RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and consider adopting the resolution amending the City’s Schedule of Taxes, Fees, and Charges for Fiscal Year (or “FY”) 2026-27 and adopt a resolution establishing limits for the settlement of delinquent accounts by City officials up to $10,000.

INTRODUCTION
The City levies a range of permit fees, charges, rental and use fees, taxes, and other fees or payments, which are listed in a comprehensive schedule called the “Schedule of Taxes, Fees, and Charges” (hereinafter “Schedule of Taxes, Fees, and Charges” or “Schedule”).

The City Council last reviewed and approved a comprehensive amended Schedule on April 22, 2025. In addition to this process, fee adjustments, deletions, and additions can be made during separate City Council actions throughout the year, the most recent of which were reviewed and approved on September 9, 2025.

In compliance with Government Code Section 66016, the City provided proper notification regarding the proposed adoption of new fees and adjustments to existing fees.

Specifically, notice of the time and place of the public hearing was provided on April 7, 2026, at least 14 days in advance to all interested parties who had submitted a written request to receive such notices. This emailed notification was provided in addition to the public notice published in the newspaper.

The California Constitution generally mandates that fees for services not exceed the costs reasonably borne by the City to provide those services. To ensure compliance with this requirement, the City periodically conducts a comprehensive cost-of-service study to evaluate current service costs and to recommend appropriate cost recovery levels for feesupported programs. The last cost-of-service study was completed in FY 2019–2020, and the next study is planned for FY 2026–2027. If new fees are proposed by departments outside of the full cost study process, fee details are required by the Finance Department to ensure that proposed fee amounts are reasonable and do not exceed the costs reasonably borne by the City.

In accordance with Beverly Hills Municipal Code Section 3-1-1001: Annual Adjustment of Taxes and Fees and Ordinance No. 79-O-1749, many City fees and certain taxes are adjusted annually, based upon the increase in the Consumer Price Index (CPI) for the preceding twelve months, and typically rounded to the nearest dollar. The CPI adjustment for FY 2026-27 (Anaheim – Los Angeles – Riverside County area for the period of November 2024 to November 2025) is 3.6 percent (3.6%). Most fees are recommended to be adjusted by CPI or other regulatory rate increases; however, in some instances, staff may recommend a fee that is lower than full cost recovery, oftentimes to remain competitive or to round down to the nearest dollar for ease of revenue collection. Other fee adjustments may coincide with statutory requirements, cost reductions, or administrative changes (e.g. updates to fee titles).

Exhibit A to the City resolution (Attachment 1) contains the proposed changes to the comprehensive Schedule of Taxes, Fees, and Charges for Fiscal Year 2026-2027 that are recommended for adoption. There is no resolution proposed for the Parking Authority Facility Rates Schedule as there are no changes proposed. All fees would become effective July 1, 2026, unless otherwise stated. Pursuant to Government Code Section 66017, certain development application processing and similar fees must become effective no sooner than 60 days following adoption.

DISCUSSION
The following is a discussion of the proposed fee changes by City departments. Fee changes include, but are not limited to, new fees, fee increases due to CPI or other costof-service calculations, and fee adjustments including reductions, restructuring, name changes, eliminations, or consolidations. Non-substantive revisions, such as clarifications to notes, the addition of statutory references, or administrative updates to fee titles, are not individually discussed below but are reflected in Exhibit A.

Citywide
There are no proposed changes to the fees in the Citywide section of the Schedule, except for those subject to CPI adjustments. However, multiple departments within the City charge various special event fees outlined in the Schedule. Currently, the City Manager is authorized to waive film, event, and rental fees up to $2,000 for events in which the City Meeting Date: April 21, 2026

is a participant, sponsor, or co-sponsor, or when such waivers align with prior City Council direction. In light of rising costs due to CPI increases, staff recommends increasing this threshold to $2,500.

Additionally, staff recommends the adoption of a resolution delegating authority to City officials to settle delinquent accounts, including waivers of penalties and/or interest, up to the following established limits:
• Director of Finance - up to $5,000
• Director of Finance and City Manager - up to $10,000
This delegation of authority aligns the City’s revenue collection efforts with existing administrative protocols for settling claims and litigation, allowing the City to more effectively close out long-standing delinquencies and ensure staff efforts are prioritized toward high-value recovery rather than low-yield administrative pursuit. Formalizing this authority empowers the Director of Finance and City Manager to secure immediate net recovery and mitigate the risk of total loss, ensuring a consistent, fiscally pragmatic approach to all City financial disputes.

City Clerk
City Clerk does not recommend any changes to the fees in the Schedule, beyond those subject to CPI adjustments.

Community Development
Community Development recommends the addition of three new fees associated with State-mandated processing and review services that are currently being performed by staff but are not reflected in the existing Schedule.
• Ministerial Planning Review Fee. Passed in 2017, Senate Bill 35 (SB 35) requires local jurisdictions to implement a streamlined ministerial (nondiscretionary) review and approval process for certain housing development projects. As part of this State-mandated process, staff recommends adoption of a fee which would help offset the staff costs required to process these applications and ensure a more efficient review process.
• Notice of Intent (NOI) Review Fee. As required by State law, staff must review NOI pre-application materials to determine if a project is eligible for ministerial processing under SB 35. If it is determined that a project does not meet the requirements to be considered under SB 35, it will be routed through the City’s standard project review process. Establishing this fee allows the City to recover the additional staff time spent on these pre-application reviews while helping applicants navigate the approval process.
• Tribal Consultation Review Fee. Multiple State laws mandate consultations with California Native American tribes for certain development projects. These meetings ensure that potential impacts to tribal cultural resources are appropriately considered during the development process. Staff recommends proactively establishing this fee to ensure the City is able to recover costs as needed.

Community Development also proposes a 50% reduction in the Commission-level design and architectural review revision fees, making the process more accessible and costeffective. Under the proposed structure, the fee would be charged on a per-meeting basis, rather than the current model, which requires a higher upfront payment covering two meetings, with a partial refund issued if only one meeting is needed. This change lowers the initial financial burden for applicants and reduces unnecessary administrative workload caused by the refund process.

Community Services
Community Services proposes the addition of new fees to support equitable use of community spaces and to recover costs associated with providing additional staff supervision during special events and filming rentals. Where applicable, and in alignment with the City’s standard rental policies, non-residents will be charged an additional 25% compared to residents.
• Picnic Rental Food Truck Fees (Resident/Non-Resident). Some picnic rentals at Roxbury Community Center include the addition of food trucks in adjacent parking spaces, brought in for events held by customers. These food trucks require additional staff oversight throughout the rental period to minimize their impact on normal park operations and guests. The proposed food truck add-on fees for residents and non-residents reflect the increased impact these rentals have on the City’s community spaces.
• Volleyball Court Hourly Rates (Resident/Non-Resident/Non-Profit). Demand for the volleyball court at Roxbury Community Center increased significantly during the last fiscal year, resulting in greater maintenance needs and additional administrative support from staff. To support continued operations and upkeep, Community Services recommends establishing hourly rental rates for residents, non-residents, and non-profit patrons for use of the volleyball court. The proposed fee structure aligns with the City’s existing approach for hourly court rentals at other facilities.
• Active Adult Membership Fees (Resident/Non-Resident). In the upcoming fiscal year, Community Services will absorb the operation of several senior programs currently being provided by the Beverly Hills Active Adult Club (BHAAC) to enhance operations and provide additional opportunities to interested patrons.

The proposed resident and non-resident membership fees share the same structure and rate as the fees currently being charged to participants through BHAAC, supporting a smooth transition as City staff fully assumes programming responsibilities. These fees also allow the City to recover some of the operational costs associated with running new recreation classes for older adults. • Park Ranger and Historic Site Venue Supervisor Fees. Large-scale filming and certain event rentals require a Park Ranger Supervisor or Historic Site Venue Supervisor remain on site for several hours to monitor activity, enforce compliance with venue rules, and coordinate program logistics with patrons. Establishing fees for these staff resources would ensure equitable cost recovery while supporting proper oversight of these special events.

Along with the recommended new fees, Community Services proposes increasing the refundable security deposits required for the use of indoor and outdoor spaces at Meeting Date: April 21, 2026

Greystone Estates. These deposits enable the City to recover costs associated with repairs or cleanup if damage occurs during a rental event. Updating these deposit amounts from $1,000 to $1,500 will ensure they keep pace with increasing repair costs.

After thorough review and community outreach, Community Services also recommends adjustments to existing pickleball and tennis fees. On September 9, 2025, the City Council approved increases to membership and court fees intended to improve cost recovery and provide more opportunities for residents to utilize local facilities. In response to comments from patrons and on direction of City Council, staff conducted community outreach meetings to solicit feedback on the fees’ price structure and determine new rates that would best support the operations of the tennis and pickleball programs. Based on this feedback, staff recommends decreasing all pickleball and tennis-related fees for the upcoming fiscal year. The proposed rates for annual memberships and per-court-per-hour fees are a result of these community meetings and subsequent staff review of operational costs. These new rates support the City’s mission to provide equitable and accessible recreation programming to the public. Additionally, Community Services recommends decreasing the rates immediately upon adoption to those originally adopted on April 22, 2025 in the interim until the new proposed rates take effect July 1, 2026.

In addition to adjustments above, and as adopted in previous Schedules, Community Services recommends maintaining the rates of current library fees and senior adult recreation class fees to ensure continued accessibility to valuable resources for all residents, with a particular focus on supporting youth and seniors. By keeping these fees unchanged, the City reaffirms its commitment to fostering inclusive opportunities for lifelong learning, wellness, and enrichment. Community Services also proposes maintaining the current rental rates for the Greystone Theater and Living Room to encourage greater utilization of these unique community spaces. Keeping the current rates is expected to attract more potential renters, ultimately enhancing community engagement and maximizing the use of these historic venues for cultural, artistic, and private events.

Lastly, as part of ongoing efforts to improve transparency and efficiency, Community Services recommends updating the language and structure of select fees to better align with the services provided and streamline process for both applicants and staff. Proposed changes include consolidating the personnel fees for the Library and La Cienega and Roxbury Community Centers into a singular fee for each location since the purpose, structure, and amount of these fees are identical. Another key recommendation is to add clarifying language to the notes of several Recreation and Facility fees regarding the verification requirements for non-profit discounts. Updating the notes for these fees will provide further communication to applicants regarding the IRS documentation requirement and encourage them to prepare the necessary documentation prior to submitting an application for the reduced rate.

Finance
As part of ongoing efforts to streamline the Schedule for staff and customers, Finance recommends revisions to regulatory permit fees to eliminate redundancies, ensure compliance with State law, and improve clarity for customers. Proposed changes include removing duplicative background investigation fees listed under each business type in the Schedule and consolidating the identification card renewal and identification card replacement fees into a single, standardized fee. Additionally, Finance recommends removing the note for the Sidewalk Vendor Permit regarding the identification card Meeting Date: April 21, 2026

requirement and updating the note for peddlers to align with recent changes in State law prohibiting agencies from conducting background investigations for sidewalk vendors and compact mobile food operations.

Fire
Fire recommends the establishment of three new fees in the Schedule for CPR training courses now being provided directly by the department. Prior to January 1, 2026, the City’s previous vendor, Beverly Hills CPR, provided CPR training courses to the public; however, these courses were transitioned to the Fire Department following the dissolution of Beverly Hills CPR.

The proposed fees maintain the structure previously charged by Beverly Hills CPR, and are designed to recover the direct costs of training materials and certification cards and will apply to the following course offerings:
• Basic Life Support
• Heartsaver CPR, AED, and First Aid
• Infant – Friends and Family CPR
Information Technology
Information Technology does not recommend any changes to the fees in the Schedule, beyond those subject to CPI adjustments.

Police
Police recommends the addition of two new fees to enhance public safety, with prices set by the California Uniform Bail and Penalty Schedules.
• Vehicle Stopped Within Crosswalk Fee. On January 1, 2025, California Assembly Bill 413 authorized local jurisdictions to issue citations to vehicles parked or stopped within certain distances of marked and unmarked crosswalks. The addition of this fee supports the Police Department’s enforcement of these new regulations and improves pedestrian safety by targeting vehicles illegally disrupting the flow of traffic.
• Parking of Oversized Vehicles in Residential Zones Fee. Beverly Hills Municipal Code § 7-3-123 prohibits parking certain large or heavy vehicles on designated residential streets. The addition of this fee provides a formal enforcement mechanism for the City and reduces traffic risks associated with narrowed streets.

Public Works
Public Works proposes the addition of new fees intended to improve cost recovery and provide clearer rates for water service restoration, temporary fire hydrants, and monthly parking.

The Schedule currently lists three separate water service restoration fees with identical rates. These rates do not account for higher staff costs for after-hours service or the cost Meeting Date: April 21, 2026

of repairing a water meter that is damaged due to unauthorized activation of the meter after it has been shut off by the City. To properly recover these increased costs and more accurately reflect the work performed by staff, Public Works recommends replacing the existing service restoration fees with the following:
• Service Restoration Charge – Standard: This fee would apply when Public Works staff restore water service during normal business hours and the restoration does not require additional repairs to the meter due to customer misuse. • Service Restoration Charge – Standard (After Hours): This fee would apply when Public Works staff restore water service after normal business hours and the restoration does not require additional repairs to the meter due to customer misuse. The proposed rate reflects overtime costs and minimum call-out requirements.
• Service Restoration Charge – Extended: This fee would be charged when meter tampering is discovered while performing a service restoration. The fee is structured to recover actual costs, including staff time and materials, based on the extent of work required to repair damage to City infrastructure.

Additionally, Public Works recommends establishing a two-tiered rate structure to replace the Temporary Fire Hydrant Supply Deposit currently listed in the schedule. This deposit was intended to cover potential loss, damage, or misuse of temporary fire hydrant meters; however, the current structure does not adequately account for the higher replacement costs associated with larger meters. The proposed refundable deposit fees would more accurately reflect these costs by establishing two separate rates based on the size of the meter.

Public Works also proposes a Monthly Parking Invoice Processing Fee to recover new administrative costs associated with the City’s monthly parking management software.

The system was recently upgraded to enhance data reporting and payment processing capabilities, improving the City’s ability to efficiently and transparently collect parking revenue.

In addition to new fees being requested, Public Works recommends revising existing fees to more accurately reflect the costs of service and streamline billing processes. The existing Water Encroachment Permit Processing Fee is being increased to more accurately reflect the costs of service. The current flat-rate structure does not fully capture expenses associated with permit preparation and administration. The proposed revision would charge customers the actual cost, inclusive of consultant expenses for drafting Traffic Control Plans, City staff time for permit review and processing, and encroachment permit fees charged by the City of West Hollywood.

Lastly, Finance (Utility Billing), with support from Public Works, recommends standardizing late payment charges for delinquent utility bills by applying a uniform rate to both residential and commercial customers. This adjustment will further streamline the City’s delinquency processes across all account types, promoting consistency and improving the efficiency of revenue collection.

FISCAL IMPACT
Estimating additional revenues as a result of the recommended fee increases is difficult as fee-based activities can vary from year to year. The inflationary increases prevent erosion of cost recovery as City costs for providing the services increase over time.

RESOLUTION OF THE COUNCIL OF THE CITY OF

BEVERLY HILLS AMENDING THE COMPREHENSIVE

SCHEDULE OF TAXES, FEES AND CHARGES FOR THE
FISCAL YEAR 2026-2027
The Council of the City of Beverly Hills does resolve as follows:

Section 1. The City Council hereby establishes, amends, modifies and fixes, effective July 1, 2026 (except as otherwise set forth herein), the fees, permit fees, City service charges, and other fees, charges, and required payments for municipal services, use of City property, inspections, enforcement activities or for other indicated purposes, set forth in Exhibit A in red text under the column titled “FY 26-27 Fees” and which are marked as “Increase”, “Decrease” , “Elimination” or “New” in the corresponding column titled “Fee Change”. The changes reflect the adoption of new fees, Consumer Price Index (CPI) adjustments, special circumstances where a fee is proposed to change and does not achieve full cost recovery to remain competitive or for rounding, and fee eliminations. Said designations in Exhibit A shall supersede and prevail over any prior provisions concerning the same item in any former resolution, motion or other action of this council, and pursuant to Ordinance No. 79-O-1749 shall also prevail over any inconsistent provisions of the Municipal Code. Such fees, permit fees, City services charges and other fees, charges, and required payments for municipal services, use of City property, inspections, enforcement activities or for other indicated purposes, as set forth in the red text in Exhibit A, shall be included and incorporated into the City's Comprehensive Schedule of Taxes, Fees & Charges.

Section 2. Notwithstanding Section 1, the fees for the “Vegetation Management Program”, “Multi-Family Residential Inspections”, and “Non-High Rise Commercial Inspections” under “Inspections, Permits & Reviews” and Tax Classifications A, C, and I, under “Taxes” shall be effective January 1, 2027. Additionally, any utility fees as previously noticed under Proposition 218 are not being modified as part of this Resolution.

Section 3. June 30, 2026. Thereafter, the rates for pickleball and tennis court reservation and membership card fees shown in red text in Exhibit “A” will become effective July 1, 2026, and shall be included and incorporated into the City's Comprehensive Schedule of Taxes, Fees & Charges along with all other fees and charges.

Section 4. The City Council is taking action only on those fees, permit fees, City service charges, and other fees, charges, and required payments for municipal services, use of City property, inspections, enforcement activities or for other indicated purposes, which are set forth in Exhibit “A” in red text under the column titled “FY 26-27 Fees”, and marked “Increase”, “Decrease” , “Elimination” or “New” in the corresponding column titled “Fee Change”. The (i) remaining fees, permit fees, City services charges, and other fees, charges, and required payments for municipal services, use of City property, inspections, enforcement activities or for other indicated purposes asset forth in the current Comprehensive Schedule of Taxes, Fees and Charges; (ii) taxes that are adjusted automatically without City Council approval; and (iii) fees, permit fees, City service charges, and other fees, charges, and required payments for municipal services, use of city property, inspections, enforcement activities or for other indicated purposes as set forth in any resolution(s) adopted by the City Council, are included in Exhibit A (and not shown in red text) for completeness, but are not being readopted or revised by the City Council.

Section 5. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolutions of the City Council of this City.

Citation Fines include a State mandated fee, currently $12.50 per citation. Late charges are applied 21 days (or more) after the issuance of citation. Supplemental Late Charges are an additional late charge applied 90 days (or more) after issuance of a citation equal to the amount of the fee that is charged the City upon assignment as a delinquent account for Special Collection processing. For citations prior to January 1, 2011 the Dept. of Motor Vehicles processing fee of $3.00 and 25% of the outstanding balance at the time of assessment. For a residential project that does not require the size of the water meter to be increased but results in a new net floor area greater than 1,000 sq. ft. , the water capacity charge shall be an amount that is $1.88 per square foot of net new floor area greater than 1,000 sq. ft.

For a residential or commercial project which requires the size of the water meter to be increased, the water capacity charge shall be the amount of the water capacity charge for the size of the new meter less the amount of water capacity charge for the size of the existing water meter, as such amounts are shown above.

Single family residences in the hillside area which use 4 or fewer containers and are located on lots which contain at least 40% of unusable hillside area. Hillside area means the area within the City of Beverly Hills North of Sunset Blvd. The calculation of unusable hillside area shall be based on Los Angeles County property tax records, or if unavailable, a determination by the Director of Public Works.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY

HILLS ESTABLISHING LIMITS FOR THE SETTLEMENT OF

DELINQUENT ACCOUNTS BY CITY OFFICIALS
The City Council of the City of Beverly Hills does resolve as follows:

Section 1. Pursuant to Beverly Hills Municipal Code Sections 2-3-601(F) and 2-3-602(G), and to ensure consistency with existing administrative settlement protocols, the City Council hereby delegates authority to settle delinquent accounts and other obligations owed to the City. This delegation includes the authority to waive interest and penalties, in whole or in part, when such action is determined to be in the best interest of the City for the purpose of maximizing net recovery and administrative efficiency. Such authority is granted in the following amounts:

Up to $5,000 Director of Finance
Up to $10,000 Director of Finance and City Manager
Section 2. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolutions of the Council of this City on its effective date.
