INTRODUCTION
The City provides building maintenance services for more than 65 buildings and facilities, totaling approximately 3.2 million square feet. These services are delivered through a combination of City Facilities Services staff, ongoing maintenance agreements, and capital improvement projects administered by the Public Works Department.

Following a competitive selection process, City Council approved the agreement between the City of Beverly Hills and George S. Hall, Inc. (Agreement No. 755-22) in 2022 for Facilities Engineering Operations and Mechanical Maintenance at City Properties. In 2023, City Council approved Amendment No. 1, which expanded the scope to include general maintenance of City-leased properties previously serviced by City staff. A side letter agreement with the Municipal Employees Association supported the outsourcing of leased property maintenance.

Since the transition to George S. Hall, Inc. (“GSH”), staff has conducted a series of comprehensive engineering assessments across the City’s facility portfolio. These assessments have identified a substantial volume of mechanical, electrical, plumbing, heating, ventilation, and air conditioning (“HVAC”), and Fire Life Safety systems that have exceeded their engineered useful life. While these assets were previously maintained under a more reactive basis, their current condition now necessitates a prioritized upgrade and/or replacement strategy to ensure continued operational reliability.

Staff is requesting a change purchase order and related appropriations to address this immediate need for system-level upgrades and critical “as-needed” maintenance.

Approval of this item will allow the City to proactively replace high-priority components, maintain regulatory compliance for fire systems, and mitigate the risk of failures that would result in significantly higher emergency repair costs and service disruptions for City operations and tenants.

DISCUSSION
The agreement provides facilities engineering operations and mechanical maintenance services at:
 City-owned and occupied facilities (e.g., City Hall, community centers, Fire Stations, and Police facilities);
 Parking structures and facilities; and
 City-leased tenant properties.

Services provided under the agreement include:
 HVAC systems;
 Fire Life Safety systems;
 Electrical and mechanical systems;
 Other engineering services [Attachment 1]; and
 General maintenance at City-leased tenant properties (painting, plumbing, etc. [Attachment 2]).

Meeting Date: February 11, 2026

GSH invoices separately for ongoing/regular services and as-needed work. Ongoing services consist of fixed-fee preventative maintenance, which includes routine inspections, testing, and scheduled maintenance and repairs to keep systems in good working order (e.g., HVAC; fire life safety; other electrical/mechanical; etc.), and general maintenance at tenant-leased properties. For additional details about what is included in ongoing/regular, see Attachments 1 and 2, including the matrices. As-needed work includes emergency and after-hours response, overtime labor for repairs when needed, project-based replacements or upgrades required when a system component fails or reaches the end of its useful life, and subcontractors for specialized trades and supplies for any other work not included in the ongoing/regular scope of work described in Attachments 1 and 2.

Increased Costs for As-Needed Work
When the contract was approved, as-needed work was estimated at approximately 15 percent of ongoing/regular work costs with an additional 10 percent contingency.

However, as the contractor performed the initial deep-dive assessments of the City’s facilities, a growing volume of deferred maintenance and immediate repair needs was identified. Fiscal Year 2024-25 data reflected the contractor moving to more proactively address deferred maintenance needs with as-needed corrective work representing approximately 41 percent of regular costs. Current fiscal year data from July through October 2025 indicates that corrective as-needed work has increased to average approximately 75 percent of ongoing/regular costs. The increased as-needed spending ratio is a further direct result of the more proactive approach with the current contractor.

The requested purchase order increase will allow further needed progress against the deferred maintenance backlog, and staff recommends the continued investment towards this effort.

Partial Summary of Corrective Work Performed (FY 25/26 to-date)  HVAC Responses: Extensive emergency repairs to critical HVAC equipment, including chillers, air handlers, and control systems at City Hall, Police Department, and various community centers. This included high-dollar compressor and control device replacements to restore climate controls.
 Regulatory Fire Life Safety: Corrections of deficiencies identified during five-year and annual inspections, including replacing smoke detectors, tamper switches, necessary fire pump components, and sprinkler system components, at Fire Department, Police Department, parking structures, and tenant-leased properties.  Infrastructure Asset Protection: Repairs/replacements to subterranean sewage ejectors and sump pumps at 439 N. Cañon Dr. and 444 N. Rexford Dr. parking structures to address/prevent structural flooding.
 Other Tenant Obligations: Responses to emergency plumbing and HVAC calls at commercial leased properties, fulfilling the City’s obligations as landlord for revenue-generating assets.

Summary of Prioritized Upcoming Projects (Remaining FY 25/26) The following projects have been identified as work to be completed for the remainder of the fiscal year. These projects move beyond simple repairs into component replacement, which justifies the use of existing CIP funding. Unidentified projects and needs will arise during the remainder of the fiscal year and will be assessed based on available funding and urgency.

Also to be noted is that tenant-related service demand at City-leased properties has significantly exceeded original projections. While initially estimated at 31 percent of total effort, tenant-related service calls now account for 50 to 60 percent of service volume.

These requests are frequently time-sensitive emergency repairs (e.g., plumbing backups, gate failures, or climate control issues) that must be addressed immediately to fulfill the City’s obligations as a landlord and prevent business disruptions for the City’s commercial tenants.

FISCAL IMPACT
The proactive maintenance approach initiated under this agreement is resulting in higher immediate costs but is strategically designed to lead to long-term stabilization, reduced emergency response needs, and mitigation of costly future system or component failures.

While unforeseen emergent needs may still occur, this investment focuses on the orderly remediation of the City's substantial deferred maintenance backlog.

Permissible tenant-related reimbursable costs will be collected and allocated in accordance with existing lease terms.

This proactive strategy has also accelerated the consumption of total contract consideration. Consequently, staff will recommend an amendment to the total contract agreement amount as part of the Fiscal Year 2026-27 blanket purchase order process.

Furthermore, a Budget Enhancement will be required in the upcoming fiscal year to accommodate the continued effort to aggressively address the identified deferred maintenance backlog.

The current Council approved purchase order authority for ongoing/regular and as-needed expenses is $3,973,856 for Fisal Year 2025-26. The proposed increase to the purchase order would authorize up to an additional $1,600,000, resulting in a total not-to-exceed amount of $5,573,856. The purchase order amount would be allocated 55% ($880,000) Meeting Date: February 11, 2026

to the operations budgets and 45% ($720,000) to the CIP budget, based on current yearto-date as-needed cost experience.

A one-time appropriation is required for Fiscal Year 2025-2026 for the operating budget component in the amount of $545,000 from the Capital Assets Fund (405 – Facilities Services) and $335,000 from the Parking Enterprise Fund (810 – Parking Operations).

Sufficient funding is available for upcoming as-needed CIP work and exists primarily in CIP 811 – Major Building Systems Maintenance and Replacement, supported by the Capital Assets Fund and Parking Enterprise Fund.

Additional categories of as-needed maintenance work could also include, but not be limited to: as-needed plumbing (e.g., sewer pipe minor repair/replacement, gas line minor repair/replacement, grease trap/interceptor maintenance, etc.21); upgrade or major repair of card key access control system infrastructure22’ 23; minor waterproofing projects; installation of signage; boarding up of windows (e.g., due to broken glass that needs to be replaced); glass repair/replacement; specialized metal/stone maintenance; mold remediation/hazardous materials removal; emergencyremediation/restoration; etc. There may be other examples of additional as-needed general facilities maintenance work at CITY’s leased properties that are not listed but may arise as required.

C. Building Improvements at CITY’s Leased Properties
CITY expects CONTRACTOR to coordinate, supervise, and perform minor building improvements, as directed by CITY. These types of minor building improvements will be communicated with a list of improvements and/or field sketches and do not typically require any type of engineering services or construction documents. CONTRACTOR must obtain approval from Tenant Relations Coordinator prior to implementing any building improvement not initiated by CITY. The Tenant Relations Coordinator will determine if the proposed work will be (a) implemented by CONTRACTOR (and/or its subcontractors) and billed additionally under the current Agreement, (b) implemented by CONTRACTOR (and/or its subcontractors) under aseparate agreement with CITY, or (c) managed and implemented by CITY (using a separateagreement[s] between CITY and other contractor[sJ).

CITY will take the lead on implementing and managing larger and more complex building improvements such as large system replacements, large flooring replacements, extensive interior painting or major painting of the exterior of the building, mill work, major ceiling replacement,lighting projects, utility size upgrades, etc. If the building improvement is managed and implemented by the CITY, CONTRACTOR’s role would be to assist with providing access to contractors.
21 Grease trap/interceptor maintenance generally falls under the responsibility of the tenants. On an emergency basis, CONTRACTOR may be called out to assess problems and recommend solutions.

Depending on the scope of the fix, CONTRACTOR may implement it, in coordination with the TenantRelations Coordinator, or if it a larger repair, CITY will take the lead as a building improvement. 22Electronic access services and support are provided by a vendor currently contracted by CITY (see List of Proprietary Systems at the end of this attachment).
23 For work on the access control system, CONTRACTOR shall inform and coordinate with the Tenant Relations Coordinator prior to implementation.
