INTRODUCTION
The Zero Based Budgeting Capital Improvement Project Ad Hoc Committee (hereafter, “Ad Hoc”), comprised of then Mayor Nazarian and Councilmember Wells, held four meetings evaluating $169.1 million of identified project needs for fiscal years 2025-26 through 2029-30 based upon criteria such as safety, regulatory, historic assets and utilization. Through this process, the Ad Hoc arrived at a prioritized portfolio of projects totaling $105.8 million that align with the City Council Work Plan while better aligning with resource constraints and setting aside funds for future projects.
BACKGROUND
The City of Beverly Hills develops a five-year Capital Improvement Program (CIP) to plan for investment in infrastructure, facilities, and other long-term assets. Each January, departments review and update the existing five-year plan based on City Council priorities, funding sources, infrastructure upgrade needs, and refined cost estimates, while establishing a new fifth-year projection. Historically, many CIP projects were established with broad titles such as “Street and Sidewalk Improvements,” with annual narratives specifying planned improvements for the upcoming year. Unused funds were typically carried forward within the same project, allowing balances to accumulate over multiple years. This approach enabled staff to aggregate sufficient resources for larger or unforeseen projects exceeding typical annual funding allocations.

Traditionally, this process has been incremental in nature, rolling forward existing projects and prior-year funding assumptions and carryforwards, while adjusting for new needs or cost changes. However, in response to projected General Fund deficits, the City Council directed staff, as a Mayoral initiative, to conduct a zero-based budgeting review, requiring each project to be justified from the ground up based on current needs and fiscal capacity.
The zero-based budgeting (ZBB) approach requires expenditures to be justified each budget cycle, starting from a “zero base.” ZBB requires every program or project to be analyzed in terms of necessity, effectiveness, and alignment with organizational priorities.
Key goals include:
Reassessing and prioritizing all capital projects based on necessity, impact, and fiscal sustainability.
Identifying cost savings or deferral of lower-priority projects to align with projected resources.
Distinguishing between maintenance versus new capital investment, ensuring that ongoing needs are funded appropriately while discretionary enhancements are carefully scrutinized.
Improving transparency and accountability in capital planning and decisionmaking.
This initial ZBB review focused on four funds closely tied to the General Fund:
Fund 160 – Parks and Recreation Facilities Fund: Special revenue fund that finances capital improvements to park and recreation facilities. Although not directly supported by the General Fund, it helps offset the need for General Fund subsidization of those assets.
Fund 210 – Affordable Housing Fund: Special revenue fund established under municipal code to support acquisition, construction, rehabilitation and subsidies of affordable housing for very low, low and moderate-income households. Future projects will require General Fund support as existing fund resources are not sufficient for property purchases and future deposits are not expected. Fund 405 – Capital Assets Fund: Internal Service Fund used for major asset replacement, acquisition and capital investment (facilities, equipment and fixtures) and is substantially supported by the General Fund.
Fund 600 – Infrastructure Fund: Fund dedicated exclusively to the City’s infrastructure capital (streets, sidewalks, rights-of-way, public amenities) and funded entirely by the General Fund. Some projects that utilize Fund 600 (e.g.
Streets and Sidewalks) many times also include other funding (e.g., state gas tax, transportation sales tax local return, etc.)
These funds were prioritized because of their direct and indirect fiscal impact on the General Fund. Findings and recommendations from this effort will help inform the development of future CIP budgets and the City’s long-term financial strategy.
During the City Council Priority Setting Session for FY 2025-26, the Council approved Mayoral initiative Work Plan Item WP3.1.8: Carry out zero-based budget exercise for Capital Improvement Program (CIP) in response to projected long-term General Fund (GF) deficits identified in the City’s updated General Fund financial forecast. This initiative seeks to ensure that the City’s limited financial resources are strategically aligned with essential infrastructure needs and Council priorities.
To guide this effort, the Ad Hoc was established to work collaboratively with staff to review the City’s capital improvement portfolio through a ZBB lens.
Meeting Date: April 21, 2026
DISCUSSION
In a collective effort with all departments, staff reviewed and rebuilt projects in the four identified funds from a zero-based approach for the five-year period through fiscal year 2029-30, defining their purpose, scope, and funding requirements without reliance on prior carryover balances or previously established funding levels. Sub-projects were defined to detail how resources would be allocated within a larger project, ensuring transparency and clarity in the evaluation process. Some new projects were identified as well.
Projects were then evaluated by staff using a five-tier prioritization framework1:
1. Project Needed for Regulatory/Safety Requirement
2. Project Needed – Contracts Made or Soon to be Made
3. Project is Necessary – Cost Savings Anticipated by Acting Now
4. Projects Needed – Funding Not Yet Needed
5. Wants vs. Needs – Release Funds until Fiscally Feasible The following key observations emerged from staff’s initial zero-based review:
The first step of the ZBB approach involves identifying the full need prior to further prioritization, where the prior CIP budget methodology was built more around what could be afforded.
As a result, the freshly developed comprehensive list of projects totaled $311.4 million across the funds over the five-year period were reviewed. This exceeded the $254.7 million that is currently included in the five-year CIP plan approved last June by $56.7 million, underscoring the necessity for further prioritization. ZBB should not automatically eliminate all prior-year funding assumptions, but instead test the ongoing justification for every expenditure, determining what should remain funded and at what level.
After development of the comprehensive project list, the Ad Hoc meetings were scheduled. Staff further categorized these needs into two distinct groups to help focus the Ad Hoc’s efforts. During the meetings, staff recommended the following:
Confirm Goals and Framework: Obtain Ad Hoc feedback on the objectives, methodology, and evaluation criteria.
Review Priority Projects: The Ad Hoc focused on $169.1 million of more publicfacing and high-visibility projects and sub-projects requiring policy prioritization.
Projects were evaluated based on a “fresh look” at community utilization versus historical significance. At the last two meetings, staff presented projects that highlighted this new perspective, including priorities (1-5), scope, funding sources, and community implications.
Final Recommendation: After discussion and consideration, the Ad Hoc recommended a refined portfolio of $105.8 million worth of projects from the reviewed subset and to defer or remove $63.3 million worth of projects.
The remaining $142.3 million in projects not directly reviewed by the Ad Hoc primarily consist of projects mandated for safety, regulatory compliance, asset maintenance, or other long-range system planning. These projects are more appropriately evaluated through the City’s technical infrastructure planning and CIP development process. Staff will further review and analyze these items to determine the scope and level of work that can reasonably be delivered within the next five years and will present those findings to 1 This five-tier framework was adapted from the City’s prior fiscal response process used during the COVID-19 economic downturn.
Meeting Date: April 21, 2026
the City Council for consideration during the upcoming budget process as part of the next comprehensive Five-Year Capital Improvement Program (CIP).
Attachments 1 through 3 illustrate (1) the projects being recommended by the Ad Hoc for incorporation into the upcoming five-year CIP plan, (2) the projects recommended by the Ad Hoc to be deferred, removed, or changed, and (3) a comprehensive list of all the projects initially identified through the ZBB process, respectively. Attachment 4 reflects the $142.3 million subset of projects identified as infrastructure and system/facility maintenance projects to be evaluated by staff and presented for Council consideration through the upcoming budget process.
It is important to note that some of the projects recommended to be deferred, removed, or changed (Attachment 2) may be funded by other resources such as donations, sales of property, or leveraging funds towards specific projects that meet similar goals. One example, the Southeast Enhancements CIP, is offset by other projects, to include the Public Safety Center at the Metro Center ($3.5 million) and the La Cienega Playground ($1.95 million). Both are complete or currently underway and advance similar goals.
Another example is the recent purchase of 401 South Robertson, which was funded by existing public benefit contributions and, therefore, not recommended as a project requiring future General Fund support.
The most notable new project expands the Police Department with two subterrain levels.
This project is estimated at $25.1 million. Since this project will build new locker rooms and address other Police needs, other projects (such as the men’s locker room improvements) were not recommended to be funded.
During the presentation on April 21, 2026, staff will elaborate on the decision-making process for the recommended projects.
The next steps in the zero-based budgeting effort will focus on the following:
Additional Projects: There has been discussion of determining more effective use of the Foothill properties and rebuilding a new community center at La Cienega Park within a defined dollar amount.
Citywide Lighting and Décor: On April 7, 2026, the Rodeo Drive Liaison met to review the next five years of the Citywide Lighting and Décor Program as requested by the ZBB CIP Ad Hoc. After detailed evaluation of how to prolong existing resources and support time honored traditions, the Liaison recommended thoughtful reductions. See Attachment 5.
Contingency Reserve: Explore a Capital Contingency Reserve to manage unforeseen cost increases or urgent infrastructure failures. Prepare the Proposed FY 2026-27 CIP Budget and Five-Year CIP Plan:
Incorporate City Council direction for the specific funds included in this analysis.
During this process, staff may recommend additional reductions or deferrals of projects in Attachment 4 for Council consideration based on the feasibility of completing the projects within the five-year planning horizon and to help identify resources for higher-priority projects. Also, staff will recommend project and subproject costs for FY 2030-31 to complete the upcoming five-year CIP plan.
Meeting Date: April 21, 2026
FISCAL IMPACT
The Ad Hoc is recommending a five-year program of $105.8 million, a reduction of $63.9 million over the initial ZBB “needs” baseline of reviewed projects.
Summary of ZBB CIP Projects for the Five-Year Period Ending June 30, 2030 Funds 160, 210, 405 and 600
Description Amount ($ millions)
Comprehensive Project List Identified through ZBB Process $ 311.4 Less: Mandated for Safety / Regulatory Compliance / Asset Maintenance, or Other Long-Range System Planning (Attachment 4) (142.3) Total Ad Hoc Reviewed Projects 169.1
Ad Hoc Reductions – Deferred/Removed/Changed or Other
Funding Identified (Attachment 2) (63.3)
Completed Project Cost Savings (0.6)
Total Reductions (63.9)
Total Ad Hoc Recommended Project Portfolio (Attachment 1) $ 105.8 It is important to emphasize that this ZBB “re-baselining” exercise provides a more accurate foundation for the upcoming budget, but the total reduction does not translate directly to General Fund savings. The figures include both restricted funds (Fund 160 - Parks and Recreation), which do not directly impact the General Fund, as well as internal service funds (Fund 405 – Capital Assets Fund) and infrastructure funds (Fund 600 – Infrastructure Fund), which do have direct impact on the General Fund.
Furthermore, the $142.3 million projects in Attachment 4 (mandated for safety / regulatory compliance / asset maintenance, or other long-range system planning) will undergo additional review against updated revenue projections and General Fund requirements before final recommendations are made into the proposed Citywide CIP budget and fiveyear CIP plan that will soon be presented to City Council as part of the Fiscal Year 2026- 27 budget process.
RECOMMENDATION
Staff is seeking direction from the full City Council regarding the Zero Based Budgeting Capital Improvement Project Ad Hoc Committee’s recommendation to prioritize funding of $105,764,861 in projects within the FY 2025-26 through FY 2029-30 five-year Capital Improvement Program for Funds 160, 405 and 600, which will inform development of the upcoming proposed Citywide CIP budget and five-year CIP plan.
