RECOMMENDATION
Staff recommends City Council approve Amendment No. 1 to an agreement between the City of Beverly Hills and Dana Safety Supply, Inc. for the upfitting of various types of public safety vehicles and approve a change purchase order in the amount of $225,000 for a total not-to-exceed amount of $525,079.79 for Fiscal Year 2025/26 to Dana Safety Supply, Inc. for these services.

INTRODUCTION
“Upfitting” is industry jargon for installing or equipping vehicles with emergency equipment.

In conjunction with vehicle procurement, Fleet Services staff confer with City departments to determine the types of emergency equipment needed for each new vehicle before being placed into service. In order to maximize the life expectancy for high-cost items, existing components that can be reused or transferred are removed from surplus vehicles and transferred to replacement vehicles. The replacements for components that can no longer be used and vehicle-specific equipment must be purchased and installed.

DISCUSSION
The Fleet Services Bureau is required to upfit Police Department, Fire Department, and Public Works replacement and net new vehicles purchased each Fiscal Year. In an effort Meeting Date: March 24, 2026

Page 2 of 2 ends

to support this process, City Council approved a multi-year agreement for upfitting services with Dana Safety Supply, Inc. (#385-22) on June 21, 2022.

The Police Patrol, Traffic Control, and Fire Department replacement vehicles that were purchased in Fiscal Year 2024/25 were required to be upfitted as they were delivered from the manufacturer, before they could be placed into service. This upfitting used a large amount of the current Agreement’s consideration and encumbered funds in the purchase order for Dana Safety Supply, Inc. The Police Patrol, Traffic Control, and Community Service Officer replacement and net new vehicles that were purchased in Fiscal Year 2025/26 will also be in need of upfitting as they are delivered.

The cost of upfitting has increased in recent years due to rising product costs and the addition of enhanced safety measures, including ballistic panels and ballistic glass in patrol vehicles. The proposed amendment and increase to the purchase order will allow Fleet Services to continue upfitting City fleet vehicles, including a significant number of Police Department replacement vehicles currently being procured. This amendment will enable Fleet Services to complete the additional upfitting work through the remainder of the current fiscal year and support anticipated upfitting needs for the next fiscal year with no change to the term of the original Agreement. The requested change order will support the additional upfitting through the remainder of the current fiscal year with no impact to the current budget.

Staff recommends that City Council approve Amendment No. 1 and the accompanying change purchase order request to Dana Safety Supply, Inc., as the company has proven to be reliable and responsive through prior upfitting installations. Dana Safety Supply, Inc.’s extensive experience in emergency vehicle upfitting, combined with its self-contained production facility and close proximity to the City, provides the City with the best fit for the services required.

The Fleet Services Bureau has researched additional upfitting vendors, used by other municipal agencies in the area, with the intent to utilize another vendor alongside Dana Safety Supply, Inc. to streamline upfitting timelines and help eliminate bottlenecks due to queueing issues.

Staff will bring a new Agreement and purchase order request with a second upfitting vendor, and a new purchase order request with Dana Safety Supply, Inc., to City Council during the Fiscal Year 2026/27 blanket purchase order (BPO) approval process.

FISCAL IMPACT
No additional funding is requested, as funding for the purchase order increase is included in the Fiscal Year 2025/26 City Council-approved Vehicle Replacement Fund CIP budget.
