RECOMMENDATION
Staff recommends City Council reject all bids received for the La Cienega Park MidBlock Pedestrian Crossing Project and direct staff to rebid the project.

INTRODUCTION
This report is a request for City Council to reject all bids received for the mid-block pedestrian crossing improvement and related civil improvements on La Cienega Boulevard between Gregory Way and Olympic Boulevard.

The project plans were prepared and signed by a California-licensed Civil Engineer employed by a firm under contract with the City. The project specifications were prepared by a California-licensed Civil Engineer employed by a firm under contract with the City. Both documents were reviewed and approved by the City’s Associate Project Manager, who is also a California-licensed Civil Engineer.

On January 14, 2026, a Notice Inviting Bids was published on the City’s PlanetBids web portal, in the Beverly Hills Courier, and the Beverly Press, respectively. Thirty (30) contractors downloaded the project construction documents as prime contractors.

After reviewing the bids, staff believes the best interests of the City would be served by rejecting all bids and re-bidding the project utilizing a contractor prequalification process.

If approved by Council, staff will conduct a contractor prequalification process to establish a list of contractors qualified to perform traffic signal improvements and subsequently rebid the project to that list of qualified contractors as soon as possible.

FISCAL IMPACT
There is no fiscal impact to the City in the rejection of these bids.
