Item Number: E-10
To: Honorable Mayor & City Council
From: Andre Sahakian, Project Manager
Meeting Date: February 4, 2026
INTRODUCTION
Staff anticipates the imminent submittal of building permit applications for the LVMH project located at 456-468 N. Rodeo Drive and 449-461 N. Beverly Drive. The project, approved by the Planning Commission on September 25, 2025, includes demolition of the existing structures and construction of a new three-story Louis Vuitton flagship retail store and exhibition space, including a café, gift store, rooftop dining, and subterranean parking. Due to the size and complexity of the project and the staff resources that would be required to complete the plan review, staff is requesting approval of a consultant agreement to perform the plan review for the project. These professional services are not required to be competitively bid pursuant to Beverly Hills Municipal Code § 3-3-112 (G), and staff solicited a proposal from JAS Pacific, which already provides supplemental plan review services under an existing agreement to assist City staff in maintaining established plan review turnaround times during periods of high demand.
DISCUSSION
On January 16, 2026, the applicant submitted applications for demolition permits to commence demolition of the existing structures on the project site. The applicant has indicated their intent to submit applications for building, mechanical, electrical, and plumbing permits for the project within a few months. In order to provide consistent and timely plan review services for this large and complex project, it is necessary to establish a service agreement to provide dedicated plan review services specifically for the LVMH project. Under the agreement, JAS Pacific would perform all plan reviews associated with the project for compliance with the building code and related codes and standards.
The review encompasses grading and excavation, the structure and its systems, and site work. The Fire Department will execute a separate agreement with JAS Pacific for plan review of the building’s fire safety systems.
JAS Pacific has provided high quality service to the City and its customers. The firm has comprehensive knowledge of the City’s building regulations and plan review software.
Staff have reviewed the LVMH project with JAS Pacific to ensure they have the staff resources available to complete the plan review. JAS Pacific has committed to providing dedicated plan review services for the LVMH project without impacting the other plan review services provided to the City under existing agreements.
FISCAL IMPACT
The requested one-time General Fund appropriation of $161,975.00 covers the full cost of the agreement and includes a 10% contingency. The plan check fees to be collected from the applicant will entirely offset the City’s costs under the agreement. Therefore, there is no fiscal impact resulting from the agreement.
