RECOMMENDATION
Staff recommends that City Council accept the described work with KDC, Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information to City Council for acceptance of the contract work in the final amount of $2,528,988.56 and authorization for the recordation of the Notice of Completion with Los Angeles County Recorder by the City Clerk.
DISCUSSION
The Phase 2 Traffic Signal Upgrade Project included upgrades to 50 intersections in the City, consisting of CCTV cameras, video detection, and battery backup system procurement. The upgrades are intended to improve system reliability and allow City operators to operate the system remotely to make on-demand adjustments.
KDC, Inc. was able to successfully install and integrate all aspects of the project except the battery backup systems. The battery backup systems were originally delayed due to a coordination issue with Southern California Edison, and it was ultimately decided that KDC Inc. would deliver the systems to the City and City crews would install the battery backup systems. KDC, Inc. purchased and delivered the battery backup systems to the City, and City crews are in the process of installing them. The City was only charged for the direct cost of purchase and delivery of the battery backup systems; the installation

costs for these systems were not charged to the City and make up a majority of the remaining funds in the purchase order. This contract was also used to relocate a traffic signal service located at the Will Rogers Memorial Park as part of the public restroom replacement.
City Council originally awarded this contract to KDC, Inc. on August 2, 2022 in the amount of $3,057,963.00.
KDC Inc. was issued a notice to proceed on September 12, 2022 and construction substantially completed on February 4, 2026. Engineering Division personnel inspected all the work and are satisfied that the work was completed in accordance with the contract documents approved for this project.
FISCAL IMPACT
The construction contract purchase order amount, including a 10% contingency, was $3,363,759.00. The final amount for the completed work is $2,528,988.56; $2,402,539.13 has been paid to date with retention balance of $126,449.43 due to be paid 35 days after the recordation of the Notice of Completion. The purchase order balance of $834,770.44 will be returned to CIP No. 00210 – Traffic Signal System Upgrades.
