INTRODUCTION
This report provides information and requests City Council’s acceptance of the contract work indicated below and authorization of the City Clerk to record the Notice of Completion (Attachment 1) with the Los Angeles County Recorder.

DISCUSSION
The Will Rogers Park Public Restroom Replacement Project was initiated in response to the aging condition and limited capacity of the existing restroom facility, which was originally constructed in 1976 and did not meet current accessibility standards. The project aligns with the City’s ongoing efforts to maintain and upgrade public amenities in historic parks, ensuring compliance with the Americans with Disabilities Act (ADA) and addressing increased usage demands.

The project development process began with needs assessment and site evaluation, followed by the engagement of a qualified architectural firm, Architectural Resources Group, to prepare design and construction documents.

On February 5, 2025, the contract for the Will Rogers Park Restroom Replacement Project was awarded, following a prequalification process and competitive bidding in accordance with State and local procurement requirements. The project consolidated demolition and new construction into a single contract to streamline delivery and facilitate Community Development Block Grant (CDBG) funding approval.

On February 25, 2025, construction started with the demolition of the existing building, replacing it with a larger facility in the same location, and including approximately 2,300 square feet of site improvements and service yard expansion. The new 500 square-foot restroom facility is now fully ADA compliant with triple the number of toilet fixtures and double the number of lavatories in each women’s and men’s restroom. The service yard wrapping around the restroom was expanded to allow the pump equipment, which supports the historic fountain with aquatic life, to be housed in a secure area with easy access for maintenance. The current equipment is located in an underground vault and has reached its useful life. Concrete equipment pads and accommodation for pipes pathways were incorporated in the design for future pipe extension required for the new water fountain pump and control equipment.

All work was completed in accordance with the approved plans, specifications, and applicable code requirements, as verified through field inspections and compliance reviews prior to contract closeout.

FISCAL IMPACT
Funding for the project was allocated from two primary sources, Community Development Block Grant (CDBG) funds, in the updated amount of $895,529, and the CIP #00315 (Park Facilities Maintenance & Improvements) in the Parks and Recreation Facilities Fund (Fund 160), which had a balance of $2,254,714 at the time of contract award. CDBG-eligible project costs that include design, engineering, construction, and administrative expenses are reimbursed to the City at fiscal year-end, contingent upon federal funding availability, while any remaining costs are covered by the CIP fund balance.

The total contract amount is $2,122,960, which includes a contingency amount of $227,460. There were several unforeseen site conditions that resulted in two change orders in the total amount of $108,221.01. The total project cost amounts to $1,995,221.01; therefore, $127,738.99 will be credited back to the original funding source. The current amount paid on the contract is $1,895,459.96 with a retention balance of $99,761.05 to be paid 35 days after the recordation of the Notice of Completion.
