RECOMMENDATION
Staff recommends that City Council approve the closure of Greystone Mansion & Gardens: The Doheny Estate (Greystone) to the public for the morning of Saturday, February 21, 2026 as part of a private rental.
INTRODUCTION
During the 2025-2026 review of Taxes, Fees, and Charges, City Council approved a daily Park Closure Private Rental fee of $25,000. This fee would allow the closure of Greystone to the public for private events and filming. This fee is in addition to all facility rental charges, filming permits, and staffing charges. This fee is subject to Council approval therefore, each request will be brought forward for City Council’s consideration.
DISCUSSION
Treasure State LLC has submitted a rental event application to hold an event at Greystone that would use the full parking lot, removing any parking or access for the public. This event will start before normal park hours and will finish by midday, allowing the park to reopen to the public for the afternoon. Due to the request for a partial day closure (approximately two hours), rather than a full day closure, prorating the $25,000 daily closure fee is recommended to both allow this rental event to take place and to minimize the impact of the closure on the public. The City can accommodate this request should City Council approve, as there is no scheduled programming or other rental reservations during the requested closure time.

Greystone Mansion and Gardens is visited by approximately 200-500 visitors per day on weekend days, with most visitors arriving during the hours the park would still be open to the public on this date. Staff will ensure notice is posted regarding the closure onsite and on social media working with the Communication Office as well as the Beverly Hills Chamber of Commerce and Conference and Visitors Bureau. Staff will also work with local hotels to provide updated information on park access.
FISCAL IMPACT
This rental and full park closure will not result in a loss of revenue as the park is open daily for free and there are no scheduled ticketed events that will be impacted. If City Council approves the partial day closure of Greystone, there will be an additional $7,142.86 in revenue to the estimated rental fees, for a total estimated revenue of $12,936.86 as further described below.
Event Permits $4,789
Park Rangers $1,005

(7hrs of operation/$25,000 =
