the City Council Elections Ad Hoc Liaisons to:
1. Review the City’s Voluntary Campaign Expenditure Limit and Contribution Maximum
2. Review Candidate Statement Costs
3. Funding for the June 2026 Municipal Election
ATTACHMENTS: 1. Beverly Hills Municipal Code (BHMC): Ordinance 23-O-2883
INTRODUCTION
The next Municipal Election for the City of Beverly Hills is scheduled for Tuesday, June 2, 2026. Per California Senate Bill (SB) 970 election dates have been revised to the following:
on a non-Presidential Primary year, elections will be in June and during a Presidential Primary year, local elections will return to March.
In preparation for the upcoming City election in June 2026, staff requests direction on:
• Review of the City’s Expenditure Ceiling Limit and Contribution Maximum • Candidate Statement Costs
• Funding for the June 2026 Municipal Election
The City consolidates its elections with the Los Angeles County Registrar-Recorder/County Clerk’s office (LA County). All cities who coordinate with LA County for their elections provide payment for election services.
DISCUSSION
Voluntary Campaign Expenditure Limit / Campaign Contribution Maximum At the October 17, 2023, City Council meeting, the Council approved with recommendations from the Elections Ad Hoc at that time (Former Mayors/Councilmembers Julian A. Gold, M.D. and Lili Bosse) to increase the City’s voluntary expenditure ceiling for elections from $80,000 to $100,000. Also approved was an increase in the City’s voluntary contribution limit from $450 to $500 per contributor/entity.
The Elections Ad Hoc liaisons at that time did not recommend a change to the amounts for candidates who do not accept the City’s voluntary expenditure ceiling limit. The current 2 of 3
policy is that if a candidate chooses to not accept the $100,000 voluntary campaign spending limit, then the candidate may only accept contributions of $125 per person/entity.
The City’s current voluntary campaign expenditure limit and campaign contribution maximum was approved by the City Council in 2023. (BHMC 1-8-3 Voluntary Contribution and Campaign Expenditure Limits)
Per the California Fair Political Practices Commission (FPPC) the current State contribution limits are $5,900 per person/entity. State campaign contributions apply to any city when the municipal agency does not have laws addressing contribution limits for candidates. The City of Beverly Hills has approved regulations in place for election fundraising and expenditures.
Costs for elections, supplies, staffing, postage, etc. have increased. Example: postage for First Class Mail (metered bulk) has increased by approximately 25% over the past three years.
Staff seeks City Council liaison direction on whether the approved amounts shall remain the same or be updated for the June 2026 Municipal Election. If there is an interest in updating the Voluntary Campaign Expenditure Limit/ Campaign Contribution Maximum, then an Ordinance will be presented to the City Council for formal approval.
Candidate Statements
The Los Angeles County Registrar-Recorder/County Clerk’s office publishes the Official Sample Ballots, inclusive of Candidate Statements to all registered voters. Jurisdictions can also opt for an online/digital choice to publish statements on LA County’s website.
Candidate statements can be printed in their Sample Ballots in print and online.
Historically, Beverly Hills candidates have been provided with an option, that if they agree to the City’s Voluntary Campaign Expenditure Limit and Campaign Contribution Maximum, the City will cover the cost for their statements. Currently, the cost is $800 (English only) and $1,600 (English/Spanish). The cost for online postings with Los Angeles County is estimated at $279.60 per Candidate Statement.
It is requested that the City Council liaisons provide direction on whether the City shall continue to pay for candidate statement costs, should the candidates agree to the Voluntary Campaign Expenditure Limit and Campaign Contribution Maximum.
Election Funding
The current election funding in the City Clerk’s Office is insufficient to cover these costs.
Multiple scheduled and unscheduled elections have been held in the past few years, placing increased strain on the election budget.
When the City coordinates elections with Los Angeles County, whether for regular municipal elections or statewide elections, City facilities must be used as in-person voting locations.
These elections involve significant logistical costs and ongoing outreach efforts. Citywide informational mailers are also distributed to keep the community informed, further contributing to overall election-related expenses.

FISCAL IMPACT
Currently, each year, a total budget of $110,000 is allocated for this fund. This fiscal year, the City hosted one unscheduled election for the November 4, 2025 Statewide Special Election. The City Clerk’s Office election budget is currently $85,000. The City has a municipal election scheduled for June 2026 prior to the end of FY 25-26. There are no carry overs or ongoing funds provided to this fund unless requested to the City Council. The costs for Candidate Statements are listed above. Additional funding for this election is requested.
RECOMMENDATION
It is recommended that the City Council Ad Hoc Liaisons provide direction on the City’s Voluntary Campaign Expenditure Limit and Campaign Contribution Maximum, the Candidate Statement Costs and Funding for the June 2026 Municipal Election.
