RECOMMENDATION
It is recommended that City Council approve an increase of $22,251.82 to the Fiscal Year 2025-26 purchase order with Tank Holding Corp. DBA Snyder Industries LLC, for a revised total not-to-exceed amount of $121,961.77, to purchase 300-gallon refuse container lids and associated installation hardware necessary to support ongoing solid waste operations.
INTRODUCTION
The Public Works Department is requesting City Council approval to increase the existing purchase order with Snyder Industries LLC for Fiscal Year 2025-26. The requested increase will fund the procurement of an additional 100 300-gallon container lids and associated hardware required to replace damaged and missing container lids currently in service throughout the City.
DISCUSSION
For Fiscal Year 2025–26, the City Manager approved a purchase order and two subsequent change orders totaling $99,709.95 for the procurement of 300‑gallon and 240‑gallon refuse containers, lids, and associated hardware needed for the installation and replacement of damaged containers Citywide. These purchases support ongoing maintenance and repair of the City’s solid waste container inventory, ensuring uninterrupted collection services for residential customers.

Since implementing the ongoing container inventory maintenance and repairs, a higher than anticipated rate of missing and damaged lids has been identified, exceeding available stock. As staff continues to address container repairs, current inventory of replacement lids has been depleted at a faster than expected rate. To timely address this operational need, maintain adequate inventory levels, avoid service interruptions and ensure timely replacement of lids, staff is requesting approval of an additional change order to increase the current purchase order by $22,251.82 for a revised total not-to-exceed amount of $121,961.77. Approval of this request will enable the City to adequately replenish lid inventory, ensuring staff will be able to perform timely repairs, minimize service delays, and maintain City standards for the remainder of the fiscal year.
Important to note is that the requested increase is limited in scope to the procurement of replacement lids only and does not expand or modify the previously approved change order for the purchase of complete refuse containers. This action ensures staff can continue to promptly respond to service requests, providing reliable and responsive solid waste services to the community by maintaining container functionality and upholding customer service standards.
FISCAL IMPACT
Funding for the requested increase of $22,251.82 is available within the Solid Waste Division’s approved operating budget for Fiscal Year 2025–26. No additional appropriations are requested.
