INTRODUCTION
The Arts and Culture Commission reviewed the list of submissions in the adult artist and student artist categories for the Summer 2026 Soccer Poster contest at the May 12, 2026, Arts and Culture Commission meeting, and is submitting their recommended finalist poster designs for City Council’s review and selection of the winning design in each category.

DISCUSSION
As part of the Arts and Culture Commission FY 2025-26 work plan, the commission was tasked with planning arts and culture programming set to occur during the 2026 World Cup and 2028 Olympic Games in Los Angeles. One of the ideas brought forward by the Arts and Culture Commission was to create an art poster contest for both students and adults to participate, and create designs celebrating the global sport of soccer, and the influx of international visitors traveling to Beverly Hills and the Greater Los Angeles region this summer for the World Cup. Artists were invited to submit designs reflecting their work that celebrates the “beautiful game” of soccer, while also capturing the distinct and creative spirit of Beverly Hills. Submitted artwork could not be considered that included the FIFA logo, or any otherwise trademarked images, including the City of Beverly Hills shield, and must have been original artwork created by the artist. Artwork submissions were evaluated based upon the following criteria:

1. Design quality, originality, and visual concept

2. Ability to reflect the poster concept in an aesthetically and technically compelling way

3. Artistic merit as demonstrated through the submitted artwork and artist’s statement The Arts and Culture Commission, through the commission’s Programming for the 2026 World Cup/2028 Olympic Games Ad Hoc Committee, worked with staff to establish a “Call To Artists”, which included the intended poster concept, guidelines for eligibility, budget for artist design awards, selection process, application, and printing requirements, with the

winning posters selected in May, so that the winning designs could be produced as 24” x 36” posters displayed on A-frames, featured at City sites and events, during the 2026 World Cup. Poster designs may also be featured in some social media, and promotional efforts for City programming and events. The selected winning artist in the student category, under the age of 18, will receive a design award of $200, and the selected winning artist in the adult artist category, over the age of 18, will receive a design award of $300.

The contest opened on March 9, 2026, and closed on May 1, 2026, followed by a period of staff review, in advance of the Arts and Culture Commission review and selection of their finalists in both the student and adult categories at their May 12, 2026, commission meeting, with City Council selecting the winning poster in each category at the May 19, 2026, City Council meeting. A total of 10 artist submissions were received in the student artist category, and a total of 13 artist submissions were received in the adult artist category. A Community Services four-person staff panel subsequently reviewed the submissions in each category and provided the top three ranked designs in each category for the Arts and Culture Commission to review, rank, and provide their recommendations for City Council.

FISCAL IMPACT
There is no fiscal impact at this time. The design award for the winning artist in the student category is $200, and the winning artist in the adult category is $300, both which will be absorbed within the current Community Services Department budget. Local advertising costs to promote the contest totaled $1,405.53, which will be paid for by Policy and Management’s existing tourism and marketing budget, which is funded by Transient and Occupancy Tax (TOT) revenue.

RECOMMENDATION
The Arts and Culture Commission recommends that City Council select the winning poster design for the Summer 2026 adult and student soccer poster contest, from the finalists selected in each category by the commission at the May 12, 2026, Arts and Culture Commission meeting.
