Parking Lane Striping Installation on Spalding Drive
1. Neighborhood Traffic Calming Program Survey
2. Conceptual Design of Parking Lane Striping
INTRODUCTION
In response to resident requests, parking lane striping will be added on the 200 and 300 blocks of Spalding Drive to maximize parking supply by delineating individual parking stalls.
DISCUSSION
At the March 4, 2025, City Council Formal Meeting, following public comment by two residents from the 300 block of Spalding Drive regarding parking availability, City Council directed staff to initiate a parking occupancy study on the 200 and 300 blocks of Spalding Drive to potentially modify the existing Preferential Parking Permit (PPP) Zone “QQ” parking regulation.
Per the process outlined in the Beverly Hills Municipal Code, in mid-April 2025, a survey was mailed to all dwelling units on the 200 and 300 blocks of Spalding Drive to potentially modify the existing parking regulation of “2-hour parking, 8am-6pm, Monday to Saturday, Permit QQ Exempt” to “1-Hour Parking, 8am-6pm, Monday-Friday, and No Parking Any Other Time, Permit QQ Exempt.”
A minimum of 60% support from dwelling units on each block is required to initiate a City review process. Due to lack of responses, neither block met the minimum threshold to pursue the modification.
During this process, staff received a resident request to delineate on-street parking stalls to further address parking impacts by communicating to drivers where to park their vehicles. The resident provided photos of vehicles parked with irregular spacing, leaving gaps too small to accommodate a vehicle. This parking pattern reduces the overall parking capacity on the two blocks.
Concurrent with the City-initiated PPP process, on April 24, 2025, at a Neighborhood Traffic Calming Program meeting for the 200 and 300 blocks of Spalding Drive, staff discussed the

request for marking on-street parking stalls. The approximately 30 residents in attendance supported the change as a way to improve parking on the two blocks, while also helping to slow traffic by delineating the travel and parking lanes.
In June 2025, the City distributed a Neighborhood Traffic Calming Program survey (Attachment 1) to all dwelling units on the 200 and 300 blocks of Spalding Drive. The survey advised residents that the parking lane striping would be installed as part of the City's annual pavement marking project and solicited feedback on the broader traffic calming program. The City received no opposition to the striping change.
The parking lane striping, as shown in Attachment 2, will be installed in late spring/early summer.
Prior to installation, notices will be mailed to all residences on the two blocks advising of the upcoming work.
FISCAL IMPACT
The cost of installing the parking lane striping is available in the contract for the annual citywide pavement marking project approved by City Council on September 30, 2025.

Traffic Calming Options for 200 S. Spalding Drive
Background
The Beverly Hills City Council approved the Neighborhood Traffic Calming Program on November 7, 2023. The program is meant to serve as a resource to:
• Identify context sensitive traffic calming options that will address resident concerns • Establish policies and procedures for approval and installation of traffic calming tools For more information about the program, visit: www.beverlyhills.org/TrafficCalming Traffic Conditions on S. Spalding Drive
In response to receiving a resident application for traffic calming on the 200 block of S. Spalding Drive, the City collected traffic data for the block. A summary of this information is provided in the chart below.
As shown, this block has a documented issue with excessive vehicle speeding and cut-through traffic.
