Subject: Planned Installation of All-Way Stop Control at Six Intersections Along Summit and Marilyn Drives
Attachments: 1. February 5, 2026, Traffic and Parking Commission Staff Report
INTRODUCTION
On February 5, 2026, the Traffic and Parking Commission approved the establishment of all-way stop control at six intersections along Summit and Marilyn Drives. Per Section 7-1-3(A) of the Beverly Hills Municipal Code, the Traffic and Parking Commission has the authority to install or remove stop signs within the city.
DISCUSSION
The City received a community request for all-way stop control at the intersection of Summit and Marilyn Drives due to near misses perceived to be caused by right-of-way confusion between drivers entering the intersection from the two uncontrolled approaches. Upon review of the intersection, similar right-of-way issues were observed at five additional nearby intersections, along with limited sight visibility caused by steep grades, roadway curvature, and vegetation. In total, six intersections were identified, listed below:
• Summit Drive/Della Drive
• Summit Drive/Cove Way
• Summit Drive/Carolyn Way
• Summit Drive/Marilyn Drive
• Marilyn Drive/Carolyn Way
• Marilyn Drive/Garden Lane
In response to the community request, the City completed a traffic study to review potential allway stop control at the six intersections. The intersections all meet the sight distance warrant established in the recently published January 2026 edition of the California Manual on Uniform Traffic Control Devices (CA MUTCD) for approval of all-way stop control. This warrant is for intersections that do not have enough sight distance for road users to see all conflicting traffic and safely traverse the intersection.

Meeting Date: March 24, 2026
Staff presented the results of the traffic study to the Traffic and Parking Commission on February 5, 2026 (Attachment 1), and the Commission voted 3-1 to approve the establishment of all-way stop control at all six intersections. Commissioners in support expressed that the installations were needed for improved safety due to limited driver visibility of oncoming traffic. One Commissioner preferred to explore other options to address the issues.
To advise residents of the Traffic and Parking Commission meeting, notices were mailed to approximately 160 Beverly Hills households within 500 feet of the six intersections. The public comments received from two households were mixed. One household expressed support for allway stop control. The other household expressed support for all-way stop control at Summit Drive/Marilyn Drive but believes that current traffic control feels sufficient at the other intersections and additional stop-control at low volume intersections could lead to traffic congestion, especially during rush hour.
FISCAL IMPACT
The cost of installing the necessary signage and markings is available in the approved budget for the Annual Street Sign and Striping CIP (No. 00863).

INTRODUCTION
This report summarizes an evaluation of all-way stop control at six intersections along Summit and Marilyn Drives and outlines how these intersections meet criteria for installation of all-way stop control established in the California Manual on Uniform Traffic Control Devices (CA MUTCD) and the American Association of State Highway and Transportation Officials (AASHTO) Policy on Geometric Design of Highways and Streets.
Per section 7-1-3(A) of the Beverly Hills Municipal Code, the Traffic and Parking Commission has the authority to install or remove stop signs within the city.
BACKGROUND
In late 2025, the City received a resident request for all-way stop control at the Summit Drive/Marilyn Drive intersection to address near misses perceived to be caused by right-of-way confusion between drivers entering the intersection from the two uncontrolled approaches. Upon review of the intersection, staff confirmed this issue to be present, as well as limited driver visibility, and observed similar issues at five additional nearby intersections, including Summit Drive/Della Drive, Summit Drive/Cove Way, Summit Drive/Carolyn Way, Marilyn Drive/Carolyn Way, and Marilyn Drive/Garden Lane. As such, the City initiated a traffic study to review potential all-way stop control at all six intersections.
DISCUSSION
Summit and Marilyn Drives are local residential streets in the northwest area of Beverly Hills.
Both streets accommodate a single travel lane in each direction with limited on-street parking, typically on only one side of the street due to the narrow roadway widths. As a result of the hillside terrain, intersections along both streets have limited driver visibility caused by steep grades, roadway curvature, and vegetation. As shown in Attachment 1, each of the six intersections included in the traffic study are three-way intersections with either stop control in only one direction or no traffic control at all, which leads to conflicts between drivers due to the lack of clarity regarding right-of-way. These conflicts are amplified by the limited driver visibility.
The CA MUTCD has warrants that should be considered when deciding to install all-way stop control, including vehicle/pedestrian volumes and collision history. It also identifies other potential criteria that may be considered, including:
• The need to control left-turn conflicts;
• The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes;
• Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; • An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection.
Using intersection sight distance requirements defined by AASHTO, staff determined that all six intersections meet the CA MUTCD considerations for establishment of all-way stop control through (1) the need to control left turn conflicts and (2) to address limited visibility of conflicting traffic.
AASHTO guidance regarding visibility for left-turn movements is based on Intersection Sight Distance (ISD) and Stopping Sight Distance (SSD). ISD represents the minimum length of clear, unobstructed view along intersecting roadways for a driver to see conflicting traffic and safely judge when to perform a left turn. SSD represents the minimum distance required for a driver to observe a conflict in the roadway and bring their vehicle to a complete stop. Both metrics are important for intersection safety, but this study focused on ISD due to the limited driver visibility caused by steep grades, roadway curvature, and vegetation.
Calculating ISD is determined by the type of intersecting street from which the conflict originates (major vs. minor approach) and the speed of the driver approaching the intersection to initiate the left turn. All streets in this study have a posted speed limit of 25mph, so the minimum ISDs required are as follows:
• Turning left from major street onto minor street: 205ft (AASHTO 9.5.3.6 Case F) • Turning left from minor street onto major street: 280ft (AASHTO 9.5.3.2.1 Case B1) The following table shows each of the six intersection approaches studied and their existing vs. required sight distances for the relevant left turning movements, also displayed in Attachment 1.

As shown, none of the intersection approaches currently meet the standard ISD required for drivers to navigate left turns in their current uncontrolled state. Additionally, since sight distance is limited in multiple directions, having a single stop-controlled approach is insufficient to safely control the intersection’s potential conflicts. Therefore, all-way stop control at each location would improve visibility of oncoming traffic and make it easier for drivers to judge when it is safer to traverse the intersections.
Community Engagement
To advise residents of this meeting, notices were mailed to approximately 160 Beverly Hills households within 500 feet of the six intersections (Attachment 2).
Next Steps
If approved, staff will install stop signs and the required pavement markings on each approach of the listed intersections.
FISCAL IMPACT
The cost of installing the necessary signage and markings is available in the approved budget for the Public Works Department Street Maintenance Bureau.

Project: Traffic and Parking
Commission Meeting - All-Way Stop
Control at Multiple Intersections on
Summit and Marilyn Drives
Dear Community Member,
The Public Works Department is recommending installing all-way stop control at six intersections due to limited sight distance caused by steep grades, roadway curvature, and vegetation. The locations are:
1. Summit Dr / Della Dr
2. Summit Dr / Cove Way
3. Summit Dr / Carolyn Way
4. Summit Dr / Marilyn Dr
5. Marilyn Dr / Garden Ln
6. Marilyn Dr / Carolyn Way
The above locations are each three-way intersections with either stop control in only one direction or no traffic control. All-way stop control would provide increased safety by requiring all vehicles to stop before entering the intersection, ensuring adequate visibility of conflicting traffic and clarifying which driver has the right-of-way.
