STAFF REPORT
Meeting Date: April 21, 2026
To: Honorable Mayor & City Council
From: Enisha Clark, Human Services Administrator
Subject: Update on Homelessness Response Planning for Metro D Line Opening
Attachments: 1. Beverly Hills is Metro Ready Flyer

INTRODUCTION
At the January 21, 2026, meeting, staff provided an overview of the City’s End-of-Line Homelessness Response Plan in preparation for the opening of the Metro D Line station at Wilshire/La Cienega. Since that meeting, Metro has officially announced that the Wilshire/La Cienega station is scheduled to open on May 8, 2026.

With a confirmed opening date, staff have continued advancing implementation of the End-of-Line Homelessness Response Plan. Efforts have focused on completing outreach materials, initiating proactive business engagement, strengthening interdepartmental coordination, and finalizing the data monitoring framework that will guide operational adjustments once the station becomes operational. These coordinated planning and outreach efforts are part of the City’s broader goal to ensure Beverly Hills is Metro Ready by equipping residents, businesses, and City departments with the information, resources, and operational coordination necessary to proactively prepare for the arrival of Metro service. This report provides an update on the progress made and outlines the next steps as the City moves into the final preparation phase ahead of the station opening.

DISCUSSION
Given the evolving nature of Metro operations and the potential impacts associated with end-of-line activity, staff organized the City’s response into a phased implementation approach that allows for ongoing discussion and monitoring over time rather than a single point-in-time update. Each phase represents a different stage of readiness and operation which allows staff to prepare in advance, respond during the initial launch of Metro service, and make data-informed adjustments as conditions evolve. The phases include:

Phase 1- Pre-Opening Preparation (Current – Station Opening) Phase 2- Initial Station Opening (First 30 Days of Operations) Phase 3- Stabilization and Adjustment (30–90 Days Post-Opening) Phase 4 - Ongoing Operations
Phase 1 Update: Pre-Opening Preparation (Currently Underway) Since the January 21, 2026, meeting, our Beverly Hills Fire Department- Human Services Division has focused on preparation activities leading up to the opening of the station. At the direction of Council, staff has prioritized the development of clear, proactive outreach materials to support both businesses and residents in preparing for the arrival of Metro service.

Collaborating with multiple City Departments staff have developed a concise two-page informational flyer entitled, Beverly Hills is Metro Ready! (Attachment 1) designed to outline the steps the City has taken to prepare, and actions businesses and residents can take to proactively coordinate with City resources. The flyer provides information on available support services, including how to connect with the Beverly Hills Outreach Team (BHOT), how businesses can establish Trespass Enforcement Authorizations with the Beverly Hills Police Department, and where to access additional City & Metro resources.

In parallel, staff have finalized interdepartmental response protocols, ensuring that roles, communication channels, and operational coordination across City departments are clearly defined. Staff continue to coordinate with Metro representatives and outreach partners to align expectations and ensure communication pathways remain open as the opening approaches.

Staff have also developed the City’s data tracking and reporting framework, which will allow the City to monitor operational conditions, outreach activity, calls for service, and emerging trends in real time. A database has also been created to organize and track enforceable Trespassing Authorization orders, making them easily accessible by staff, which is especially helpful to our overnight teams.

Staff have initiated proactive face-to-face business outreach and information distribution through the Beverly Hills Chamber of Commerce and the City’s website. The Beverly Hills Fire Department- Human Services Division is also preparing to fill a vacant position to increase staff capacity and overall support for Metro-related social service needs.

The City’s Community Outreach Manager will be coordinating with local schools to include information in district and parent newsletters, as well as conducting direct outreach to private schools and faith-based organizations located near the station area.

Through coordination with the City’s Public Information Officer and Community Outreach Manager, staff are working to ensure residents, businesses, and community partners remain informed as Metro service begins.

Next Steps
With the La Cienega/ Wilshire Station Opening on May 8, 2026, the City will officially move into Phase 2. Phase 2 will focus on the initial station opening and the first 30 days of Metro operations. During this period, staff will deploy coordinated outreach and monitoring efforts during peak end-of-line hours and maintain a consistent field presence in and around the station area.

Meeting Date: April 21, 2026

Staff will actively collect and analyze operational data, including offloading patterns, calls for service, outreach engagements, and environmental conditions. This information will be used to assess impacts and guide operational adjustments as needed.

Weekly collaboration meetings will be held with City departments and external partners to review trends, discuss observed conditions, and refine deployment strategies.

Staff will also actively monitor community feedback and respond to concerns in real time.

Internal updates regarding service demand and operational conditions will be provided on a regular basis. Staff will return to Council with updates, operational recommendations, or potential resource needs if warranted as conditions evolve during the initial opening period.

FISCAL IMPACT
There is no immediate financial impact anticipated, as the proposed outreach strategy will rely primarily on existing City resources. Staff will monitor resource demands and return with operational recommendations and budget refinements if necessary.

RECOMMENDATION
Staff will continue implementing the phased End-of-Line Homelessness Response Plan in preparation for the May 8, 2026, opening of the Metro D Line station at Wilshire/La Cienega, including ongoing business outreach, coordination with Metro and regional partners, and operational readiness activities. Staff will monitor conditions, evaluate operational data, and return to Council with updates to ensure Beverly Hills remains Metro Ready.
